The Agawam Zoning Board of Appeals conducted a public hearing and meeting on August 10, 2015 at
the Agawam Public Library Children's Room, 750 Cooper Street, Agawam, MA for all parties interested
in the appeal of OMG, Inc. which is seeking a Special Permit in accordance with Section 180-56 of the
Zoning Ordinances to allow for the installation of roof stacks which will be higher than the allowed
height requirement at the premises identified as 153 Bowles Road.
After the public hearings and a thorough review of the facts presented, the Agawam Board of Appeals
made the following findings:
1. The subject property is located in an area of town zoned Industrial A.
2. The petitioner has several exhaust stacks on the existing building which exceed the height
requirement allowed in an Industrial A zoning district.
3. Section 180-56 of the Town of Agawam's Zoning Ordinances states: "Industrial buildings shall
not exceed two stories or 40 feet in height, except with approval of the Board of Appeals after a
public hearing. These provisions shall not apply to required equipment appurtenant to industrial
buildings, except that smokestacks, water tanks, grain elevators and the like are not permissible
except after approval of the Board of Appeals after a public hearing."
4. The petitioner proposes to construct 13 heat exhaust stacks on the existing building.
5. These stacks will be no higher than fifty (50') feet, ten (10') feet higher than the maximum height
requirement.
6. The Agawam Planning Board voted to approve the site plan on July 2,2015.
7. According to the deed provided, certain restrictions were placed upon the subject property by
Westrnass Area Development Corp.
8. A letter, dated May 29, 2015, signed by Mr. Eric Nelson, Senior Vice President ofWestmass,
documenting conditional approval of the proposed work was submitted to this Board.
9. The proposed exhaust stacks are allowed uses in an Industrial A zoning district. The subject
property is an appropriate location for such a use and structure.
10. No evidence was submitted demonstrating that this proposed use would have an adverse effect
on the health, safety or property value of the neighborhood.
11. No evidence was submitted showing that the proposed use would be a nuisance or potential
hazard to vehicle or pedestrian safety.

12. Adequate and appropriate facilities and controls will be provided for the proper and safe
operation of the proposed exhaust stacks.
13. The proposed exhaust stacks are not considered so objectionable or obnoxious that the proposed
use would be against the public interest or detrimental or injurious to the character of the
neighborhood.
Based on its findings, the Agawam Zoning Board of Appeals is of the opinion that it is within the
authority of the board to grant a special permit as stated under Section 180-56 of the Town of Agawam's
Zoning Ordinances.
Now, therefore, by a unanimous vote of its three members, the Agawam Zoning Board of Appeals
hereby grants the petitioners a special permit to allow for the construction of an addition with the
following conditions:
1. The exhaust stacks are to be located as shown on the plan submitted entitled "Stack Plan, OMG,
Inc., 153 Bowles Road, Agawam, MA, dated 6/16/15" and signed by the members of this Board.
2. This special permit is for the exhaust stacks only. All other zoning and building regulations must
be met.
3. A copy of the Limited Plan Application submitted to Mass DEP must be submitted to this board.
4. The petitioner must receive final approval from Mass. DEP and a copy of such approval must be
submitted to this Board.
5. All conditions mentioned in the Agawam Plarming Board Site Plan approval must be adhered to.
6. The petitioner shall record with the Hampden County Registry of Deeds a "Notice of Special
Permit" form, which shall be provided by this Board and proof of said filing must be submitted
to this Board and to the Inspector of Buildings.
7. This Special Permit shall become null and void if construction does not commence within two
(2) years from the date of this decision.
This decision is subject to appeal in accordance with M.G.L. Ch. 40A, Section 17 within 20 days after
this decision is filed with the Agawam Town Clerk.

