CC MTG MINUTES FEBRUARY 20 2018 MINUTES OF THE FINANCE COMMITTEE MEETING February 20,2018 Members Present: Joseph Mineo, Vice Chair Cecilia Calabrese Dino Mercadantc Paul Cavallo Absent: Gina Letellier Also Present: Councilor Sandlin,Cheryl St. John,Jennifer Bonfiglio Called to Order: Meeting was called to order by Vice Chairman Mineo at 6:15 P.M. in the rear of the Auditorium at the Roberta Doering School, 68 Main Street, Agawam, MA. AGENDA 1. Approval of minutes dated January 16,2018 Motion to approve was moved and seconded. The vote was 4 Yes, 0 No, 1 Absent (Councilor Letellier) 2. TR-2018-8 - A Resolution accepting a grant in the amount of $70,999.00 from Commonwealth of Massachusetts State 911 Department pursuant to Massachusetts General Laws Chapter 44, Section 53A for Agawam Police Department(Mayor Sapelli) ' This is applied for annually and this year's is for the dispatch department. Motion to send a positive recommendation was moved and seconded. The vote was 4 Yes,0 No, 1 Absent(Councilor Letellier) 3. TR-2018-11 - A Resolution authorizing the dedication of Energy Revenues to the Energy Management Project Stabilization Fund(Mayor Sapelli) Motion to send a positive recommendation was moved and seconded. ' The vote was 4 Yes, 0 No, 1 Absent(Councilor Letellier) 4. TO-2018-3 - A Budgetary Transfer of 5,800.00 from Fire Department Regular ' Temporary(#12201-51020)to Fire Contractual Services (#12202-52360) (Mayor Sapelli) This basically is to speed up the process for hiring a new Deputy Fire Chief. There are five qualified candidates. This position rarely opens up and is a highly coveted position. The consultant will run the qualified candidates through tests and scenarios and prepare a report on the results. This report will be provided to the Administration to enable them to make an educated selection. Motion to send a positive recommendation was moved and seconded. The vote was 4 Yes, 0 No, 1 Absent(Councilor Letellier) 5. Any other business that may legaiiy come before the Committee. t There was much discussion concerning the Auditor's concerns for a request for payment of damage to Chris Sparks' car after responding to a work emergency on his day off and hitting a fire hydrant which was installed too tow. After speaking with the Mayor, Council President Johnson provided additional details and support for the manner in which this was handled.
