TR-85-10 4 RESOLUTION NO. 82-1.0 i . i WHEREAS, The Director of the Office of Community Development and Planning �. has notified the Town Manager that the 'town of Agawam has the opportunity to receive state funding to assist in the creation of a Purchasing Function (amended) through the State Incentive Aid Program administered by the Executive Office of Communities and Development; and, WHEREAS, The Town Manager believes it would be in .the best interests' for the citizens of Agawam to do so. THEREFORE, The Council hereby authorizes and approves that the Town Manager submit a grant application under the Incentive Aid Program for the hiring of a Purchasing Agent Assistant (amended) for three years. Agawam. Contractural services , printing work, the purchase of gas and electricity, towel and cleaning services , the repair and maintenance of office equipment, { the repair and maintenance of all city- owned property} , rentals of machinery and "®quipment, and all similar contractural services. Contractural services shall not be construed to mean the hiring of departmental personnel , medical , legal , engineering , technical , and other professional services. Illustrative Tasks Receives requisitions for the purchase of supplies, materials, equipment and contractual services from all town -departments; checks requisitions for material , " description, quanitities, and the account . to be charged. Negotiates purchases of a variety of supplies , materials and equipment, attempting to secure goods according to quality desired and most favorable price. Prepares or assists in the preparation of specifications for supplies equipment and contractual services; uses standard government specification on bulk material purchases; consults with department representatives in the preparation of specifications on contracts and other technical matters. Prepares bid forms, advertises for bids and sends formal bid forms to established vendors ; tabulates bids submitted and obtains all information necessary to the property evaluation of bids; makes a recommendation for the awarding of bids to the successful bidder.; checks to see that adequate surety and insurance coveragei3 are provided by contractor. Y w' v Checks invoices for proper price, accounts and quantities; investigates complaints as to quality, quantity and delivery of commodities. Checks payment vouchers before they are approved and submitted to the City Treasurer for payment. Supervices and reviews the continuous inventory record keeping : of equipment and supplies. Maintains a. supply of standard office and janitorial, materials ' for use in town buildings. Performs related work as assigned. Knowleges, Abilities , and Skills Thorough knowledge of modern governmental pruchasing principles methods and procedures. Thorough knowledge of' state and local ordinances, laws , rules and regulations affecting town pruchasing , Considerable knowledge of. a wide variety of office and maintenance supplies, materials , and equipment and the best sources of supply 1 of such goods. Considerable knowledge of commodity markets, marketing practices and commodity pricing Dethods. Ability to analyze commodity requirements and to prepare adequate specifications governing purchases. Ability to interpret market prices and trends and to apply such interpretations- to procurement problems. Ability- to establish and maintain effective working relationships ' with Town officials and employees , vendors, and the general. -public. Ability to develop and maintain purchasing records and to supervice clerical employees performing routine detail duties. DESIRABLE EXPERIENCE AND TRAINING The Purchasing Director shall have had prior to his or. her appointment at least five years experience as purchasing agent with public or business enterprises which operate on justified re- quisitions based on stores control with per petual inventories of stock on hand. He or she shall also have graduated from a four year college 'or university preferably with a degree in business administration,econvmics, - ' commerce, or some field of business.
