President Letellier—Good evening and welcome to the Special Agawam City Council
Meeting for Tuesday, May 12"' at 6:15. The first item is roll call. Barbara, could you
please call the roll?

Item 1. Roll Call
ROLL CALL—9 Present, 2 Absent (Councilors Bitzas and Young)
President Letellier—With nine present, two absent, we have a full quorum. Councilor
Bitzas has to work and Councilor Young had a prior engagement.
Item 2. Moment of Silence and the Pledge ofAlle a�•ance
President Letellier—Could you please rise for a Moment of Silence and the Pledge of
Allegiance?
Item 3. TR-2009-.12 -A Resolution Approving Water Use Rates Fixed by the
Department of Public Works (Mayor) (Tabled May 4, 2009) (Referred to Public Safety

President Letellier—Thank you. Do we have a motion to remove from table? Moved
by Councilor Rheault and seconded by the Council. Barbara, could you please call the
roll on removing the item from the table?

President Letellier—With nine yes, you've removed the item from the table. Councilor
Young cannot be here but has asked that I read the Finance Committee Report into the
record, so I will do that and then we'lI open it up for any discussion or questions.

Meeting was called to order at 430pm
Agenda Items:
1. TR-2009-12 -A Resolution Approving Water Use Rates Fixed by the
Department of Public Works (Mayor) (Referred to Public Safety Committee)
(Majority of those present and voting)
Meeting began with Jack Stone distributing several artifacts that articulated the Water
Department's commitments along with Collections and Expenses for the last ten (10)
years. Additionally Jack showed the estimated underage for 2009 and projected
underage for 2010.
Total estimated underage in the Water Department for 2009 and 2010 is approximately
• $690,000.M
The administration shared that the proposed rates are in preparation for a Five Year
Plan of upgrades and maintenance on the Agawam water system.
• Councilor Rossi motioned that the Committee send a positive recommendation to the Full
Council and Councilor Mineo seconded the motion.
Voted 2 in favor; 1 opposed(Councilor Young)for sending a positive recommendation to the Full
Council.
Meeting was adjourned at approximately S:2Spm.
I would like to thank Mr. Stone and the Administration for attending and providing the detailed
information. It is with regret that I have a previous and long scheduled commitment tonight and
will not be in attendance. While my questions were answered, Ifeel that now is not the time to
raise rates to our citizens and that as confirmed by the Administration, some items were
• discretionary and could continue to wait for better economic times. My absence will count as my
negative vote on this matter.
