A RESOLUTION ADOPTING A FISCAL YEAR 2012 SUPLEMENTAL BUDGET OF$250,000.00 FOR THE TOWN
OFAGAWAM

WHEREAS,The Agawam City Council met on Monday,June 20, 2011,to review and approve the Fiscal
Year 2012 Operating Budget, and
WHEREAS, the Agawam City Council voted unanimously to reduce the Reserve Fund by$250,000-00,
and
WHEREAS, the Agawam School Committee met on June 27, 2011 and voted unanimously to appropriate
an additional $250,000.00 to reduce class size by recalling some laid off employees and replacing
positions vacated by retirees,and
NOW THEREFORE the Agawam City Council hereby approves the attached appropriations entitled Fiscal
Year 2012 Supplemental 131)ud et totaling$250,000.00.

MAYOR COHEN APPROVES AGAWAM PUBLIC SCHOOLS RECEIVING
S250K SUPPLEMENTAL BUDGET
Mayor Richard A. Cohen is pleased to announce that at last night's budget meeting with
the Agawam City Council, Councilors unanimously decided education continues to be
Agawam's top priority. Mayor Cohen agreed with the City Council to reduce the town
side of the budget by $250,000 in an effort to restore positions within the town's schools.
Mayor Cohen met today with School Superintendent, Dr. Mary Czajkowski, to urge her
to rehire teachers with the supplemental budget, which he will be submitting to the City
Council after being approved by the School Committee.
"As Mayor and School Committee Chair, I am in agreement with the amended Town
Budget, which was passed last evening. I want to see these funds utilized to keep class
sizes low, and I believe this also was the City Council's intent. Agawam has made a
decision, as a community, to make education its top priority, and my administration will
help to see that through while maintaining the lowest split tax rate in the area," explained
Mayor Cohen.
"I would like to thank Mayor Cohen and the Agawam City Council for listening to the
concerns and needs of the school department by increasing $250,000 to the FY'12 School
Budget. It was apparent last evening that the Mayor, City Council,Agawam School
Committee, and school department were working together to do what is in the best
interest of the town's children," stated Dr. Czajkowski, who anticipates being able to
restore teachers, paraprofessionals, and secretaries with this supplemental furiding. She
also credited the Agawam School Committee for their leadership during this year's
budget process, which was difficult due to budgetary restraints at the state and federal
levels.

The Agawam School Committee met on June 28, 2011 and approved a
supplemental budget for $250,000 to restore positions and keep low classroom
sizes. At the recent City Council meeting Councilor Letellier made a motion to
amend the budget to remove $250,000 from the Town's reserve fund and place it
in the School Department budget. The Town of Agawam's operating fiscal year
2012 was unanimously approved by the City Council with this amendment.
Mayor Richard A. Cohen agreed with this decision and stated that if the choice
was between funding a new DPW dump truck or keeping classroom size low he
was in favor of keeping classroom size low. ,
School Committee member Linda Galarneau stated "while we are grateful to the
City Council for voting to give the schools additional money, we also should
thank Mayor Cohen."
Mayor Cohen has met with all city department heads and has informed them of
the cut on the city side of the budget. "We will continue to watch every penny that
we spend on the city side. As Mayor and Chairman of the School Committee I
am pleased that the Town of Agawam has made a decision to put education first
while maintaining the lowest tax rate in the area."

Once again, I would like to thank the Mayor and City Council for appropriating an additional $250,000 to the FY'l 2
School Budget. Immediately following the City Council's vote on Monday evening, Mayor Cohen promised to provide
this additional funding from the town's side of the budget.
On Tuesday morning, I met with incoming Interim Superintendent, William Sapelli, and Miss Cavanaugh to discuss the
reinstatement of critical staff positions, which were eliminated due to a lack of funding in the FY'l 2 School Budget.
Upon the conclusion of that meeting, I met with the entire administrative team to further discuss these proposed reinstated
positions. All parties worked cooperatively and were in agreement with the recommended reinstatement of the attached
positions.
In addition to these meetings,I communicated with Agawam Police Chief, Robert Campbell, and Director of the Agawam
School Age Childcare(ASAC)program,Andrea Cichetti,regarding the reinstatement of the School Resource Officer and
hiring a full-time secretary for the before and after school program,respectively. This new secretarial position would be
funded by the before and after school program and duties of the position would include collecting fees for the ASAC
program, collecting ECC tuition, and collecting all of the new user fees, which will be implemented in September 2011.
With this additional funding, we will be abte to reduce class size primarily at the elementary level, reinstate some
paraprofessionals, reinstate two (2)secretarial positions, and ensure the safety of our students and staff at the senior high
school by reinstating the School Resource Officer. A total of I I staff positions will be reinstated to the FY'12 School
Budget. At our last school committee meeting on June 28, 2011, 1 will be requesting a motion to suspend the rules and
will request that the school committee vote to accept the additional Supplement Funds in the amount of$250,000.
As you will see,' we did not reinstate all positions, as some of these positions would have been eliminated due to low
student enrollment. If you have any questions regarding these reinstated positions, please contact me prior to the June 28'h
school committee meeting, so I may send recall letters to reinstated employees who otherwise will be able to collect
unemployment benefits beginning July 1, 2011.
In closing, kudos to the Mayor,.School Committee, and City Council for Putting Children First. I look forwardtomy last

On behalf of the Agawam School Committee, students, parents, staff, and administration, I
would like to take this opportunity to thank City Councilors for listening to the concerns and
needs of the school department by restoring$250,000 to the FY'1 2 School Budget. It was
apparent at last evening's City Council meeting that Councilors, School Committee members,
and school administrators were working together to do what is in the best interest of the town's
children. As a result of this supplemental funding, teachers, paraprofessionals, and secretaries,
who were4aid off, will be.restored. In addition, some positions vacated by retirements will be
filled, thereby reducing class sizes.
Agawam is a conu-nunity that prides itself on its schools, and with your continued support, it will
continue to move forward and become a premier district in the Commonwealth. Agawam will
always hold a special place in my heart, and knowing that the elected officials of this Town share
my passion for Putting Children First will be a highlight of my career.
