Hi Maggi - I just left a message with Barbara in your office but I am forwarding this email regarding the
WMECO petition that was sent to your office recently. I know in the past Judy had said something about
the company is notified when they get the bill but WMECO wants a their certified copy. I believe Judy told
me once that they found out when she sent them the bill but I know in the past they have requested a
certified copy and I had asked Judy for a copy of that certified copy and letter that went out from your
office.
When you get the chance maybe we could discuss this to find the best procedure for any future petitions.

Enclosed please find twelve (12) copies of a Grant of Location Petition by Western
Massachusetts Electric Company (WMECO). The. Petition requests permission to modify
existing electric circuits crossing Walnut Street at the location of an existing WMECO right of
way in Agawam.
On March 19, 2010, the Massachusetts Department of Public Utilities approved the
construction of the Agawam to West Springfield Circuit Separation Project, which will extend
from the Agawam Substation to the West Springfield Substation and will improve the reliability
of the electric transmission system in the region. WMECO has had numerous meetings with
Town officials on this project over the past two years. As part of the Project, WMECO will
replace its existing transmission and distribution electric conductors and shield wires across
Walnut Street. Work on the Walnut Street crossing is expected to begin in October, 2010 and is
estimated to be completed in January, 2011. After the construction, the number of wires
crossing Walnut Street will increase by one (1) due to the addition of a single neutral wire for the
existing distribution circuit. The total number of wires crossing Walnut Street, therefore, will
increase from the existing eleven (8 for transmission and 3 or dist6bution), to twelve (8 for
transmission and 4 for distr�ibution). All wires will be in the same approximate location as the
existing wires, and there will be no reduction in the available clearance between the roadway
surface and the overhead wires.

WHEREAS, Western Massachusetts Electric Company ("WMECO") has requested that
the City Council grant to WMECO locations for its electric transmission and distribution
lines and related lines, including lines for communications, and associated equipment
across the public streets in the Town of Agawam, as listed below.
WHEREAS, WMECO is an electric company as defined in G.L. c. 164, s. 1, authorized
to transmit and distribute electricity and is duly organized and existing under the laws of
the Commonwealth of Massachusetts. Its business address is Building 111, 4th Floor,
One Federal Street, Springfield, MA 01105.
WHEREAS, The City Council has the authority to act on such petitions pursuant to
M.G.L. 166 and Agawam Town Code §57-1.
WHEREAS, WMECO has previously been granted locations by the Town for its existing
transmission, distribution and related lines, including lines for communications, that
cross the public streets listed below in approximately the same locations as the
crossings proposed in this Petition.
WHEREAS, WMECO proposes to construct new and upgraded distribution,
transmission and related lines in and along its existing rights of way in the Town, which
will cross public streets in approximately the same locations as its existing lines.
WHEREAS, the name of the street to be crossed is Walnut Street and the location of
the crossing is shown on the attached plan.
WHEREAS, WMECO states that the wires of transmission lines will be strung not less
than 23.5 feet above the ground, and the wires of distribution lines will be strung not
less than 19.5 feet above the ground, The number of wires to be strung across the
public street will not exceed twelve (12).
NOW THEREFORE, the Agawam City Council hereby resolves pursuant to M.G.L.
c.166, §22 and Agawam Town Code §57-1 and after due notice and public hearing held
as provided by law, that it is hereby ORDERED that Western Massachusetts Electric
Company, its successors and assigns, be and are hereby granted locations for, and
permission and consent to'construct, maintain and operate, electric transmission and
distribution lines and related lines, including lines for COMMUnications, and associated
equipment across the public streets in the Town of Agawam as requested in its Petition

Enclosed please find twelve (12) copies of a Grant of Location Petition by Western
Massachusetts Electric Company (WMECO). The Petition requests permission to modify
existing electric circuits crossing Walnut Street at the location of an existing WMECO right of
way in Agawam,
On March 19, 2010, the Massachusefts Department of Public Utilities approved the
construction of the Agawam to West Springfield Circuit Separation Project, which will extend
from the Agawam Substation to the West Springfield Substation and will improve the reliability
of the electdc: transmission system in the region. WMECO has had numerous meetings with
Town officials on this project over the past two years. As part of the Project, WMECO will
replace its existing transmission and distribution electric conductors and shield wires across
Walnut Street. Work on the Walnut Street crossing is expected to begin in October, 2010 and is
estimated to be completed in January, 2011. After the construction, the number of wires
crossing Walnut Street will increase by one (1) due to the addition of a single neutral wire for the
existing distribution circuit. The total number of wires crossing Walnut Street, therefore, will
increase from the existing eleven (8 for transmission and 3 or distribution), to twelve (8 for
transmission and 4 for distribution). All wires will be in the same approximate location as the
existing wires, and there will be no reduction in the available clearance between the roadway
surface and the overhead wires.
