Dear Ms. Retzler:
I am writing to thank you for your recent letter concerning the
reverse mortgage program. I appreciate your taking the time to
lb communicate the interests of your town to me.
As you can see from the enclosure, I have written a letter to
Jack Kemp, the Secretary of the Department of Housing and Urban
Development, inquiring as to the possibility of expanding the
reverse mortgage program nationally, particularly to Western
Massachusetts. Currently the Office of Management and Budget
considers the administrative cost of the program to be
prohibitively high, and has therefore denied HUD's proposal to
fund 25, 000 reverse mortgages for fiscal year 1991. I am also
interested in the possibility of a privately funded version of
such a program. Please be assured that I will continue to
investigate the progress of this program and forward you any
pertinent information I receive.

Dear Jack:
I have received several letters from my constituents in Western
Massachusetts expressing an interest in the benefits of the
reverse mortgage program.
I would appreciate a progress report on this program in the areas
where it has been applied. I would also be interested in your
evaluation of the results were it to be applied nationwide. It
is my understanding that this HUD pilot program has been well
received by elderly Americans. I am interested in the expansion
of this program, but understand that the OMB has rejected the
proposed funding for 25, 000 reverse mortgages for FY91 due to the
cost. Why is the administration of the program so prohibitively
costly? And, if HUD is unable to expand the program, what are
the possibilities for private administration of reverse
mortgages?

A RESOLUTION SUPPORTING THE FHA-SPONSORED REVERSE MORTGAGE PROGRAM IN THE
COMMONWEALTH

WHEREAS, The Reverse Mortgage program sponsored by the Federal Housing
Administration has been proven successful in other parts of the country ;
and,
WHEREAS, the program is not offered by financial institutions in our
local area; and ,
WHEREAS elderly residents in our community have expressed interest in

the program; and,
WHEREAS, the program may help to ease the critical shortage of elderly
housing in our community .
NOW, THEREFORE, THE TOWN COUNCIL OF THE TOWN OF AGAWAM hereby votes to
notify it ' s Federal Senators and Representative that it strongly supports
the implementation of the Reverse Mortgage program in the Commonwealth of
Massachusetts .
