President Johnson —I'd call the meeting to order.
Item 1. Roll Call
President Johnson —And I'd ask Barbara to call the roll please?
' ROLL CALL —9 PRESENT, 2 ABSENT (Councilors Calabrese and Letellier)
President Johnson — With nine present, we have a quorum. Councilor Letellier
' indicated that she was unable to make this evening's meeting and Councilor Calabrese
said she was running late. Hopefully she'll be here but if not, c'est la vie.
Item 2. Moment of Silence and the Pledge ofAllegiance._
President Johnson — I'd ask everyone to rise for a moment of silence and the Pledge of
' Allegiance please?
Item_3. Citizen's Speak Time
President Johnson —There are no citizens wishing to address the Council this evening.
Item 4. Minutes
1. Regular Council Meeting—May 7,2012
President Johnson -- Is there a Motion to approve? Moved by Councilor Magovern,
seconded by Councilors Rheault and is it Mineo, no, Rossi. I knew I had somebody over
there. Questions or discussion on the minutes? All those in favor say Ay? Opposed?
It's unanimous.
' Councilor Rheault -Abstain.
President Johnson—Please note Councilor Rheault's abstention.
Councilor Mineo —I abstain too.

1. TR-2012-27 -A Resolution Authorizing the Adoption of Orders of Taking
for the Phase 11 Southwest Area Sewer Extension Project under the
Authority of Section 14 of Chapter 40,Chapter 79 and Chapter 84 of
Massachusetts General Laws(Tabled 5/7/12) (Referred to Administrative
Committee) (Mayor)
President Johnson — It was tabled at our last meeting. I don't think the Administrative
Committee has had the opportunity to meet in the interim?
Councilor Rossi —We have not and I haven't received another resolution authorizing the
appropriations. I understand the money will come from the monies that were left over
from the original appropriation of$3million but we haven't got anything yet from them
so our meeting is tomorrow—
President Johnson — So the Chair will entertain a Motion to leave the item on the table?
Moved by Councilor Cichetti, seconded by Councilor Rossi. All those in favor of leaving
it on the table say Ay? Any opposed? The item remains on the table.

Preservation Act(CPA)Amendment (Councilor Cichetti and Johnson)
President Johnson — Is there a Motion? Moved by Councilor Perry, seconded by
Councilors Cichetti and Bitzas. Questions or discussion? Seeing none, all those in favor
say Ay? Opposed? It's unanimous.

President Johnson —The public hearing for the Capital Improvement Program is set for
our June 4, 2012 meeting which is our next meeting.

1. TO-2012-12 -An Order Granting an Application for Abatement,
' Redetermination,Extension or Deferral of Sewer Betterment Assessment
Requested by Ralph DePalma for the Property Located at Rear 683

President Johnson -- I believe that item, the next item TO-2012-13, TO-2012-16 and
TO-2012-17 were all placed on the table at our last meeting and again I would defer to
Councilor Rossi but I believe the meeting on that is tomorrow so—
' Councilor Rossi—That is correct and I request that it remain on the table.
President Johnson — I will consider that as a Motion to have those four items remain on
' the table. Is there a second? Seconded by Councilors Cavallo and Cichetti. All those in
favor of leaving the items on the table say Ay?
Councilor Cavallo — I wanted — I just wanted to know how long a period of time — is
there a deadline?
President Johnson —It's four months from when the application was filed.
Councilor Cavallo—Okay, that's all I wanted to know.
President Johnson — So we've left those four items on the table.

President Johnson—I don't know if we can proceed on it but it's pretty routine.
Councilor Rossi— It is. It is.
1 President Johnson --The Chair would entertain a Motion to approve the Order? Moved
by Councilor Rheault, seconded by Councilors Rossi and Magovern. Questions or
discussion? For the public's information, whenever someone deals in junk metal which if
' you're purchasing old gold or silver, they're considered to be junk metal and you need to
have a license issued by the Licensing Authority which is the Council. Seeing no
discussion, all those in favor of granting the Junk Dealer's License say Ay? Any
opposed? It's unanimous.
Item ]]. New Business
t1. TR-2012-29 -A Resolution Adopting the Fiscal Year 2013 Annual
Operating budget for the Town of Agawam (Set Public Hearing Date-
' Suggest June 18,2012) (Mayor)
President Johnson — Seeing no objections to that, I'd ask Barbara to do the posting and
' advertising for the Public Hearing.
2. TO-2012-23 - Transfer of$540.02 from Council Professional Services-
411112-52190 to Council Regular Permanent Salaries-#11111-51010

President Johnson —That'll go on to our next Agenda.
3. TR-2012-30 -A Resolution Requesting the Commonwealth of
Massachusetts' Legislators Support the Immediate Passage of the Chapter
90 Bond Legislation (Councilor Bitzas)
President Johnson —That will also go on to our next Agenda.
' Item 12. Any other matter that may jggaLlz come be ore the City Council.
' President Johnson —I'll start at Councilor Rossi's side this evening.
Councilor Rossi — The only thing I'd like to add is I was deeply impressed and honored
' to participate in that Relay for Life that we had at the High School. It was just a
magnificent turnout for the first ever here in Agawam. I would expect that next year it
would probably be even larger and I had the privilege of walking with Councilor Mineo
tand Magovern was there and Gina Letellier was there and I had — my family had a table
set up there and they did extremely well with the donations. It was just an honor and a

' privilege to be there and I hope next year that the entire Council and more of the
community would come out there and support this much worthy cause. Thank you.
' President Johnson—Councilor Mineo?
Councilor Minco — I guess you said everything that I wanted to say. I just wanted to say
I walked the Survivor Lap with Gina and I walked with Councilor Rossi too. Gina's a
survivor but I do want to say the Councilor Rossi is a survivor too. No one should have
to endure what he's gone through.
President Johnson—Councilor Magovern?
Councilor Magovern — Just to echo again what's been said, I went to the Rally for Life
and I tell you I was at one years ago over in Springfield and I'm so proud that Agawam
was able to start their first one this year and I was very proud of Councilor Rossi and the
Team Rossi and if anybody was there and you saw the colorful shirts but more
importantly the way that the family came together — the grandchildren and the great
grandchildren — and Bob our hearts went out for you for the losses and again nobody as
Councilor Mineo said, nobody should go through the tragedies that cancer has caused in
the Rossi family and we'll be there next year for you too and I hope everybody has a
great Memorial Day and I'm looking forward to seeing you down on the green. That's it.

Councilor Rheault—Nothing tonight.
President Johnson —Councilor Perry?
Councilor Perry — Yes, I'd like to commend my colleagues to the left for participating
for the Relay for Life. It's a worthy cause, there's no question about it. My prayers were
with you — Barbara was there with her husband also — I emailed her this morning and
asked for an update of it but I want to commend my fellow colleagues for going out and
tdoing what they did and I also would like to wish everyone a happy Memorial Day
weekend. Thank you.
President Johnson —Councilor Cichetti?
Councilor Cichetti — I just would like to take the opportunity to wish everyone a happy,
safe Memorial Day weekend. Thanks.
