While attending the Council's Finance Sub-Committee meeting last evening, it came to
my attention that TR-2009-35 has been incorrectly worded. Instead of establishing a
revolving account�fbr the School Street Barn, a gift.account would be the correct vehicle
for accepting gifts and donations.
At Councilor Young's recommendation a new resolution will be submitted for your
consideration. Therefore, please withdraw TR-2009-3 5 from consideration.

Subject: TR-2009-35 — Resolution to Create a Revolving Fund for the School Street
Barn
Since the completion of the School Street Barn Reuse Study which you commissioned
in May of 2008, the Planning Department has been investigating, with the assistance of
the School Street Barn Advisory Committee, possible sources of funding to rehabilitate
the barn and to fund the maintenance activities which historic structures demand.
During the upcoming months, the Committee will be applying for restoration funds from
both the Commonwealth and the CPA Committee. In addition, the Committee would
like to initiate some fund-raising activities similar to those which were so successful
orchestrated by the Friends of the Senior Center.
At the present time, there are a couple of activities which need to be undertaken to
prepare for the grani funding rounds. One is the preparation ' of the necessary
documentation to allow the barn to be listed in the National Register of Historic Places.
The cost of this work is approximately $1,500. The second is to hire a historic
preservation specialist to prepare the bid specifications so the rehabilitation work, if
funded, can be advertised. At the current time, no funding is available for these
activities. Therefore fund-raising is critical to the continued restoration of this important
Agawam landmark.
The attached Resolution, TR-2009-35, has been drafted by the Solicitor to enable the
School Street Barn Advisory Committee to begin its fund-raising activities. If you have
any questions, or desire any information, please let me know.

A Resolution Establishing the School Street Barn Revolving Fund
in Accordance with Massachusetts General Laws Chapter 44 §53E1/2
for Maintenance and Improvement of the School Street Barn
WHEREAS, the Town of Agawam owns the School Street Barn, a historic
barn structure that it desires to maintain and improve for the benefit of the citizens
of the Town of Agawam;
WHEREAS, it is expected that donations, grants, gifts, and contributions will
be solicited and received to defray the costs of maintenance and improvement of
the School Street Barn;
WHEREAS, all donations, grants, gifts, and contributions shall be deposited
in the School Street Barn Revolving Fund and administered by the Town of Agawam
in accordance with Massachusetts General Laws Chapter 44 §53EI/2;
WHEREAS, it is in the best interests of the Town of Agawam to establish a
revolving fund for the maintenance and improvement of the School Street Barn,
NOW THEREFORE, the AGAWAM CITY COUNCIL hereby establishes the
School Street Barn Revolving Fund in accordance with Massachusetts General Laws
Chapter 44 §53EY2 as follows:
1. Funds from the School Street Barn Revolving Fund shall be expended for the
sole purpose of maintenance and improvement of the School Street Barn;
2. The School Street Barn Revolving Fund shall consist of donations, grants,
gifts, and contributions solicited and received for the purpose of maintenance
and improvement of the School Street Barn;
3.. The Mayor shall be authorized to expend funds from the School Street Barn
Revolving Fund for the purposes outlined above; and
4. Expenditures from the School Street Barn Revolving Fund shall not exceed
the balance of the fund nor be in excess of one percent of the amount raised
by taxation in the City of Agawam.
