H REAS, said Grant will be in the best interests of the citizens
' of Agawam.
THEREFORE, the Council hereby moves to authorize the Town
Manager and Director of Planning and Community Development to apply for the
Small Cities Grant as delineated above, and,
WHEREAS, it is voted that these positions be for the duration of
the grant only and do not become permanent positions. (Amended by vote of the
Town Council August 5, 1985)

Application
The Office of Planning and Community Development is in the process
of preparing a $477 ,000.00 Small Cities application. The application
consists of - a $300, 000 townwide Housing Rehabiitation Program,
a $130, 000.00 Community Center for Brady Village , and a
$47, 000.00 administrative budget.
The Housing Rehabiitation Program will be similar to that conducted
in North Agawam during the past two years. It will provide grants
and loans to low and moderate income families to be used for
the removal of all code violations from their homes. This program
differsfrom the North Agawam Program primarily in its focus.
Instead of directing the funds to one neighborhood , the funds
will be targetted to elderly and single-parent households
throughout the town .
' The proposed Community Center will come under the direction of
the Agawam Housing Authority. It will be approximately 3,000 sq.ft.
1 in size and will be located in Brady Village. It will serve
44 units of veterans housing and 7 units of 707 family housing.
The administrative budget will cover three full time , 15 month
positions. These are:_ a Program Manager, a Rehabilitation
Specialist, and an Assistant/Clerk..
The Small Cities application is due in Boston on August 9, 1985.
It will require authorization by the Town Council at its
August 5 , 1985 meeting.
