RESOLUTION
' WHEREAS, the Agawam Town Council is strongly in favor of efforts to improve
the quality of public education for all citizens of the Town of Agawam; and
WHEREAS, consideration of H-6262 is currently in process in the State Senate
and House of representatives; and
' WHEREAS, the Agawam Town Council is concerned as to the ultimate cost of the
bill to the Commonwalth, the impact on the amount of local aid, the extent of
local control permitted, the nature of mandatory allocations and salaries, and
the impact on local collective bargaining;
tNOW, THEREFORE, the Agawam Town Council on this 17th day of December, 1984
hereby requests its State Senator and State Representative to meet with this
Council to hear the opinions, positions and concerns of the Council, to explain
the various items under consideration, and to explain their position on these
issues and further provided that the majority of the Agawam Town Council would
inform their elected Representative and State Senator of their present
dissatisfaction with the bill.

Dear Representative Walsh:
I have received data from the Massachusetts Municipal Association
concerning the education reform package scheduled for debate on
INovember 13, 1984 in the House.
I have serious concerns about this proposed legislation and in
particular, the earmarking of portions of the 40% local aid as
well as setting an $18, 000 minimum salary for teachers.
Earmarking specific uses for the 40116 municipal share of local
aid is not acceptable since Agawam must be able to determine
how best to expend limited resources to cover a vast spectrum
' of local services.
Further, setting minimum, salaries for teachers will have a
profound effect on negotiating wage increases with the current
seven bargaining units within the Town. of Agawam.
Your opposition to the education reform package on behalf of the
Town of Agawam is requested. Should you have any questions,

Dear Senator Melconian:
This office has received notification that the House of Representatives
appears to be on the verge of adopting a sweeping public education bill
(H-6262) that will cost hundreds of millions of dollars, cut into local aid,
and undermine home rule, all without taking adequate steps to insure an
improvement in the quality of education.
I have serious concerns about this proposed Legislation and in particular,
under this bill's "5-Year School Plan" provision, the state commissioner
of education would be empowered to divert spending of Chapter 70 local aid
within municipal budgets. Further, it has been estimated that. this bill
would cost more than $500 million annually within two years. New spending
of this magnitude would diminish funds available fcr general local aid to
municipalities.
It is my strong opinion that it is a dangerous precedent for the state to set
minimum salaries for the thousands of school .teachers in the Commonwealth.
Adoption of this bill would provide a stimulus to every other public employee
union to circumvent local collective bargaining processes and seek minimum
salaries from the state.
In view of the above, your opposition to this proposed bill on behalf of the
Town of Agawam is requested.
