WHEREAS, the voters of Agawam voted to accept the Community Presefloati
Act which requires the formation of a Community Preservation Committee, and
WHEREAS, one of the Community Preservation Committee's functions--is to
study the needs, possibilities and resource3 of the Town of Agawam regarding
community preservation-, and
WHEREAS, the Community Preservation Committee shall make
recommendations. to the Agawam City Council for the acquisition, preservation,
rehabilitation and restoration of historic resources; and
WHEREAS, the Agawam Historical Association has submitted and application for
funding to preserve, rehabilitate and restore the Thomas Smith House; and
WHEREAS, the Thomas Smith House is a historic resource as it was placed on
the National Register of Historic Places, the Massachusetts State Register of Historic
Places, and is listed on the Town of Agawam Inventory of Historic Structures; and
WHEREAS, the Community Preservation Committee has recommended that the
Agawam City Council appropriate and expend the amount of One Hundred Thousand
and no/100 ($100,000.00) from the Community Preservation undesignated fund balance
for the preservation, rehabilitation and restoration of the Thomas Smith House; and
WHEREAS, it is in the best interests of the Town of Agawam to appropriate from
the community preservation fund and authorize the expenditure of community
preservation funds for the preservation, rehabilitation and restoration of the Thomas
Smith House; and
NOW THEREFORE, the AGAWAM CITY COUNCIL hereby resolves,
appropriates and authorizes the expenditure of Community Preservation Funds in the
amount of One Hundred Thousand and no/100 ($100,000.00) from the Community
Preservation undesignated fund balance for the preservation, rehabilitation and
restoration of the Thomas Smith House. The AGAWAM CITY COUNCIL further
resolves that the Mayor is authorized to expend said funds, as permitted by law, and to

While free cash can only be used after the certification process is complete, there isn't really a

balance on August 17,2009. 1 was not provided with any information prior to this vote. According to Community
Preservation regulations, unreserved fund balance is not available until the accountant submits the balance sheet

1. How would the project preserve the character of Agawam?
The Thomas Smith house is not only among the oldest homes in Agawam, but one of few remaining original
18 1h century farmhouses surviving in the region. The structure has survived over 250 years without
significant modernization. An ell was added to the house in the 19'h century—ell has running water: the main
house does not. There is no central heat in the building, and the main house has only limited electric service.
Many original/early features remain in the home.
2. Does the project have other sources of funding? If so, indicate percentage and type (grant, donation, in-
kind services) Potentially, We will be applying for a MA. Historical Preservation Grant. This is a 50150
matching grant requiring a guarantee of 75%of requested funds in hand at the time of application.
3. What is the schedule for project implementation and completion. Because of the way in which the grant
application and award is implemented we must have our application and a letter of commitment for 75%
of the projects projected cost submitted by Feb. 20, 2009. However the commission is willing to work
with us regarding the matching funds requirement as long as we have met the application deadline of
Feb.20th, In addition If the grant is awarded it will not be announced until June or July of 2009. At which
time the bidding process will begin. We will be lucky to start any construction by the end of the summer
of2009.
4. Does the project require urgent attention? If so, Why? Any passage of time for a structure over 250 years
old only adds to additional deterioration,

6. Does the project preserve a threatened resource?
Yes, Thomas Smith House provides a link to the town's agricultural past and preservation of a rare example
of"an unusually intact example of 18'h century building practices" and "an unusually unaltered example of
mid-to-late 18 1h century Connecticut River Valley design and materials, and of vernacular Georgian style."
7. Does the project fit within the current zoning, environmental, building, and other regulations? (Please
provide evidence of such)
Yes The Thomas Smith House is in a residential area and will be restored and preserved as such.
8. Does the project have a means of support for maintenance and upkeep?
Yes The Agawam Historical Assoc.

10. What community support does the project have?
The Agawam Historical Association's efforts to preserve the Thomas Smith House has been met with much
community support. After the Town of Agawam declined to purchase the property from the previous owner
(James Rosenberg), the Agawam Historical Association, realizing the importance and historical significance
of the property, expressed interest in acquisition. Unable to purchase it outright, a local bank made a

mortgage available to'the association. More than a dozen families, businesses, and organizations have
pledged to the insurance on the property and to make one mortgage payment a year. The AHA also continues
to receive unsolicited donation from civic organizations, private groups, and individuals for the preservation
of the Thomas Smith House.
The efforts of the AHA are also supported by the Agawam Historical Commission. Historical
commission chairman and association board member David Cecclti completed Images of America;Agawam
and Feeding Hills Revised for the associ�tion in 2005, which proceeds and royalties earmarked for an
endowment fund for the Thomas Smith House.

