CC MTG MINUTES JULY 9 2012 ' REGULAR MEETING OF THE AGAWAM CITY COUNCIL ' Minutes dated July 9, 2012 tPresident Johnson —I'll call the meeting to order. Item 1. Roll Call ' President Johnson—I ask Barbara to call the roll please? ' ROLL CALL — 10 PRESENT, 1 ABSENT (Councilor Bitzas) President Johnson — With ten present, we have a quorum. Councilor Bitzas indicated ' this morning that he was unable to make tonight's meeting. Item 2. Moment o Silence and the Pled e o Alle fiance. President Johnson — I'd ask everyone to rise for a moment of silence and Pledge of Allegiance,please. Item 3. Citizen's Speak Time President Johnson—We have no citizens wishing to address the Council this evening. Item 4. Minutes 1 1. TR-2012-36 -A Resolution Confirming the Appointment of Elizabeth A. Polumbo,62 Meadowbrook Manor, Agawam, MA,to the Agawam Housing ' Authority for an Unexpired Term Expiring the Second Monday in January, 2015(Mayor) ' President Johnson — The Mayor sent a Memo this afternoon indicating that Ms. Polumbo has requested that her appointment be withdrawn so that item will be considered withdrawn from our Agenda. She's the tenant representative so he indicates 1 I ' that as soon as a new tenant representative is nominated, he will present that to the Council for confirmation. ' 2. TR-2012-37 -A Resolution Authorizing the Posting of the Warrant for the State Primary Election on September 6,2012 and the Presidential Election on November 6,2012 (Mayor) President Johnson — Is there a Motion? Moved by Councilor Rossi and seconded by ' Councilor Rheault. Questions or discussion? For the public's information,just that's the state and federal primary and general election. TR-2012-38 -(TOR-2012-2)A Resolution Adopting Massachusetts ' General Laws,Chapter 32B,Section 20(Referred to Legislative Committee) (Mayor) ' President Johnson —Councilor Cichetti? Councilor Cichetti—Thank you Mr. President. 1 President Johnson — I know the committee's gonna plan to move to table, so why don't you make the Motion to table? ICouncilor Letellier—Don't we have to move the item first to open it? President Johnson — Is there a Motion to approve? Moved by Councilor Calabrese, seconded by Councilors Rheault and Cavallo. Now, Councilor? ' Councilor Cichetti — Thank you Mr. President. The Legislative Committee met tonight at 6:40, present were myself, Councilor Cavallo, Councilor Rossi and Councilor Letellier. Not part of the committee but in attendance were Councilors Rheault, Magovern and Mineo. The committee did speak about this ordinance for a little bit. We definitely have some questions and are looking for a little bit more information from the Town Solicitor and any other pertinent personnel that we are going to invite to our next meeting. The ' committee is looking to send a Motion to table this to the Full Council. Thank you. President Johnson — So I'll consider that as a Motion to table. Is there a second to that ' Motion? TR-2012-39 -A Resolution Accepting a Gift from Massachusetts p g Emergency Management Agency pursuant to M.G.L. Chapter 44,Section 53A for Agawam Emergency Management(Mayor) President Johnson —That will go on to our next Agenda. ' 2. TR-2012-40 - A Resolution Confirming the Appointment of Corinne M. Wingard, 194 Elm Street, Agawam,MA to the Community Preservation Act Committee to an Unexpired Term Expiring April 30,2015(Council) President Johnson—That will also go on to our next Agenda. ' 3. TD-2012-24 - Voucher for$4,899.00 for Massachusetts Municipal Association Dues(Council) President Johnson—That will also go on to our next Agenda. Item 12. Any other matter that may legaly come before the City Council President Johnson—We'll start with Councilor Cavallo. Councilor Cavallo— 1 have nothing this evening. President Johnson—And Councilor Letellier? Councilor Letellier—Just a very quick reminder that tomorrow night starts the Agawam summer concert series — Wednesday night starts the Agawam summer concert series at 7:00. See you there. ' President Johnson — Thank you and I just have one Agenda housekeeping item. Our September meeting that is originally listed on the calendar was listed for September 19th because the State Primary was going to be on the 1 S'", now they've moved it to the 6`" so I asked Barbara to move our meeting back to the normal Monday night which would be September 17`h. So just so you don't get any confusion, it will be on the first and third Mondays in September or actually the Tuesday after Labor Day and then the normal third Monday.
