10-19-2015 REGULAR COUNCIL MEETINGREGULAR MEETING OF THE AGAWAM CITY COUNCIL Minutes dated October 19, 2015 Meeting was called to order by President Johnson at 7:00pm at the Auditorium at the Roberta G. Doering School, 68 Main Street, Agawam. Item A. Roll Call ROLL CALL – 11 PRESENT, 0 ABSENT Roll Call was taken with the following councilors present: George Bitzas, Cecilia Calabrese, Paul Cavallo, James Cichetti, Council President Christopher Johnson, Gina Letellier, Joseph Mineo, Vice President Dennis Perry, Donald Rheault, Robert Rossi and Anthony Suffriti. With eleven present, there was a quorum. Item B. Moment of Silence and the Pledge of Allegiance. President Johnson asked for a moment of silence and the Pledge of Allegiance. Item C. Citizen’s Speak Time Sandee Johnson and Lisa Bruno spoke in favor of the Agawam Junior High School Garden and passage of TR-2015-46. Corinne Wingard spoke in favor of the three CPA appropriations as well as about the presentation of the Fair Share Amendment. Item D. Minutes 1. Regular Council Meeting – October 5, 2015 Motion to approve made by Councilor Cichetti and seconded by Councilor Suffriti. The voice vote was unanimous. Item E. Declaration from Council President None. Item F. Presentation of Petitions, Memorials & Remonstrances 1. TR-2015-44 - A Resolution authorizing the posting of the warrant for the Town Election on November 3, 2015 (Mayor) Motion to approve made by Councilor Letellier and seconded by Councilor Suffriti. The vote was 11 YES, 0 N0 to approve the item. 2. TR-2015-45 - A Resolution appropriating from the Community Preservation Fund and authorizing the expenditure of Community Preservation Funds to fund the Agricultural Preservation Restriction on farmland located at 792 Barry Street and to accept an interest in real estate (CPA) ($99,500.00) (Referred to Community Relations Committee) Motion to approve made by Councilor Calabrese and seconded by Councilors Letellier and Cichetti. As Chair of the Community Relations Committee, Councilor Calabrese provided a report stating that this was regarding 82 acres of farmland originally used for tobacco and hay. This was a lengthy process for the Sloane family and the committee gave it a 4 Yes, 0 No, 1 Absent vote for positive recommendation to the Full Council. Council President thanked the Sloane’s for participating in the APR program. The vote was 11 YES, 0 N0 to approve the item. 3. TR-2015- 46 - A Resolution appropriating from the Community Preservation Fund and authorizing the expenditure of Community Preservation Funds for an accessible outdoor classroom and community gardens at Agawam Junior High School (CPA) ($23,494.00) (Referred to Community Relations Committee) Motion to approve made by Councilor Calabrese and seconded by Councilor Cichetti. As Chair of the Community Relations Committee, Councilor Calabrese again provided a report that this was about wheelchair accessibility and a garden at the Junior High School. The committee gave it a 4 Yes, 0 No, 1 Absent vote for positive recommendation to the Full Council. Councilor Bitzas strongly supports this item and said it was money well spent. The vote was 11 YES, 0 N0 to approve the item. 4. TR-2015-47 - A Resolution appropriating from the Community Preservation Fund and authorizing the expenditure of Community Preservation Funds to complete a Housing Needs Assessment for the Town of Agawam (CPA) ($15,000.00) (Referred to Community Relations Committee) Motion to approve made by Councilor Cichetti and seconded by Councilors Calabrese, Letellier and Rheault. As Chair of the Community Relations Committee, Councilor Calabrese provided her report stating that this was a study to determine the existing and future housing needs of the Town of Agawam. The committee gave it a 4 Yes, 0 No, 1 Absent vote for positive recommendation to the Full Council. The vote was 11 YES, 0 N0 to approve the item. Item 7. Report of Council Committees None. Item 8. TO-2015-45 - An Order granting or renewing a Class 2 Dealer’s LICENSE to Bear Auto Sales, 517 Springfield Street, Feeding Hills, MA (Clerk) Motion to approve made by Councilor Rheault and seconded by Councilor Cichetti. As Chair of the Administrative Committee, Councilor Rossi provided a report regarding all four Agenda items stating that his committee gave a positive recommendation for passage on all four items. The vote was 11 YES, 0 N0 to approve the item. 2. TO-2015-46 - An Order granting or renewing a Class 2 Dealer’s LICENSE to Euro Imports, 325 Main Street, Agawam, MA (Clerk) Motion to approve made by Councilor Cichetti and seconded by Councilors Rossi and Rheault. The vote was 11 YES, 0 N0 to approve the item. 3. TO-2015-47 - An Order granting or renewing a Class 2 Dealer’s LICENSE to V&F Auto, Inc., 7 Harding Street, Agawam, MA (Clerk) Motion to approve made by Councilor Rheault and seconded by Councilors Suffriti and Rossi. The vote was 11 YES, 0 N0 to approve the item. 4. TO-2015-48 - An Order granting or renewing a Class 2 Dealer’s LICENSE to Luigi’s Auto Sales, 371 South Westfield Street, Feeding Hills, MA (Clerk) Motion to approve made by Councilor Rheault and seconded by Councilors Cavallo and Cichetti. Item 12. Any other matter that may legally come before the City Council. All of the councilors respectfully asked voters to vote on November 3rd and wished everyone good luck. Councilor Letellier also thanked the Sloane’s and reminded everyone that there is a Democratic Committee Breakfast coming up at Chez Josef. She also mentioned that the next City Council meeting will be on Wednesday, November 4th after the election. Councilor Cavallo said there would be a Facility Needs Committee meeting Thursday, October 22nd at 4:00pm. Council President Johnson stated that they have received two marijuana dispensary emails and have responded accordingly. Adjournment. The Motion to adjourn was moved and seconded all around the house. The time of adjournment was 7:24P.M.
