A RESOLUTION TO BORROW AND APPROPRIATE FOR A GREEN REPAIR
PROGRAM FOR THE AGAWAM JUNIOR HIGH SCHOOL
WHEREAS, The Massachusetts School Building Authority ("MSBA") has established
the Green Repair Program to encourage the repair or replacement of roofs, windows and/or
boilers in public school facilities that are structurally, functionally and educationally sound
except for the condition of their roof, windows and/or boiler;
WHEREAS, The Green Repair Program encourages making improvements that will
provide lasting benefits for years to come by increasing the town's ability to save money on
energy costs, which should in turn help in relieving pressure on operating budgets;
WHEREAS, The existing roof at the Junior High School was inspected by-the factory
representative in 2007 and given a five year life span; 'PJ CID

WHEREAS, The replacement of the Junior High Roof is already included in ike CN&I
Improvement Program for FY 2012 to 2016; and >

costs for heating and cooling and increase energy efficiency and Safety at the J i or h

WHEREAS, The MSBA may reimburse the Town of Agawam up to 57.7% of the costs
of a new roof, outside doors and windows at the Agawam Junior High School under the Green
Repair Program;
WHEREAS, The Agawam City Council voted on TR-2010-38 "A Resolution
Authorizing Preparation of a Statement of Interest for a Green Repair Program for the Agawam
Junior High School"; and
NOW THEREFORE, THE AGAWAM CITY COUNCIL hereby resolves to authorize
the following:
that the sum of Two Million Nine Hundred Fifty-Four Thousand Three Hundred Eighty-Six
($2,954,386) Dollars be and hereby is appropriated to pay the cost of replacing the roof,
windows and doors at the Agawam Junior High School, 1305 Springfield Street, Feeding Hills,
Massachusetts, which proposed repair project would materially extend the useful life of the
school and preserve an asset that otherwise is capable of supporting the required educational
program, and for which the Town is eligible for a grant from the Massachusetts School Building
Authority ("MSBA"); and to meet this appropriation the Treasurer, with the approval of the
Mayor, is authorized to borrow said sum under M.G.L. Cha'pter 44, Chapter 70B or any other
enabling authority; that the Town acknowledges that the MSBA grant program is a non-
entitlement, discretionary program based on need, as determined by the MSBA, and any project
costs the Town incurs in excess of any grant approved by and received from the MSBA shall be
the sole responsibility of the Town; provided further that any grant that Town may receive from
the MSBA for the Project shall not exceed the lesser of (1) fifty-seven and seventy-four
hundredths percent (57.74%) of eligible, approved project costs, as determined by the MSBA, or
(2) the total maximum grant amount determined by the MSBA; and that the amount of
borrowing authorized pursuant to this vote shall be reduced by any grant amount set forth in the
Project Funding Agreement that may be executed between the Town and the MSBA.