Heat Treat Process Project Narrative
June 2015
OMG, Inc. (OMG) is a worldwide leader in the manufacturing of fasteners and in fastening technologies.
OMG's production facility located at 153 Bowles Road in Agawam, Massachusetts is the primary site for
its manufacturing operations. The manufacturing of fasteners is a multi-step process to draw and shape
the wire into fasteners followed by heat-treating to harden the steel wire and then coating to finish the
fasteners.
OMG performs all of these process steps except heat-treating at the 153 Bowles Road facility in Agawam.
Currently, the formed fasteners are shipped offsite to several different facilities for heat-treating and then
returned to the Agawam plant for coating and packaging.
In order to create a lean, streamlined manufacturing operation OMG is proposing to install a heat-treating
process in an existing bUilding at its 153 Bowles Road, Agawam facility. The benefits of the project will
include dramatically improved product flow, decreased lead time to customer, improved quality, control
over technology, and fewer daily truck loads loading and unloading. The project will not require any
physical expansion of the building. The heat treat project represents a significant investment by OMG
both in its commitment to its Agawam facility by consolidating operations and expanding the work force
with 20-25 jobs and in its commitment of capital resources of $14 million for OMG.
The project will include the installation of the following major equipment: a total of 5 electric heated
ovens -3 Mesh Belt Furnaces and 2 Integral Quench Furnaces all located within the building; a 1,000 gallon
anhydrous ammonia tank located outside; a 1,000 gallon nitrogen tank located outside, a bank of five oil
chillers located outside, and ancillary equipment within the building. OMG has exerCised considerable
care and diligence to select equipment and energy sources that will minimize the environmental footprint
and maximize the safety and welfare of its employees.
Town of Agawam Zoning and Site Plan
OMG has reviewed the Zoning Ordinance for the Town of Agawam and has evaluated this project for
applicability to the permitting process. Based on this review, OMG has determined that Site Plan Approval
and a Special Permit are required in accordance with the following:
Article I -General Provisions; Section 180-13 Site Plans
A site plan shall be required and shall be submitted in each of the following situations:
(3) Any use requiring a special permit from the Board of Appeals.
(4) Any major change in any condition or feature which is not in conformance with any feature of a
previously approved site plan.
Article X -Industrial District A; Section 180-56 Height Regulations
Industrial buildings shall not exceed two stories or 40 feet in height, except with approval of the Board of
Appeals after a public hearing. These provisions shall not apply to required equipment appurtenant to
industrial buildings, except that smokestacks, water tanks, grain elevators and the like are not permissible
except after approval of the Board of Appeals after a public hearing.

OMG is zoned for Industrial Zone A in accordance with the Town of Agawam Zoning Map. OMG meets
all of the requirements for this zone except for building height. Therefore, OMG is applying for a Special
Permit for several additional stacks that will exceed 40 feet in height. This is described as follows:
• The height of OMG's existing eCoat building at 153 Bowles is 38 feet with existing stacks up to 23
feet above the roofline (61 feet total) (see attached Exhibit #3 Building and Stack Elevation Plan).
In 2009 during an earlier process expansion at the facility, OMG applied for and received Approval
of a Special Permit from the Town of Agawam for the existing stacks in accordance with Article X
Section 180-56 (see attached Exhibit #2).
• The heat treating equipment will be installed in the existing eCoat building at 153 Bowles Road
and will require a maximum of 13 roof penetrations that will result in stacks approximately 10
feet above the roof (i.e. greater than 38 feet and up to 50 feet high) and 16-inches in diameter.
Any stack heights greater than 40 feet will exceed the Town of Agawam's Zoning Ordinance height
restriction (See attached Exhibit #3-Stack Plan and Building and Stack Elevation Plan).
OMG is therefore submitting the attached Site Plan Application and Special Permit Application to seek
approval of 13 stacks with a maximum height of 50 feet.
OMG has made numerous design decisions to minimize the environmental impacts and to maximize safety
considerations in this process. These include the following:
• The project will require the installation of a WOO-gallon anhydrous ammonia (NH3) storage tank
and a WOO-gallon nitrogen storage tank on the south side of the building that will be shielded
from the street (See attached Exhibit #3 -General Site Plan). The tanks will be installed on the
south side of the building replacing a dock door. The tanks were chosen to limit the storage of
chemicals on site below any significant EPA and OSHA thresholds.
• The project will require the installation of quench oil air chillers outside of the building in close
proximity to the operation. (See attached Exhibit #3 -Equipment Detail Plan)
These chillers will be located in front of the building on concrete pads within a secondary
containment dike. The chillers will have an awning to prevent storm water from collecting
within the secondary containment dike.
The chillers will not encroach on the Town of Agawam's Zoning Ordinance setback rule of 40
feet (See attached Exhibit #3 -General Site Plan)
The chillers are 55 inches high.
OMG will install shrubbery in front of the chillers to shield them from view of the street.
Wall mounted lights with on/off motion sensors will be installed under the awning for
inspection of the chillers at night.
• Concrete pads for the chillers will increase the existing 208,000 sq. ft. building by 1045 sq. ft. but
maintaining the lot coverage at approximately 31.1% which is well below 50% as required by the
Town of Agawam Zoning Ordinance. No additional paving or curb cuts will be required.
• Public utility connections and service lines for sewer, water and gas will remain the same.

