Meeting was called to order by Council President Cichetti at 7:00prn in the Auditorium at the Roberta G. Doering
School,68 Main Street,Agawam.

Roll Call was taken with the following councilors present: George Bitzas, Cecilia Calabrese, Paul Cavallo, Council
President James Cichetti, Christopher Johnson, Gina Letellier, Council Vice President Joseph Mineo, Donald Rheault,
Robert Rossi, Anthony Suffriti and Richard Theroux. With eleven present,there was a quorum.

01 Item C. Citizen's Sneak Time
The following citizens spoke:
• William Clark — spoke about the tax increase and wondered why there was so much kept in Free Cash. He
' thinks that extra money should go into a Capital Planning Stability Fund and asked if anyone has tracked the
money raised by increasing fees in town. He also asked if the TV Production Studio was open to the public
and questioned the increases to the camera people. He also talked about the sewers.
' • Vak Chonmany and Brian Rae—spoke about their Community Center in town and asked for help promoting it.
They would appreciate feedback toward this cause.
• Gregory Lindenmuth — spoke about the solar ordinance providing his thoughts on an overlay district. He
applauded portions of the ordinance but noted in his opinion there were weaknesses.

between the Town of Agawam and Able Machine Tool Sales, Inc. (Sponsored by Mayor Cohen)

Motion to approve made by Councilor Johnson and seconded by Councilor Letellier. As Chair of the
Finance Committee, Councilor Johnson provided a report stating that the principal of Able Machine Tool Sales,
' Inc, was present along with the Director of Planning and Community Development. They explained the proposed new
facility and the anticipated creation of seven new jobs. The TIT calls for the gradual taxation of the new facility of the
first five years conditioned on the creation of the seven new jobs. Motion to send a positive recommendation to the

Councilor Letellier noted that the petition asked for a discussion and suggested a workshop instead. She believes the
item needed more specificity. Councilor Theroux stated that under the Charter, this item was certified by the City
Clerk and must have a public hearing — that cannot be changed and must be honored however he agreed with
Councilor Letellier that more information was needed. Motion to table this item until Public Hearing date of
December 18, 2017. Voice vote approved.

presented information about the creation of a DIF in the Walnut Street Extension area. If created, any new real estate
tax growth in the district would be applied to pay the cost of any infrastructure costs incurred by the town to improve
the area. A representative from the proposed consultant was in attendance and shared their experience with DIFs in

8. TOR-2017-13 - An Ordinance to amend the Code of the Town of Agawam Zoning Ordinances to add
solar energy systems (Sponsored by Councilors Johnson and Rossi)—Refer to Legislative Committee
Refer to Legislative Committee, next Agenda, Councilor Theroux, however, asked if he should request a legal opinion
from the Law Department asking if this was a significant change from the previous ordinances. He feels what's before
the Council is incomplete and this is starting the process. Council President Cichetti spoke to one of the sponsors who
stated we must first work with the administration to create an overlay district. Councilor Johnson stated sure go ahead
and run it by the Law Department as it should be significant enough with the creation of an overlay district. The next
step in the process is to establish an overlay and work with the Assessor to generate a list of parcels five acres or larger
and then also with Engineering to put these on the map which would result in the creation of an overlay district.
Councilor Theroux wished we could have amended the original ordinance months ago instead of voting it down as the
' town would now be protected. Councilor Rossi stated that not only was this ordinance significantly different, he
believed it was a totally different ordinance in entirety and indeed a lot of work is yet to be done with it. He stated a
committee/commission needed to be put in place, public hearings needed and public input would be crucial. Councilor
Rossi also stated that we could consider a moratorium on solar construction if there are more concerns.
Item L. An other matter that may lerally come before the City Council
Councilor Cavallo questioned when Verizon would be coming before the Council. Council Administrative Assistant
stated that Verizon will be at our February 5, 2018 meeting to answer any questions. All of the councilors wished
' everyone a very Happy Thanksgiving. Councilor Minco also inquired about the roof. He noted that the Mayor had
asked for a Special Meeting and that construction would start by Thanksgiving if we approved the item at a Special
Meeting. He wanted to know what was happening and expressed disappointment in the process. Councilor Letellier

' also wished good luck to the AHS Brownie football team. She also mentioned using Free Cash to do some sidewalks
as there is more than enough money in that account. Hopefully the Mayor-elect will come forth with a supplemental
budget. Councilor Rossi also stated we could use some of the Free Cash to offset the levy and we should think about
this when setting the tax rate.
