Cc ! i�,nCtQ r V�► P�,L .�js ( �- ( RESOLUTION #TR-91-23 MOMtie& CC JL A RESOLUTION ADOPTING THE PROPOSED n J1_ �L)CLC t E FISCAL YEAR 1992 ANNUAL OgERATING A CAPITAL BUDGETS FOR THE TOWN OF AGAWAM �f uu � ins/u_hj WHEREAS, Under the provisions of Chapter 44, Section 32 of the Massachusetts General Laws and Section 5-1 of Article 5 of the Agawan Home Rule Charter, a proposed budget was submitted on May 2 , 1991 and resubmitted on August 13, 1991 ; and ' WHEREAS , Under the provisions of Section 5-2 (a) of Article 5 of the Charter, a public hearing on the proposed budget was opened and continued on June 3, 1991 , notice thereof having been published in one issue of the Agawam Advertiser News, a newspaper published and of general circulation in the Town more than fourteen days before such hearing; and WHEREAS , All necessary changes have been made as to revenue estimates and appropriation items , ' NOW THEREFORE, THE AGAWAM TOWN COUNCIL HEREBY RESOLVES: 1 . That pursuant to the provisions of Article 5 of the Agawam Home Rule Charter, the budget for fiscal year 1992 which begins July 1 , 1991 , a copy of which is attached hereto ' and incorporated herein by reference , is hereby adopted, and the several sums therein set forth to be raised by the levy of a tax upon all taxable property within the corporate limits of the ' Town of Agawam, Massachusetts, all other funds and receipts are hereby appropriated for the several purposes therein stated. 2 . The FY1992 budget is adopted according to the departmental and line item categories contained therein. Said adoption allowing administrative transfer of funds from any line item within any category of any departmental or the line item ' budget to any other line item within the same category of the same departmental or line item budget. 3. There is hereby appropriated in the Line Item - Contributory Retirement Account an appropriation to the credit of the Hampden County Retirement Board to satisfy the Town of Agawam' s share of the Pension and Expense Credit Funds. 4 . Consideration has been given for anticipated receipt of funds from the Commonwealth of Massachusetts for street reconstruction purposes as set forth in the Highway portion of the budget attached hereto . 5 . In addition to any specific appropriation, all money received to the credit of any revolving fund now or ' heretofore created is hereby appropriated for the purposes indicated in said revolving or working capital fund. ' 6 . There is hereby appropriated all money from the Commonwealth of Massachusetts , the United States, as well as from any grants or donations received for public purposes. ' 7 . There is hereby appropriated all money received from the interest income on short term investments including the interest earned on funds in interest-bearing bank accounts. ' 8. To allow the Assessor to use not more than $2 , 450,000 of "Certified Free Cash" to reduce the FY1992 Tax ' Rate to stay within the guidelines of Proposition 2 1/2 as adopted by the Town Council on June 17, 1991. 9 . The FY1992 Town of Agawam Operating Budget is hereby adopted as follows: TOWN OPERATING BUDGET Personnel Services $ 7 , 641 , 539 Purchased Services S 1 . 362 . 176 Supplies $ 723, 430 ' Capital Outlay S 168,895 Line Items $ 6 , 572 ,020 FOR A TOTAL OF: $16 , 468,060 SCHOOL OPERATING BUDGET Operating Expense $14 .034 ,000 FOR A GRAND TOTAL OF : $30, 502 ,060 ' ACCEPT THE WATER BUDGET Personnel Services $ 398, 424 Purchased Services $ 1 ,002 , 225 Supplies $ 166 , 600 Capital Outlay $ 39, 380 FOR A TOTAL OF : $ 1 ,606 , 629 10. There is hereby levied upon all taxable property ' within the corporate limits of the Town of Agawam, Hassachusetts upon each dollar assessed value thereof, taxes in the amount to be determined. 11. That pursuant to Massachusetts General Laws, ' Chapter 59, Section 20B , Western Hampden District Veterans ' Service is authorized to exceed assessment limitation by $1 , 263 as Agawam' s share. 12 . Appropriate $4 , 180 from the North Agawam Rehabilitation Small Cities Grant to maintain Perry Lane Park services. 13. Transfer funds reserved as available funds to reduce the FY1992 tax rate to stay within the guidelines of ' Proposition 2 1/21 Line Item Surety Bond c/o $10, 130.03 Line Item Bond Adm c/o $33, 244 .00 Line Item Prof . Transfer $50,000 from Overlay Surplus to reduce the FY1992 tax rate to stay within the guidelines of Proposition 15 . Appropriate $73, 895 from Stabilization Fund to purchase the following equipment: iPolice-Cruisers $63 ,000.00 Fire-Tools $ 695.00 Motor Veh. Maint. -Tools/Equip. $ 800.00 Park & Rec . -Recrea. Equip. S 2 .000. 00 Bldg. Maint. -Custodial Equip. $ 7 , 400. 00 16 . Transfer $95.000 from the Fiscal Year 1991 Reserve Fund to the following accounts as adopted by the Town Council on June 17 , 1991 : Highway & Grounds-Equipment $95 .000. 00 ' 17 . Transfer $365 . 135 from Sanitation Sewer & Water Carry-Over Reserved as Available Funds to Sanitation "Offset Receipts" to stabilize the sewer use rates. 1 16. Adopt the Capital Improvement Program for Fiscal 1 Years 1992 - 1996 as submitted by the Mayor to the Agawam Town Council on April 5 . 1991 . 19. The Town of Agwam hereby rejects the deferral provisions contained in Sections 228-231 of Chapter 138 of the Acts of 1991 with regard to the Budgeting for teachers' summer pay in Fiscal Year 1992 .
