CC MTG MINUTES NOVEMBER 19 2018 FINANCE SUB-COMMITTEE MINUTES November 19, 2018 Present: Joseph Mineo,Vice Chair Cecilia Calabrese Dino Mercadante Paul Cavallo Absent: Gina Letellier Also Present: Councilors Sandlin and Suffriti, Mayor Sapelli, Solicitor Buoniconti,Auditor Cheryl St. John Called to Order: Meeting was called to order at 6:47pm by Chair Letellier, in the Teachers' Cafe in the Agawam Junior High School. Agend 1. Approval of minutes dated October 15,2018 Motion to approve was moved by Councilor Mercadante and seconded by Councilor Calabrese. The vote was 4 Yes,0 No, 1 Absent(Councilor Letellier)approving the minutes. 2. TR-2018-92 - A Resolution accepting a grant ($33,000.00) from the Commonwealth of Massachusetts Executive Office for Administration and Finance pursuant to Massachusetts General Laws Chapter 44, §53A (Mayor Sapelli) All was in order with this grant. Motion to send a positive recommendation to the Full Council was moved by Councilor Calabrese and seconded by Councilor Cavallo. The vote was 4 Yes,0 No, 1 Absent(Councilor Letellier) 3. TR-2018-93 - A Resolution accepting a grant ($32,662.50) from the United States Department of Justice pursuant to Massachusetts General Laws Chapter 44, §53A for the Agawam Police Department (Mayor Sapelli) All was in order with this grant. Motion to send a positive recommendation to the Full Council was moved by Councilor Mercadante and seconded by Councilor Cavallo. The vote was 4 Yes,0 No, 1 Absent(Councilor Letellier) 4. TR-2018-94 - A Resolution accepting a grant in the amount of$1,400.00 from Massachusetts Emergency Management Agency through the Executive Office for Administration and Finance for the Town of Agawam Emergency Management Program (Mayor Sapelli) All was in order with this grant. Motion to send a positive recommendation to the Full Council was moved by Councilor Cavallo and seconded by Councilor Calabrese. The vote was 4 Yes,0 No, 1 Absent(Councilor Letellier) 5. TR-2018-95 - A Resolution accepting a grant in the amount of $6,100.00 from Massachusetts Emergency Management Agency through the Executive Office for Administration and Finance for the Town of Agawam Emergency Management Program (Mayor Sapelli) All was in order with this grant. Motion to send a positive recommendation to the Full Council was moved by Councilor Mercadante and seconded by Councilor Cavallo. The vote was 4 Yes,0 No, 1 Absent(Councilor Letel lier) 6. TO-2018-68 - Budgetary Transfer of S10,756.00 from Inspection Services Regular Permanent (#12501-51010) to Health Regular Permanent (#15101-51010 for $7,638.00) and Community Development Regular Permanent(#11801-51010 for $3,118.00) (Mayor Sapelli) The Auditor assured the committee that the gap in time to rehire for a vacant position will make sure to not short change that account to hire the replacement. Motion to send a positive recommendation to the Full Council was moved by Councilor Mercadante and seconded by Councilor Cavallo. The vote was 4 Yes,0 No, I Absent(Councilor Letellier) ' 7. Any other business that may legally come before the Committee. They discussed the anticipated increase in CPA match from the state as announced by Governor Baker. 8. Adjournment.