• Electric utilities will be upgraded to include switchgear and three transformers. The transformers

DMG, Inc. has several manufacturing processes that require rooftop exhaust stacQ. When
added to the height of the building, the overall heights of these stacks exceed the limit allowed by
the Agawam Zoning By-laws. This request for a Special Permit is to receive formal approval for
the overall stack heights .
DMG, Inc. operates a 208,000 It'manufacturing and warehousing facility at 153 Bowles Road.
This facility includes a 128,000 ft' expansion built in 2005, with a building height of 40 feet This
expansion was built to house a .-Electrocoat (E-Coat) paint line -inslalled in the summer of
2005 -which has three separate exhaust stacks, ranging in height from 6 to 13 feet above the
roof. In 2007, DMG also relocated an existing dip-spin paint process to the expansion. The
curing oven for this system also has an exhaust stack that extends 10 feet above the roof.
Recently, the Massachusetts Department of Environmenlal Protection (MassDEP) mandated the
installation of an emissions control technology for DUG's E-Coat curing oven. In February 2009,
DMG installed a wet eiecbostalic precipitator (WESP), which has its own rooftop stack, extending
over 23 feet above the roof. Upon installation of this newest stack, aMG leamed of the height
limitations of the Agawam Zoning By-laws, which prompted this request for a Special Permit.
Prior to completion of this applicatiOn we researched altematives through the various equipment
manufacturers, and learned that due to design specifications of each of the three systems
(required air flows and velocities, duct diameters, etc.) it is not feasible to decrease the height of
the stacks .

DECISION OF BOARD OF APPEALS
The Agawam Zoning Board of Appeals conducted several public hearings concluding with a
public meeting on September 14, 2009 at the Agawam Public Library Community Room, 750
Cooper Street, Agawam, MA for all parties interested in the appeal of OMG, Inc. which is
seeking a Special Permit in accordance with Section 180-56 of the Zoning Ordinances, which
would allow for exhausts stacks which exceed the height requirement at the premises identified
as 153 Bowles Road.
After the public hearing and a thorough review of the facts presented, the Agawam Board of
Appeals made the following findings:
1. The subject property is located in an area of town zoned Industrial A.
2. The petitioner has several exhaust stacks on the existing building which exceed the height
requirement allowed in an Industrial A zoning district.

3. Section 180-56 of the Town of Agawam's Zoning Ordinances states: " Industrial buildings
shall not exceed two stories or 40 feet in height, except with approval of the Board of
Appeals after a public hearing. These provisions shall not apply to required equipment
appurtenant to industrial buildings, except that smokestacks, water tanks, grain elevators and
the like are not permissible except after approval of the Board of Appeals after a public
hearing."
4. Documentation was provided showing that the existing stacks are required.
5. According to the deed provided, certain restrictions were placed upon the subject property by
Westmass Area Development Corporate.
6. Mr. Bryan Nicholas, Vice-President Engineering And Development for Westmass, sent a
letter to this board stating that "Westmass approves the installation of the stack per plan".
7. A memo received from Sgt. Richard Niles, Safety Officer, Agawam Police Department, dated
June 16, 2009, states this project would appear to have little negative impact on pedestrian,
bicycle and/or motor vehicle traffic safety.
8. The proposed exhausts stacks are allowed uses in an Industrial A zoning district. The subject
property is an appropriate location for such a use and structure.
9. No evidence was submitted demonstrating that this proposed use would have an adverse
affect on the health, safety or property value of the neighborhood.
10. The site plan, reviewed by the Safety Officer for the Town of Agawam, satisfies the concern
that there will be no nuisance or potential hazard to vehicle or pedestrian safety.

