The Agawam Town Council at its August 1, 1983 meeting approved unanimously
the attached resolutions as follows:
TR-83--12 President Rheault moved; seconded by Councilor Paleologopoulos.
TR-83-14 Councilor Lacienski moved to put the item under Resolution;

The Office of Planning and CIIMInAtjr Development is in the process of preparing
a Community Development Action {rant (CDC) Application for the reconstruction
of Ramah Circle South. The CDAG program is a State funded Economic Development
Program which seeks to promote private investment, create or retain employment
opportunities, and revitalize distressed areas in communities throughout the
State. CRAG funding was secured for the road construction for the Agawam
Progressive Industrial Park.
The Rameh Circle South project will cost approximately S100,0DO and will
include paving of the street, extension of sewer and water lines, and construction
of drainage.
Before a CRAG project can be approved by the Executive Office of Communities
and Development (MCD) , the Administrative Agency, the project area must be
found to be a decadent, substandard, or blighted open area as defined by
Section I of Chapter 121B of the Massachusetts Laws. By resolution, the
Town Council must declare the proposed project area to be decadent, sub-
standard, or blighted. The Ramah Circle South area satisfies the definition
of "Decadent Area", in that the area; is detrimental to safety, health, welfare
and sound growth of the Community.- due to the fact that the diversity of
ownership, the irregular lot sizes, and obsolete street pattern she it im-
probable that the area will be redeveloped by the ordinary operations of
private enterprise or by reason of any combination of the foregoing conditions.
To satisfy this requirement the awn Council should take the following action

,i ,, move that the area which borders Ramah Circle South on both the easterly
i and westerly aides containing approximately 7 parcels of land and 17
acres is declared a "Decadent Area", as defined in Chapter 121B, Section I
of the ftseachusot'ts General Laws by reason of its detrimental impacts on the
safety, health, welfare, and sound growth of the Community resulting from its
diversity of ownership, irregular lot sizes, and obsolete street patterns which
make it improbable that the area will be redeveloped by the ordinary operations
of private enterprise".
A second resolution should also be acted upon at this meeting which states:
,1 rj "I move that an application be filed with the Executive Office of Communities
o-),and Development for a S100,000.00 Community Development Action Grant for the
reconstruction of Ramah Circle South to provide new and improved facilities
to local industry, to encourage private investment to expand existing industry,
to encourage new industrial growth, and to create and retain employment opportunities.
