A RESOLUTION AUTHORIZING THE APPROPIATION OF $151,000.00 FOR
CONSTRUCTION OF THE EMERGENCY STREAM BANK PROTECTION
ALONG THE WESTFIELD RIVER FROM THE WASTEWATER RETAINED
EARNINGS ACCOUNT
Whereas, it is necessary for the Town of Agawam to construction emergency erosion
protection for a sewer interceptor along the Westfield River; and
Whereas, the Town of Agawam has $15 1,000.00 in Wastewater Unreserved Retainq%
Earning available for this project; and
Whereas, the Town of Agawdm has entered into a contact with the Department of t&
Army dated January 4, 2010; and
Whereas, th e terms of the contact will provide the placement of approximately 80'Pinear

feet of steel sheeting along the Westfield River as erosion control and river bank Ch
stabilization by the Department of the Army; and
Whereas, payment for the contact is due to the Department of the Army on March 1,
2010;
NOW THEREFORE, The Agawam City Council hereby resolves to appropriate
$15 1,000 from the Wastewater Retained Earnings Account (22500-315 10) for the
construction of the Emergency Stream Bank Protection.

Subject: Westfield River Bank Stabilization
The Town of Agawam owns, operates and maintains a sanicary'sewer force main located beneath the Westfield
River, conveying wastewater to the Springfield Water& Sewer Cornmission's treatment plant on Bondi's
Island. The force main broke in 2008 and emergency repairs took place through Bruschi Brothers Construction
Co. with engm' eenng assistance by Tighei &Bond. The fmal step of repair is to stabilize the River bank by
installing approximately eighty linear feet(80 LF) of sheeting in cooperation with the Army Corp of Engineers.
The ACOE submitted a proposed Agreement to the Town in December 2009, which outlines the project and the
cost-sharing- Article VI-A,I of the Agreemeat notes the Town's portion at $15 1,000 and the FedmW shwe at
$309,000 for a total estimated project cost of$450,000. The Agreemat was executed under the previous
administration, and the ACOE sent us 1/5/2010 correspondence(copy attached)requiing payment of the
$15 1,000, due by 3/1/2010. Pending authorization by the Treasurer and Auditor, I would recommend use of the
=reserved retained earnings within the Wastewater Enterprise Fund which currently has mfficient fUnds.
