i Called to Order: Meeting was called to order by Chairman Theroux at 7:39pm in the Children's
Conference Room at the Agawam Public Library, 750 Cooper Street,Agawam.
AGENDA
0' 1. Approval of Minutes dated May 15,2017
' Motion to approve both the May 15a' minutes made by Councilor Calabrese and seconded by Councilor
Rheault. The vote was 3 YES, 0 NO 2 ABSENT (Councilors Bitzas and Theroux) approving the minutes.
OP2. Discussion of ordinances concerning solar and recreational marijuana.
Any discussion on creating a new solar ordinance was tabled to recommend a workshop with all of the
stake holders (i.e. Planning Board, ZBA, City Council, Law Department, etc). Motion to table pending a
workshop made by Councilor Calabrese and seconded by Councilor Rheault. The vote was 3 YES, 0 NO
2 ABSENT(Councilors Bitzas and Theroux).
s, Lengthy discussion was had on the creation of a recreation marijuana ordinance/moratorium. The state
moratorium is in effect until Jun 1, 2018. Doreen Prouty stated that she attended a marijuana conference
in March and they urged each municipality to put its own moratorium in palce. It was discussed what
some of the surrounding communities have done so far. The Committee discussed that there was no need
to rush a town moratorium and one could be done at any time including up to the month before the state
' moratorium ends. A joint workshop with all the stake holders was recommended to begin putting the
ordinance language together (i.e. City Council, Planning Board, ZBA, Law Department, etc). Motion to
table further discussion pending a workshop made by Councilor Calabrese and seconded by Councilor
' Rheault. The vote was 3 YES, 0 NO 2 ABSENT (Councilors Bitzas and Theroux)
3. Any other business that may legally come before the Committee.

adjourned at 7:55pm.
