A RESOLUTION SUPPORTING THE RE-ENACTMENT
OF THE GENERAL REVENUE SHARING PROGRAM

WHEREAS : The cities and towns of the United States are
confronted on a daily basis with the problems of homeless
people, drug abuse, and increased crime; and
WHEREAS : The infrastructure in the nation ' s cities and towns -'•
is falling apart from years of neglect and deferred

maintenance; and -�
WHEREAS : Programs for children, including education and
recreation, are provided at the local level; and -
' WHEREAS : Mandates from the federal and state government
drastically increased over the past ten years; and ?
1 WHEREAS : Local government is the most economical level of
government and is the closest level of government to the real
problems faced by the citizens of the nation;
THEREFORE, BE IT RESOLVED that the Agawam, Massachusetts City
Council respectfully urges the Congress and the President to
re-enact the general Revenue Sharing Program (and/or other
1 programs, such as economic-development, administration,
transportation, etc . ) to provide direct aid to the nation 's
cities and towns; and
' THEREFORE, BE IT FURTHER RESOLVED that funds for these
initiatives be taken from other existing federal programs .

Thank you for contacting me in support of reinstating the
federal revenue sharing program to provide direct aid to local
governments.
I strongly agree with you that we must move funds back to
our cities and towns, where funds are desperately needed for
infrastructure improvement and other projects.
I am a co-sponsor of H.R. 5798 , the Local Partnership Act,
which would immediately provide local governments with $3
' billion, according to a formula which takes account of local
unemployment, and state and local taxes collected. The funds
would have to be spent on rehiring laid off workers, restoring
services, or expanding programs over-burdened by the current
recession. In addition, the money could be used for education,
public safety, health, social services, environmental services,
or for meeting federal mandates.
In addition to sponsoring this legislation, I wrote to the
Speaker of the House, and other members of the House leadership,
urging that this legislation be considered on the House floor as
quickly as possible. I believe it is imperative that the
Congress provide real relief to all of our cities and towns.
Unfortunately, the House did not pass this bill before the 102nd
' Congress adjourned. However, the legislation will be re-
introduced next year, and I look forward to working for its
enactment.
I understand the great financial burdens that have been
placed on many towns by requirements of the Clean Water Act and
other federal laws enacted over the last ten years. I believe
that it is unreasonable for the federal government to require
expensive remedies, without being willing to contribute at least
the majority of the funds needed to carry out those remedies.

become more fiscally responsible, I am also co-sponsoring H.R.
2338, a bill to prevent the federal government from mandating
' that state and local governments undertake new expensive actions,

remains a priority of mine.
