Johnson, Mayor and Edward A. Caba, Council President) WHEREAS, Ballot Question No. 5 was approved by 4762 voters, or 52% of Apwapi voters at the November 6, 1990 biennial state election; and WHEREAS, Ballot Question No. 5 was approved by 1.2 million voters, or 510 of Massachusetts voters at the November 6, 1990 biennial state election; and WHEREAS, the Town of Agawam provides essential and critical services to the c`lzens of Agawam; and WHEREAS, the municipal officials of the Town of Agawam are anxious to reestablish the state-municipal partnership for the benefit of all the citizens of Agawam; and WHEREAS, in Fiscal Year 1989, the Town of Agawam received $10,507,559 in net local aid from the Commonwealth of Massachusetts; in Fiscal Year 1990, the Town of Agawam received $1,197,622 less in net local aid from the Commonwealth of Massachusetts; and in Fiscal Year 1991, the Town of Agawam was cut an additional $502,220 in net local aid from the Commonwealth of Massachusetts; and WHEREAS, the Town of Agawam has suffered a total net reduction of $2,897,464 in local aid from the Commonwealth of Massachusetts in its last two fiscal years; and WHEREAS, in Fiscal Year 1991, the Commonwealth of Massachusetts eliminated $24 million in Highway Aid and $14 million in Additional Highway Assistance resulting in the Town of Agawam losing $251,557 in highway assistance, even despite substantially increasing the gasoline tax; and WHEREAS, it is in the best interests of the Town of Agawam to establish reasonable revenue sharing between the Commonwealth of Massachusetts and the Town of Agawam as required by Ballot Question No. 5; and NOW THEREFORE, the Agawam Town Council does hereby resolve to demand that our State Senator Linda J. Melconian, and our State Representative Michael P. Walsh do everything necessary for the establishment of a reasonable revenue sharing between the Commonwealth of Massachusetts and the Town of Agawam as required by Ballot Question No. 5 which was approved overwhelmingly by the voters of Agawam and the Commonwealth of Massachusetts in the November 6, 1990 biennial state election.
