TR-93-10 f. I&0. k CA-4 TR--93-10 A RESOLUTION SUPPORTING THE EXPEDITIOUS CONSTRUCTION OF PHASE II OF ROUTE 57 Sponsor: Councillor Thomas J. Ennis Jr. WHEREAS, the safety and general welfare of Agawam residents is of vital importance to the Town of Agawam; and WHEREAS, the expeditious construction of Route 57 from its present terminus at Mill Street to the Southwick Town line will lessen traffic on local roads, diminish the number of traffic related accidents which occur along the existing Route 57 corridor and increase the safe conveyance of vehicles and pedestrians to schools, public buildings, and public housing located along the existing Route 57 and South Westfield Street following the completion of Phase I; and WHEREAS, the prompt review, design and construction of Phase II of Route 57 is in the best interests of the Town of Agawam; NOW THEREFORE, the Agawam Town Council hereby resolves to strongly support the expeditious construction of Phase II of Route 57, to aggressively lobby state and federal legislators and agencies, and agrees to send copies of this resolution its state legislators, federal legislators and all appropriate state and federal agencies. In an April 29 meeting with Deputy Federal Highway Administrator Jane F. Garvey and me, Mayor Christopher C. Johnson expressed the city's strong support for Phase II. It is helpful to ' know the City Council 's views as well . Phase II of the project is moving forward, with approval of the environmental 1 assessment/supplemental environmental impact report (April 6) and a public hearing in the Agawam Middle School (May 26) . Thus far, as we informed Mayor Johnson, the project, as proposed, appears to qualify for a "finding of no significant impact. " If so, the Massachusetts highway Department (MHO) could proceed with design and right-of-way acquisition, followed by construc- tion after all applicable permits from other Federal and State agencies are obtained. As we suggested to Mayor Johnson, the city should work with the MHD and our Division Administrator in Cambridge, Mr. Donald E. Hammer. The MHD is respon- sible for design, right-of-way acquisition, and construction while Mr. hammer has delegated authority for most project actions requiring Federal Highway Administration review. Therefore, the MHB and Mr. hammer are in the best ' position to keep the city updated. The MHD's address is 10 Park Plaza, Room 3140, Boston, Massachusetts 02116-3973.
