CC MTG MINUTES DECEMBER 3 2018 REGULAR MEETING OF THE AGAWAM CITY COUNCIL Minutes dated December 3, 2018 Meeting was called to order by Council President Johnson at 7:00pm in the Auditorium at the Agawam Junior High School, 1305 Springfield Street, Feeding Hills. Item A. Roll Call ROLL CALL— 10 PRESENT, 1 ABSENT Roll Call was taken with the following councilors present: George Bitzas, Council Vice President Cecilia Calabrese, Paul Cavallo, Council President Christopher Johnson, Gina Letellier, Robert Magovern, Dino Mercadante, Robert Rossi,Rosemary Sandlin and Anthony Suffriti. Councilor Mineo was absent. With ten present,there was a quorum. _ the of h P Allegiance. Item B. Moment o�Silence an t __ Council President Johnson asked for a moment of silence and the Pledge of Allegiance. Council President Johnson also asked to remember former President George H. Bush and his family in our thoughts and prayers. Item C. Citi en's Speak Time None. 1. Regular Council Meeting—November 19,2018 Motion to approve the minutes made by Councilor Mercadante and seconded by Councilor Cavallo. Voice vote approved noting Councilor Magovern's abstention. Item E. Declaration from Council President None. Item F. Presentation of Resolutions 1. TR-2018-96 - A Resolution appropriating from the Community Preservation Fund and authorizing the expenditure of Community Preservation Funds for the preservation and rehabilitations of a pair of 1855 Hampden County wall maps (CPA)(Referred to Community Relations Committee) Motion to approve made by Councilor Rossi and seconded by Councilors Suffriti and Letellier. As Chair of the Community Relations Committee, Councilor Suffriti provided a report stating that David Cecchi explained the need 1 and procedure of restoring the historical maps. There was a small discussion among the Committee. The Committee sent a positive recommendation to the Full Council by a vote of 4 YES, 0 NO, 1 ABSENT(Councilor Bitzas) The vote was 10 YES,0 N0, 1 ABSENT(Councilor Mineo) approving the item. 2. TR-2018-97 - A Resolution accepting a grant in the amount of $1,800.00 pursuant Massachusetts General Laws Chapter 44, Section 53A from the Commonwealth of Massachusetts Secretary of State's Office to the Town of Agawam (Mayor Sapelli)(Referred to Finance Committee) Motion to approve made by Councilor Rossi and seconded by Councilors Letellier and Cavallo. As Chair of the Finance Committee, Councilor Letellier provided a report stating that all was in order with this grant. Councilor Sandlin asked to speak with the City Clerk about a more modern record keeping a more up to date electronic voter lists and lock boxes for ballots;also utilizing iPads like they use in West Springfield. 1 The Committee sent a positive recommendation to the Full Council by a vote of 4 YES, 0 NO, 1 ABSENT (Councilor Bitzas) ' The vote was 10 YES,0 NO, 1 ABSENT (Councilor Mineo)approving the grant. 3. TR 2018-98 - A Resolution accepting a grant ($91,414.00)from the Commonwealth of Massachusetts State 911 Department pursuant to Massachusetts General Laws Chapter 44, Section 53A for the Agawam Police Department(Mayor Sapelli)(Referred to Finance Committee) Motion to approve made by Councilor Mercadante and seconded by Councilor Letellier. As Chair of the Finance Committee, Councilor Letellicr provided a report stating that all was in order with this grant. The Committee sent a positive recommendation to the Full Council by a vote of YES, 0 NO, 1 ABSENT(Councilor Bitzas) The vote was 10 YES,0 NO, 1 ABSENT (Councilor Mineo)approving the grant. 4. TR-2018-99 - A Resolution accepting a grant in the amount of Twenty One Thousand Five Hundred and Twelve Dollars and Thirty One Cents ($21,512.31) from Massachusetts Board of Library Commissioners for use by the Town of Agawam Public Library(Mayor Sapelli) Council President Johnson stated that since this item was not a grant but a state appropriation, it was not necessary to be placed on the Council Agenda and the Mayor and Solicitor requested that this item be withdrawn. Motion to withdraw made by Councilor Sandlin and seconded by Councilors Calabrese and Magovern. The voice vote was 10 YES,0 NO, 1 ABSENT (Councilor Mineo)withdrawing the item from the Agenda. 5. TR-2018-100 - A Resolution accepting a grant in the amount of Five Thousand and Five Hundred Dollars and Zero Cents ($5,500.00) from the Commonwealth of Massachusetts Executive Office of Elder Affairs(Mayor Sapelli)(Referred to Finance Committee) Motion to approve moved and seconded. As Chair of the Finance Committee, Councilor Letellier provided a report stating that all was in order with this grant which is to be used for a device to connect to wi-fi as explained by Michael Squindo. He also stated this grant will be used to purchase an EvanLEE Organic super grow rack which will provide intergenerational participation and eventually lessen costs for food. There could also be job training with the grow racks. The Committee sent a positive recommendation to the Full Council by a vote of 4 YES, 0 NO, 1 ABSENT (Councilor Bitzas) Councilor Letellier also thanked Michael Squindo for putting information on social media encouraging more friendly and welcoming attitude towards new seniors in town. TO-2018-59 -An Order granting or renewing a Class 1 Dealer's LICENSE to Sarat Ford Sales, Inc., 221 Springfield Street, Agawam, MA. (Clerk) (Referred to Administrative Committee) (Tabled 11119/18) Motion to take the item off the table made by Councilor Cavallo and seconded by Councilor Rossi. Voice vote approved. Motion to approve made by Councilor Rossi and seconded by Councilors Magovem and Sandlin. As Chair of the Administrative Committee, Councilor Rossi provided a report stating that this item was tabled due to an issue that arose when a state mandated policy was overlooked by Sarat Ford but has since been corrected and a new policy put in place. TR-2018-103 -A Resolution accepting a Grant($10,388.00)from the Commonwealth of Massachusetts State 911 Department pursuant to Massachusetts General Laws, Chapter 44, Section 53A for the Agawam Police Department. (Mayor) Next Agenda. After conferring with Councilor Letellier, Chair of the Finance Committee, and since this item was a simple grant and the only item to be referred to that committee,this item will not be referred. 4. Any other matter that may Iwally come before the Citt Council. Councilor Letellier apologized for all of her recent absences. She had attended a wedding and had an extreme allergic reaction. Council Vice President Calabrese wished every a Happy Hanukkah and Festival of Lights. Councilor Magovern thanked everyone for their kind condolences on the passing of both of his sisters. He also wanted everyone to take pause as the nation says it's final goodbyes to former President George W. Bush stating he never met a finer gentleman. Councilor Letellier also mentioned a Rosie Robotics event at WNU. Council President Johnson reminded everyone of the Senior Center breakfast as well as the Town Employee Holiday Party.
