Be it resolved that the Agawam Town Council shall adopt a
Preliminary Resolution pursuant to Section. 3-2 (a) of the Town
Charter to:
1. Remove the Town Manager from office; and
2. Suspend him from office upon the adoption of this
Preliminary Resolution for a period not to exceed forty-
give (45) days with pay; and
1 3. Name a replacement as a temporary Town Manager.
said suspension and removal is based upon at least one of the
following reason and/or reasons:
1. Inefficiency, mismanagement, and conduct unbecoming a '
Town Manager.
2. Improper conduct regarding the cashing of checks in the
Town Treasurer's Office.
3. Failure to efficiently bill and collect real estate
taxes in a proper and timely manner.
4. Unprofessional hiring procedure concerning the latest
Town Assessor.
5. Failure to fully execute and carry out the unanimous
will of the Town Council with regards to the transfer of
County Land.
6. Failure to communicate with the Town Council regarding
the use of credit cards.
7. Irresponsible conduct in making an offer to the City of
Springfield to bury the incinerator ash in the Agawam-
Wetlands via a pontoon bridge without consultation and
input from the Board of Health, The Conservation
Commission, or the Town Council.
8. Improper conduct with regards to the Oaks Inn and the
handling of its request for a liquor license.

9. Failure to properly disclose the financial arrangement
made with the consultant who replaced the Town Planner
when she was on maternity leave.
10. Failure to properly supervise Town Labor Negotiaitions.
11. Failure to assist the Board of Health in its
responsibility to protect the Town0s interest concerning
the incinerator.
12. The Manager has failed to admiAister his duties to the
council's expectations, thereby, in the Couneil's
opinion, impeding the proper operation of the government
of the Town of Agawam.
' 13. Improper procedure for payment regarding Attorney'Atkins
legal bills (as per Exhibits distributed at Council
meeting) .
14. The Council feels that it is in the best interest of the
Town of Agawam that a change in leadership be effected
at the present time.
Adopted by the Agawam Town Council on the 6th day of
