A RESOLUTION CONFIRMING THE APPOINTMENT OF COLEEN GRUSKA AS A
LIAISON TO THE STATE ETHICS COMMISSION
Whereas, the Massachusetts State Legislature recently amended the State Conflict
Interest Law by Chapter 28 of the Acts of 2009;
Whereas, The conflict of interest law seeks to prevent conflicts between private inteRsts
and public duties, foster integrity in public service, and promote the public's trust atut
confidence in that service by placing restrictions on what municipal employees may&
on the job, after hours, and after leaving public service, as described below; C-n

Whereas, By April 2, 2010, and every 2 years thereafter, all current municipal employees
must complete training. Public employees hired after April 2, 2010 must complete
training within 30 days of beginning public service, and every 2 years thereafter;
Whereas, it is the responsibility of a senior level employee to serve as a Liaison to the
State Ethics Commission;
Whereas, Chapter 28 of the Acts of 2009 does not state a term for said appointment;
NOW THEREFORE, the AGAWAM CITY COUNCIL hereby resolves to
Confirm the appointment of COLEEN GRUSKA as liaison to the State Ethics
Commission for an indefinite ten-n pursuant to the Chapter 28 of the Acts of 2009.
