TR-92-30 RESOLUTION TR 92-30 1P A RESOLUTION ENABLING THE AGAWAM TOWN COUNCIL, TO ACT AS PETITIONER FOR PROPOSED AMENDMENTS TO ARTCILE X AND XI INDUSTRIAL DISTRICTS A AND B WHEREAS, the Zoning Review Committee, ,a subcommittee of the Agawam Town Council , has drafted proposed revisions to the Agawam Zoning Ordinance entitled "Proposed Amendments to Article X and and XI Industrial Districts A and B; and WHEREAS, the Zoning Review Committee has unanimously endorsed these amendments to limit land use conflicts in the Industrial zones., and WHEREAS, M.G.L. Chapter 40A, Section 5, enables the City Council to initiate zoning ordinance amendments; and NOW THEREFORE, the Agawam Town Council hereby resolves to act as the petitioner for the "Proposed Amendments to Article X and XI ' Industrial Districts A and B" . Im rEMERGENCY PREAMBLE 4A An emergency budgetary action is required under Section 2-9B of the adopted Charter of the Town of Agawam to enable the Town to meet its financial obligation. Due to the severity of the Commonwealth's, as well as local financial crisis, it is mandatory that all precautions and controls be ' made to ensure the fiscal stability for the future of Agawam and its inhabitants. In order to ensure this end and protect the financial interest of the citizens and taxpayers of the Town of Agawam, it is necessary to adopt the emergency measure to complete this transaction during Fiscal Year 1992 . 1 1
