At its meeting held on July 7,2016, the Agawam Planning Board discussed the 332
Suffield Street Cornerstone Plaza which has been recently constructed. While this
attractive project is an improvement to this highly-traveled intersection, the Board noted
that the landscaping does not appear to be completed. Attached is the landscape plan
that was approved with the Site Plan as well as the February 20, 2014 minutes that
discuss the landscaping. The Planning Board requests your assistance in ensuring that
the approved landscape plan be adhered to.

I believe I have addressed in the new drawings every comment from all departments, as forwarded to
me by the Planning Board dated 1115/2014, 1130/2014, 113112014,2/04/2014, and as per our
discussion at the review meeting of February 6, 2014, and as per your instructions in letter dated
2/07/2014 to Dr. Joseph Walz.

This letter shall serve as a follow-up to the Site Plan for the Cornerstone Plaza discussion
at last night's Planning Board meeting. The Board has asked that the following items be
addressed:
• cut sheets and dimensions of all proposed exterior lighting shall be provided;
• Engineering Department comments dated 1-31-14 are to be addressed;
• Landscape maintenance note is to be added to the plan (see Town Plamier's
Review);
• Colors and textures of building proposed building shall be submitted;
• Dumpster location, size, type and height of fence is to be provided;
• Address Safety Officer's comments;
• Note to be added to plan stating that no snow storage shall be allowed at the
"point'~.
The Board tabled this item to their February 20th meeting. Please provide three sets of
revised plans containing the above information to the Planning Department with
sufficient time for review prior to the meeting.

1. Signs should be installed that specify that parking is for customers only to deter people from parking
and· crossing Cooper Street to go to Pajers.
2. A sign should be installed that specifies that the area behind the building is for deliveries only.
3. Handicap signs should not impede access to building entrances.
4. All existing bituminous berm should be replaced along the frontage of the parcel.

discussions with the Building Inspector, Mr. Erik Wight.
With respect to the Fire and Engineering Department Team Meeting comments, they were of verbal nature
and were addressed in the revised drawing and as described in the "Revisons" column of plans submitted to
your office.
Prior to the Team meeting I had met with both departments, as well as the building department, to review
the project and their requests! comments were integrated into the project plans prior to completion of plans
submitted for the Team Meeting. The Engineering Department was consulted back in September of 2013
for their input and comments and that requested information was already included in the submitted
drawings.

Description of Site: Site is zoned Business A. It is fully developed with an existing gas
station, fueling stations and parking lot. There are no wetland resources on the site.
Provision for Traffic Flow: Currently there are three (3) curbcuts; a 48'9" opening on to
Cooper Street and two openings on to Suffield Street 47'4" and 41'9". The proposed plan
shows three curbcuts. On Cooper Street there is a 28' opening and a 25' service drive
and on Cooper Street another 28' curbcut. All are two-way. The originally submitted
plan was revised to incorporate the Safety Officers request to move the Cooper Street
curb cut as far from the intersection as possible (see attached memo).
Parking: Twenty-two (22) parking spaces are shown, including two (2) handicapped.
Without knowing the exact configuration of the space, it is difficult to do a parking
analysis. The Safety Officer has also requested signage indicating that the parking is for
customers only.
Drainage: See Engineering comments.
Public Utilities: See Engineering comments.
Landscaping/Screening and Buffers: The following landscape note must be placed on the
plan: "All plantings must be maintained and that portion of the public way abutting the
parcel and including the treebelt shall be maintained in a safe and attractive condition by
the owner of the parcel.
Sign Location: Rendering of future sign should be submitted to the Planning Board for
its approval.
Exterior Lighting: Cut sheets and dimension of all exterior lighting must be submitted. All
lighting must be recessed and shield so as not shine off of the property. Wall packs are
discouraged. A lighting contour plan would be helpful.
Rendering or Elevations: Colors and textures must be submitted.
Dumpster Location: The type and height of the fencing around the dumpster must be
submitted. All dumpsters must be fenced, gated and screened.
Other Comments or Concerns: A note indicating that there shall be no snow storage at
the point of the property shall be added to the plan.

Signage in their parking lot stating that parking is for their customers only. I have
noticed cars parking in that vacant lot and their operators cross Cooper Street and go
into Pajer's. I do not want a pedestrian accident.
Dr. Walz and his Architect were receptive to these suggestions and agreed with
them.
