COMMUNITY RELATIONS SUB-COMMITTEE MINUTES

Called to Order: Meeting was called to order by Chair Suffriti at 615pm in the Library at the Roberta
G. Doering School, 68 Main Street,Agawam
AGENDA
1. Approval of the minutes dated October 1, 2018
Motion to approve were:moved by Councilor Letellier and seconded by Councilor Mereadante.
The vote was 4 YES,0 NO, 1 ABSENT (Councilor Bitzas) approving the minutes.
2`. TR-2018-88 - A Resolution appropriating from the Community Preservation Fund and
authorizing the expenditure of Community Preservation Funds for the rehabilitation and
restoration of the Minerva Davis Library(CPA)'
The steps of the Library are in disarray;the roof is ready to teak and is in great need of repair. There was a
question of where Head Start money goes to which was not answered but will be looked into. This prof ect
meets the CPA requirements for funding.
Motion to send a positive recommendation to the Full Council was moved by Councilor'Magovern and
seconded by Councilor Mercadante.
The vote was 4 YES,0 NO,1 ABSENT(Councilor Bitzas)
3. TR-2018 89 - A Resolution appropriating from the Community Preservation Fund and
authorizing the expenditure of Community Preservation Funds for the update and completion
of the Open Space and Recreation Plan(CPA)
A five year plan is required to get grants. CPA has received$400,000 -$500,000 in the past. The current
plan is set to expire in October of 2019
Motion to send a'negative recommendation to the Full Council was moved by Councilor Mercadante and
seconded by Councilor Magovern.
The vote was 4 YES,0 NO, 1 ABSENT (Councilor Bitzas)
4. TR-2018-90 - A Resolution appropriating from the Community Preservation Fund and
authori2ing the expenditure of Community Preservation Funds for the rehabilitation and
preservation of town owned land for the purpose of passive recreation(CPA)
Beautification funds for around the town.
Motion to send a positive recommendation to the Full Council was moved by Councilor Mercadante and
seconded by Councilor Letellier.
The vote was 4 YES, 0 NO, 1 ABSENT(Councilor Bitzas)
5, Any other business that may legally come before the Committee.
Traffic updates as a committee about the Big E.