Historic Preservation Questions

The Thomas Smith House was placed on the National Register of Historic Places on 2 June 2005.

The Thomas Smith House is listed on the Town of Agawam Inventory of Historic Structures and
the Massachusetts State Register of Historic Places.
3) Is the property in danger of being demolished?Not at this time.
4.)Are there potential archeological artifacts at the site?Yes.
5.)Has the property been noted in published histories of the town or county?Yes. The house is mentioned in
Edith LaFrancis' town history Agawam,Massachusetts (1980), and is also noted in David Ceechi's Agawam
and Feeding ffills(2000) and Agawam and Feeding Rills Revisited(2005.
6.)Are there other potential uses for the property,which could benefit the town?The AgawamHistorical
Association intends to open this historic property to the public its a house museum. The Thomas Smith
House is one of the few remaining resources from the 18th century agricultural past of Feeding Hills.
7.) Could the building be converted for affordable housing use while still retaining its historic quality? No.
8.)Is the owner also interested in preserving the historic integrity of the property? Yes. There are two
outbuildings on the property,a barn that 'May date to the mid- to late-1700s,and a garage that was�built in
the early 200 century,which illustrates the shift from an agricultural use of the property to a more
suburban use.
9.) Is there an opportunity for other matching funding to preserve the property? Not at this time. An application
to the 1772 Foundation in 2006 was not funded. The next round of Massachusetts Historical Commission
Preservation Project Funding is in question due to-the current financial atmosphere at the state level— �
grants are competitive, and grant disbursement is subject to reauthorization of the capital accounts and
the availability of sufficient allocated funds.
10.) What are the particularly important historic aspects about the property?The Agawam Historical
Association became only the fifth owner of the property since the 1750s when it purchased the Thomas
Smith House in 2002. During the preceding two and a half centuries,only four other families had owned
the property: Smith (c. 1757-1843); Parks(1843-c. 1912); Hawthorne(1912-1962); and Rosenberg(1962-
2002).
Built c. 1757,the Smith House is among the oldest structures in the area. Massachusetts Historical
Commission Survey Director Michael Steinitz described the house as a "rare and unusually well-preserved
late 18th century,story-and-a-half,gambrel-roofed house. The central-chimney building interior retains
its plan, and character-defining late 18th century features such as raised-panel fireplace walls, horizontal,
bead-edged paneling,and much early hardware. As such it certainly merits further intensive study of its
fabric, recognition and careful preservation." The house is significant architecturally as an unusually
intact example of 18tb century building practices and is an unusually unaltered example of mid-to-late
18th century Connecticut River Valley design and materials, and of vernacular Georgian style. The house
has integrity of location, design,setting, materials,workmanship,feeling and association.

The Thomas Smith House is one of the few remaining resources from the 18th century agricultural past of

representative of the pattern of suburban development that occurred in the town. Because of this pattern,
the Smith House evaded significant modernization for nearly two and a half centuries. Used as lodging for
summer help at the turn of the 20th century,central heat was never installed,and the family who owned
the property from about 1912 until 1962 never felt the need to install modern plumbing or central heat;
woodstoves and an outhouse filled those needs. Very limited electric service was installed early in the 20th
century. The Rosenbergs,who owned the property from 1962 until 2002, used the house as a summer
retreat until about 1992,and other than adding a sink and toilet in the ell,did nothing to update the

Relocate toilet and sink waste and hot& cold water feeds to best suit
ADA accessibility code.
Disconnect,cap and bide unnecessary waste and water feeds.
Remove existing bathroom walls. Set aside material.

Installation and Construction
Supply, install and connect(20gal.)electric water tank
Install V2 inch copper tubing from electric hot water tank to sink and cold water feed to
toilet w/shutoffs to both fixtures. Hot and cold water feeds with shutoffs to kitchen
sink. Appropriate code(PVC or copper)�drains to septic.
Provide and install either cast iron or copper venting above roofline to system.
Install handicap toilet and wall sink using appropriate faucets and flush levers. Protect
Pipes from wheelchair damage using appropriate barriers
Build new walls with 2x4 studding 16"on center(see drawing)
Install:
'/2"or greater moisture resistant drywall, tape and sand smooth

Sliding pocket door with 36" clearance, with pull devise on both sides of door to assist

cove molding baseboards to perimeter.
Countersink all nails wherever trim is installed.
