Minutes dated May 18, 2015
Meeting was called to order by President Johnson at 7:00pm at the Auditorium at the Roberta G. Doering School,
68 Main Street, Agawam.
Item A. Roll Call
ROLL CALL – 11 PRESENT, 0 ABSENT
Roll Call was taken with the following councilors present: George Bitzas, Cecilia Calabrese, Paul Cavallo,
James Cichetti, Council President Christopher Johnson, Gina Letellier, Joseph Mineo, Vice President Dennis Perry, Donald Rheault, Robert Rossi and Anthony Suffriti. With eleven councilors
present, there was a quorum.

President Johnson asked for a moment of silence and the Pledge of Allegiance.

Item D. Minutes
1. Regular Council Meeting – May 4, 2015
Motion to approve the May 4, 2015 Regular City Council meeting minutes
was made by Councilor Rheault and seconded by Councilors Rossi and Perry. The minutes were approved by a voice vote of: 11 Yes, 0 No.

F. Presentation of Petitions, Memorials & Remonstrances
1. TR-2015-24 - A resolution accepting a gift from Ronald Waite pursuant to Massachusetts General Laws Chapter 44, Section
53A to the Agawam Golf Course. (Mayor)
Motion to approve made by Councilor Cichetti and seconded by Councilors Cavallo and Perry.
The vote was 11 YES, 0 NO in favor.
2. TR-2015-25 -
A resolution authorizing the appropriation to fund deficits in Snow and Ice overtime and equipment rentals snow accounts (Mayor)
Motion to approve the original resolution made by Councilor
Cichetti and seconded by Councilor Calabrese. The Finance Committee provided a report and approved the revised version with a unanimous vote. As noted, there were additional invoices
so Motion to amend to the revised resolution was made by Councilor Cavallo and seconded by Councilor Cichetti.
The vote was 11 YES, 0 NO in favor (as revised).

1. TR-2015-21 (PH-2015-2) - A Resolution
adopting the Fiscal Year 2016- 2020 Capital Improvement Program. Public Hearing Date set for June 1, 2015 (Mayor) Referred to Finance Committee) (Tabled 5/18/15)

5-20 - An Order granting a Class 2 Dealer’s LICENSE to Malkoon Motor Sales, Inc., 825 Springfield Street, Agawam, MA. (Clerk)
Motion to approve made by Councilor Rheault and seconded
by Councilor Rossi. Councilor Rossi as Chair of the Administrative Committee provided a report stating that the committee gave a positive recommendation for approval.
The vote was
11 YES, 0 NO in favor.
2. TO-2015-21 - An Order granting or renewing a Junk Dealer’s PERMIT for T’s Jewelers, 559 Springfield Street, Feeding Hills, MA. (Clerk)

made by Councilor Rheault and seconded by Councilor Cichetti. Councilor Rossi as Chair of the Administrative Committee again provided a report stating that the committee gave a positive
recommendation for approval.
The vote was 11 YES, 0 NO in favor.
3. TO-2015-22 - A budgetary transfer of $234,018.56 for the Department of Public Works from the Reserve Fund 16605-57300
to Highway Ice Control Materials (14203-52210) (Mayor)
Motion to approve made by Councilor Cichetti and seconded by Councilor Cavallo. Councilor Mineo as Chair of the Finance Committee
gave the report stating that this was due to the increase in salt prices (up 30%) as well as the extreme weather we had this past winter and his committee approved this item unanimously.
The
vote was 11 YES, 0 NO in favor.

1. TR-2015-26 - A Resolution adopting the Fiscal Year 2016 Annual Operating Budget for the Town of Agawam (Mayor) – Set Public Hearing Date and Suggest June
15, 2015

2. TR-2015-27 - A Resolution authorizing the reservation and appropriation of funds from the Community Preservation Fund
(CPA)

3. TR-2015-28 - A Resolution confirming the reappointment of Doreen A. Prouty, 891 South Westfield Street, Feeding Hills, MA to the Community Preservation Act Committee
to a term expiring April 30, 2018 (City Council)

Councilor
Letellier requested a printout showing for the last five years what departments have not spent and/or transferred any significant monies to Free Cash. We cannot ask for a level-funded
budget if we don’t spend what we have and asked if Cheryl St. John could prepare this for the Council.
