A RESOLUTION TO BORROW AND APPROPRIATE FUNDS FOR
CONSTRUCTION OF A STORAGE BUILDING AT THE BUILDING
MAINTENANCE FACILITY AT 1347 MAIN STREET
(Sponsored by Mayor Richard Cohen)
WHEREAS, the Building Maintenance Department is in need of storage space at its
newly acquired facility located at 1347 Main Street, and
WHEREAS, the most cost effective way to construct the storage facility is by
constructing a free standing building; and
WHEREAS, said building shall be sixty feet by forty feet which will provide for
adequate storage, and
WHEREAS, said building will be used to store materials and equipment; and
WHEREAS, this will allow Building Maintenance Department to purchase supplies and
materials in bulk thereby saving the Town money; and
WHEREAS, the current facility utilized at the Agawam High School will be turned over
to the School Department for potential use as a video studio; and
WHEREAS, it is in the best interest of the Town of Agawam to construct said building;
NOW THEREFORE, The Agawam City Council hereby resolves to authorize the
following: that S 129,465.00 is appropriated for the construction of a storage building at
the Building Maintenance facility located at 1347 Main Street in order to provide storage
for the Building Maintenance Department, including the cost of original equipment and
landscaping, paving and other site improvements incidental or directly related to such
installation and construction; that to meet this appropriation the Treasurer with the
approval of the Mayor is authorized to borrow $129,465.00 under G.L. c.44, § 7(3); and
that the Mayor is authorized to take any other action necessary to carry out this project."

Subject: Building Maintenance Facility— 1347 Main Street
I respectfully request your support for the fimding of a new building at 1347 Main Street, which will
serve as a garage for our vehicles and workspace for our Maintenance staff. As you know, the existing
building has been completely renovated for the Building Maintenance Department, as we must move
from our current location at the High School in accordance with the accreditation by the New England
Association of Schools and Colleges.
We must leave our current location at the High School very soon, as the School Department.has plans
to expand the space for educational purposes. The School Department is adding Channel 12—an
educational cable station. The space we currently occupy will become classroom and studio space.
This project is scheduled to be up and running by September 2011.
Over the past few years, the Building Maintenance Department has lost considerable storage and work
space, which is critical in order for this department to operate effectively in order to service the Town
and School buildings. Previously, we had used the basement and top floor of the School Street Barn
for storage of equipment and supplies. However, we needed to vacate the premises per former Mayor
Dawson. We have also lost vital storage areas in Granger, Phelps, and the High School, due to the
needs of the schools for this space. This storage space is crucial, as we make a one-time, yearly
purchase of paper and plastic products through the Lower Pioneer Valley Collaborative (LPVC)
cooperative bid process. In addition to the schools, we purchase and store products for all Town
buildings—Town Hall, Senior Center, Library, Fire Department, Police Department. We fulfill supply
requests on a monthly basis, as they don't have ample storage in their individual locations.
I believe that by having the Building Maintenance Department in a centralized location, we will be
better able to serve the maintenance and supply needs of the Town of Agawam. Should you have any

Dear Councillor Walsh,
Cheryl St. John informed me this morning that you will be having a Finance Subcommittee meeting this
evening to disuss the proposed borrowing for the Building Maintenace Storage Building. This project was
included in the Capital Improvement Program last year in the Fiscal Year 2011 Bonding Schedule as
"Building Maintenance Building Extension."
If authorized, these funds will be borrowed under Massachusetts General Laws, Chapter 44 Section 7(3)
which provides for borrowing for the "the construction of buildings which cities or towns are or may
hereafter be authorized to construct, or for addtions to such buildings where such additions increase the
floor space of said buildings, including the cost of original equipment and furnishings of said buildings or
additions, twenty years."
If approved by the Council, I would include this borrowing with a bond to be issued in June. I have
attached a worksheet showing the debt service payments for this project for a 10 year issue and for a 20
year issue.
Tony Albro will be attending your meeting this evening. He will be bringing the project description,
building plans and specifications regarding the project.