11. Adequate and appropriate facilities and controls will be provided by the issuance of this
special pennit for the proper and safe operation of the existing exhaust stacks.
12. The existing exhaust stacks are not considered so objectionable of obnoxious that the
proposed use would be against the public interest or detrimental or injurious to the character
of the neighborhood.
Based on its findings, the Board is of the opinion that it is within the authority of the Board of
Appeals to grant a Special Permit as stated under Section 180-56 of the Town of Agawam's
Zoning Ordinances .
. Now, therefore, by a unanimous vote of its three members, the Zoning Board of Appeals hereby
grants the petitioner a Special Permit to allow for the exhausts stacks which exceed the height
requirement with the following conditions:
1. The exhaust stacks are to remain located as shown on the plan submitted entitled OMG,
Inc., 153 Bowles Road Stack Arrangements, dated 5120/09 which has been signed by the
members of this Board and shall be incorporated into and made part of this decision.
2. This special permit is for the existing exhanst stacks ouly. All other zoning and building
regulations mnst be met.
3. The petitioner shall record with the Hampden County Registry of Deeds a "Notice of
Special Permit" form, which shall be provided by this Board and proof of said filing must
be submitted to this Board and to the Inspector of Buildings.
4. This Special Permit shall become null and void if construction does not commence within
two (2) years from the date of this decision.
This decision is subject to appeal in accordance with M.G.L. Ch. 40A, Section 17 within 20 days
after this decision is filed with the Agawam Town Clerk.

received approval of the Site Plan on July 6, 2015 subject to several conditions,
The Site Plan has addressed the following comments from the Planning Board as summarized in
your July 6,2015 correspondence:
1. All professional staff comments are to be satisfied
OMG has satisfied the first professional comment from the Engineering Division that
requested sewer and water laterals on the General Site Plan. The second professional
comment will be satisfied upon installation of the silt fencing,
2. The size of the proposed arborvitae shall be noted on the plan
The initial Site Plan included planting of arborvitae as a screen for the chiller units. The final

Exhibits 3-1, 3-3 and 3-5 show roofing over the anhydrous ammonia tank, and the chiller
units. A roof was not proposed for the nitrogen tank in accordance with the tank
manufacturer's (Praxair) recommendation. We have included a copy of correspondence
from Praxair in Attachment A.
4. ZBA Approval of the Special Permit
OMG obtained a Special Permit Approval from the Agawam ZBA on August 10, 2015. The
Special Permit was granted for stack heights that exceeded the Town of Agawam Zoning
Ordinance height limit of 40 feet. We have included a copy of the Special Permit Approval
as Attachment B.

documenting conditional approval of the proposed work was submitted to this Board.
9. The proposed exhaust stacks are allowed uses in an Industrial A zoning district. The subject
property is an appropriate location for such a use and structure.
10. No evidence was submitted demonstrating that this proposed use would have an adverse effect
011 the health, safety or property value of the neighborhood.
11. No evidence was submitted showing that the proposed usc would be a nuisance or potential
hazard to vehicle or pedestrian safety.
12. Adequate and appropriate facilities and controls will be provided tor the proper and safe
operation of the proposed exhaust stacks.
13. The proposed exhaust stacks are not considered so objectionable or obnoxious that the proposed
use would be against the public interest or detrimental or injurious to the character of the
neighborhood.
Based on its findings, the Agawam Zoning Board of Appeals is of the opinion that it is within the
authority of the board to grant a special pennit as stated under Section 180·56 ofibe Town of Agawam's
Zoning Ordinances.
Now, therefore, by a unanimous vote of its three members, the Agawam Zoning Board of Appeals
nereby grants the petitionets a special permit to allow for ti1e construction of an addition with the
following conditions:
1. The exhaust stacks are to be located as shown on the plan submitted entitled "Stack Plan, OMG,
Inc., 153 Bowles Road, Agawam, MA, datcd 6116/15" and signed by the members of this Board.
2. This special permit is for the exhaust stacks only. All other zoning and building regulations must
be met.
3. A copy of the Limited Plan Application submitted to Mass DEP must be Sllbmitted to this board.
4. The petitioner must receive finalllpproval from Mass. DEP and a copy of such approval must be
submitted to this Board.
S. All conditions mentioned in the Agawam Planning Board Site Plan approval must be adhered to.
6. The petitioner shalt record with the Hampden County Registry of Deeds a ''Notice of Special
Permit" fonn. which shaJi be provided by this Board and proof of said filing must be submitted
to this Board and to the Inspector of Buildings.
7. This Special Permit shall become null and void if construction does not commence within two
(2) years from the date of this decision.
This decision is subject 10 appe.al in accordance with M.GL Ch. 40A, Section 17 within 20 days after
this decision is filed with the Agawam Town Clerk.
