Planning Board Members;
I have reviewed the plan submitted before you for the Trespass Bar. As discussed in the team
meeting held February 9, 2016 the fire department has several items that need to be discussed.
There is no second floor plan included in the submitted documents therefor a notarized letter will
be required stating that the second floor will not be used as a bar.
They will be required to install a fire alarm system and submit plans and permit applications for
such.
A licensed sheet metal installer or Hood technician will need to inspect the current hood located
at the bar and determine if it still meets code requirements or needs replacement/repair.
The fire suppression system within the hood will also need to be inspected and tested.
Plans will need marked distance measurements to ensure fire department apparatus can
adequately enter and exit the property.
Once these items have been addressed then the fire department will grant its approval.

Fire prevention is everyone's responsibility.

Per your request, we have reviewed the Site Plan entitled, "Trespass Bar —1251 River Road, Agawam, MA;
Prepared for: Joseph Ciurleo, Feeding Hills, MA; Prepared by: ELB Design, 13`Pheasazrt Run, South Hadley,
MA, 01075; Dated: 01/12/2016," and we have the following comments:
1. Parking generation study by Professional Engineering is requested due to change in capacity/seating.
Engineering has concerns for overflow parking at Pynchon Point and pedestrians crossing with the
dangerous curve in the road.
2. Plan needs to be drawn to scale and accurately show existing conditions.
3. Attached detail A-1 for accessible parking signs needs to be shown on the plan.
4. All proposed walkways and ramps must meet ADA and AAB standards and conform to the grading
shown on attached detail H-7.
5. All parking spaces shall be 9 feet by 18 feet including all accessible spaces as per AAB standards.

6. A bike rack shall be installed on the property.
7. Arrow markings shown on the plans indicate that the northern driveway will be one way. A `Do Not
Enter' sign will need to be installed on either side of the northern driveway. A stop bar and sign are
required on the south side of driveway leaving the parking lot.
8. Sidewalk thru driveway must meet all ADA requirements including detectable panels.
9. The proposed snow storage areas should be shown on the plans.
10. Please submit a complete hard copy of the plan with signature and stamp.
11. Northern curb cut should be reduced to 15' (currently 50') and southern curb cut reduced to 24'
(currently 45'). Proposed work at driveway may require a MassDOT curb cut permit. Please check
with District 2.
12. No parking in front of the stairs on the north side of the building should be allowed for efficient
evacuation in case of an emergency situation. Please stripe this area to prevent drivers from parking
in this location. See attached plan.

13. Dumpster appears to be encroaching on Meadow Street Extension. Confirm property bo mdmry and

AGAWAM - Describing the atmosphere of Catch 1251, a
seafood restaurant that opened at the beginning of
September, general manager Matt Gibbs said it's not quite
upscale, but it's decidedly a rung above casual.
"We're somewhere in the middle," Gibbs said of the eatery,
which features multiple working fireplaces and views of the
Connecticut River. "We're casual -upscale."
Gibbs joined the restaurant in April, amid a drastic
rehabilitation of the inside and outside of the building,
which has sat empty for the two years since Michael
Anthony's, the bar that formerly occupied the space at 1251
River Road, shut down.
Since it opened on Sept.1, Catch 1251 is unrecognizable
from the building's previous incarnation, Gibbs said.
Previously the owner of One Bar and Grill and manager of
Fitzwilly's, both in Northampton, Gibbs said he and partners
at Catch 1251 decided they would open a seafood
restaurant in Agawam, partially because of the lack of
similar establishments in the area.
"Agawam, and especially the area we are in, didn't really
have a sophisticated (seafood) restaurant other than
maybe one or two that had been there for a long time,"
Gibbs said. "We chose seafood basically on the merit that
there really isn't another seafood restaurant set up like we
are."
That seafood is delivered fresh five days per week from
cities and towns like Boston, Gloucester and Falmouth,
Gibbs said. In addition to food, Catch 1251 prides itself on
its bar, which includes an extensive cocktail menu.
The restaurant currently seats about 85 people, but Gibbs
expects that will expand in the spring, when Catch 1251
plans to open its patio area. In addition, a banquet room
upstairs should be open by the holiday season, Gibbs said.
Restaurant partners are also in talks with several third -
party delivery services, and will likely partner with one in the
coming months.
Catch 1251 has been received enthusiastically, especially
among members of the west of the river community, Gibbs
said. It's a dynamic Gibbs believes will continue.
"We opened to such good fanfare from our neighbors,"
Gibbs said.

Per your request, we have reviewed the Site Plan entitled, "Trespass Bar —125I River Road, Agawam, MA;
Prepared for: Joseph Ciurleo, Feeding Hills, MA; Prepared by: ELB Design, 13 Pheasant Run, South Hadley,
MA, 01075; Dated: 01/12/2016," and we have the following comments:
1. Parking generation study by Professional Engineering is requested due to change in capacity/seating.
Engineering has concerns for overflow parking at Pynchon Point and pedestrians crossing with the
dangerous curve in the road.
2. Plan needs to be drawn to scale and accurately show existing conditions.
3. Attached detail A-1 for accessible parking signs needs to be shown on the plan.
4. All proposed walkways and ramps must meet ADA and AAB standards and conform to the grading
shown on attached detail H-7.
5. All parking spaces shall be 9 feet by 18 feet including all accessible spaces as per AAB standards.

6. A bike rack shall be installed on the property.
7. Arrow markings shown on the plans indicate that the northern driveway will be one way. A `Do Not
Enter' sign will need to be installed on either side of the northern driveway. A stop bar and sign are
required on the south side of driveway leaving the parking lot-
9. Sidewalk thm driveway must meet all ADA requirements including detectable panels.
9. The proposed snow storage areas should be shown on the plans.
10. Please submit a complete hard copy of the plan with signature and stamp,

evacuation in case of an emergency situation. Please stripe this area to prevent drivers from parking

13. Dumpster appears to be encroaching on Meadow Street Extension. Confirm property boundary and
proposed new dumpster location if necessary.

Planning Board Members;
I have reviewed the plan submitted before you for the Trespass Bar. As discussed in the team
meeting held February 9, 2016 the fire department has several items that need to be discussed.
There is no second floor plan included in the submitted documents therefor a notarized letter will
be required stating that the second floor will not be used as a bar.
They will be required to install a fire alarm system and submit plans and permit applications for
such.
A licensed sheet metal installer or Hood technician will need to inspect the current hood located
at the bar and determine if it still meets code requirements or needs replacement/repair.
The fire suppression system within the hood will also need to be inspected and tested.
Plans will need marked distance measurements to ensure fire department apparatus can
adequately enter and exit the property.
Once these items have been addressed then the fire department will grant its approval.
