A RESOLUTION REGARDING THE EXTENSION OF
KENO MONITORING
(Sponsored by City Council President Gina M. Letellier and Councilor Robert E. Rossi)
WHEREAS, the Massachusetts State Lottery Commission has offered ful'I KENO
monitoring to Goodies Convenience Store, 300 Springfield Street, Agawam, MA;
and
WHEREAS, the said business already provides KENO To Go services on its
premises; and
WHEREAS, the Massachusetts State Lottery Commission has notified the Town of
Agawam that it has the right to object to the extension of KENO monitoring; and
WHEREAS, the License Sub-Committee of the Agawam City Council has reviewed
the extension of KENO monitoring for said business and taken into consideration
any traffic or other relevant concerns;
NOW THEREFORE, BE IT HEREBY RESOLVED that the Agawam City Council
votes to notify the Massachusetts State Lottery Commission that it object to the
extension of KENO monitoring at Goodies Convenience Store, 300 Springfigd
Street, Agawam, MA.

Dear Attorney McIntyre:
I am writing in response to the enclosed letter from Mark J, Cavanagh, Executive
Director of the Massachusetts State Lottery Commission dated april 16, 2009,
hereinafter referred to as "the letter"regarding offering full KENO monitoring to two
local businesses. Please direct all future correspondence regarding this matter to my
attention as City Council President.
Upon receipt of the letter, I called the Lottery and spoke with Karen Harvey. I
explained that we did not have time to schedule a vote on whether or not the City
Council was going to object to the KENO monitoring being offered prior to the
twenty-one (21) day response period stated in the letter. Ms. Harvey indicated that
receipt of a letter to your attention requesting an extension to schedule a vote would
be considered sufficient to extend the time to file an objection.
Our next City Council meeting is Monday, May 4, 2009. At that meeting, I will refer
the letter to the License Sub-Committee to make a recommendation to the full City
Council. I will also prepare a Resolution to be voted on by the full City Council. At
the meeting on Monday, May 18, 2009, the License Sub-Committee will give its
recommendation and the City Council will vote on whether or not to object to the
expanded KENO monitoring.
Therefore, I respectfully request an extension until May 25, 2009 to give the City
Council an opportunity to review the matter pursuant to our Rules and Regulations
and respond. Please advise. Thank you.
