Agenda Item: TR-2012-45
Meeting called to Order @ 6:30 to discuss final desired layout of No Parking signs. A request was
also made by a resident of Valley Street to place"Dead End"signs at three locations along Moore
Street because there has been a problem with people driving down Moore and Valley Streets not
knowing there was no througli-way. As a result, drivers have been driving onto lawns and into
driveways to turn around to exit the neighborhood, It was reported that at one time there was a"No
Exit" sign by the guardrail near the intersection of Moore and Church Street, but it had been taken
down. It was unknown by whom,
Committee solicited the opinion of the residents present regarding their opinion of making both sides
of Moore Street a no parking zone. One citizen spoke in opposition because he said his mother
conducts a massage business out of the horne and her customers park along Moore Street. It was
pointed out to this citizen that operating such a business in this area inay violate local zoning laws,
and further, the width of Moore Street cannot accommodate on-street parking, wh i le at the same time
allowing for the safe transit of vehicles along that road.
After discussion and deliberation the Committee detennined that"No Parking"signs are to be erected
in the following locations:
1, Along both sides of Moore Street starting at the intersection with Maple Street and extending a
distance parallel to the corner of the Buccaneer Lounge as shown on the attached diagran); and
2. Along both sides of Moore Street starting at the intersection with High and Church Streets and
extending the entire length of Moore Street to the 2'd intersection with Valley Street as shown oil the
attached diagrarn.
It was further determined that three"Dead End"are to be erected in the following locations:
1. At the intersection of Moore and High Streets,� and
2. At the I" intersection of Moore and Valley Street;and
3. At the 2"d intersection of Moore and Valley Street
The Committee also discussed investigating the legality and practicality of making a portion oft
Church Street a One Way street leading away from High Street to the bend in the road. ]'his%PuIQ�_

effectively create a 4-way stop at that intersection instead of the existing 5-way stop. A Meibo wa;�
dictated to the Town Legal Department for further investigation regarding if the City Couq

A RESOLUTION REQUESTING THE INSTALLATION OF "NO
PARKING" SIGNS ALONG MOORE STREET
(Sponsored by Councilor Robert E. Rossi)
WHEREAS, the Agawam City Council has the authority to create "No Parking"
zones; and
WHEREAS, these new "No Parking" zones will ensure the safe ingress and
egress of vehicular traffic on Moore Street, the safety of residents living along Moore
Street and also the residents of the town traveling along Moore Street; and
WHEREAS, the re�idents of Moore Street believe designated "No Parking"
zones will improve the flow of traffic, both vehicular and pedestrian, along Moore Street;
and
WHEREAS, Town Department have studied the creation of new "No Parking"
zones and have recommended the new "No Parking" zones. "�# C-)

WHEREAS, the Agawam City Council has the authority to create "No Parking"

Steve Bonesteel is looking to order some traffic signs before the end of the fiscal year and I was
wondering if he should go forward with the signs as shown on the attached plan for Moore Street as I
haven't heard any response to the previous email and attached report.
Since I sent out that email, I spoke with Bao Lang, one of the transportation engineers for MassDOT
District 2. 1 explained to him the situation with Moore Street, He agreed with what I wrote in the memo
regarding the regulatory speed study requirements and not being able to arbitrarily tower the speed limit.
As you may recall, Rich Masse of MassDOT also explained the speed study processcluring our six flags
sidewalk safety meeting in the Mayors office back on May 15th.
However, I had a lengthy discussion with Bao Lang regarding advisory signs(non-enforceable yellow
speed signs). The concern I had was the MassDOT Speed Guidelines say that an engineering study is
needed even for advisory signs, but does not describe any specifics. Mr. Lang said that MassDOT
follows the MUTCD guidelines and uses best engineering judgment. He said that typically you can put up
advisory signs that are no more than 5mph lower than the speed limit. So, it appears that we can install a
yellow advisory intersection ahead signs (the ones that look like plus signs)with a yellow 25mph advisory
placard under it. I am proposing that 2 sets of these signs be installed on Moore Street(one in each
direction)in advance of the intersection of Moore and Cooley/Howard,
It would also be nice to make the intersection of Moore, Church and High Streets into a 6-way stop
intersection as shown on page 4. Currently Moore Street doesn't have to stop in the north and south
bound direction. Does that have to go to City Council for approval before installation? If not,we can
order up the signs asap.
Also, should we go ahead and order the No Parking signs for the sections of the road shown on the
attached plan or do they also need to first get approved by the city council? The same goes for the "No
Parking" in front of Phelps School as those were requested by Theresa Urbinati.
The stop signs and warning signs for Northwood and Fordham intersection and Perry Lane Park
crosswalk installation are on my list as well.

Subject: Moore Street—No Parking and Speed Limit Signs
Per your request, the Engineering Division has begun researching the issue of parking and speeding on Moore
Street. Attached please rind aerial images of Moore Street with the suggested proposed No Parking signs. It is
important to maintain some on street parking as there are a series of apartments on Moore Street with
insufficient off-street parking. Engineering believes the proposed LWO Parking" locations will provide
sufficient parking for residents and their guests while providing clear areas for safety (intersections and road
width concerns).
In regards to the speed restrictions, Moore Street is unposted and is not listed in Agawam's traffic ndes and
orders. Therefore, Massachusetts Speed Law(Chapter 90, Section 17) governs the speed of motor vehicles on
this road. The speed limits on roadways that fall into this unposted category are referred to as "Prima facie"
speed Kniits. According to Chapter 90, Section 17, 30 miles per hour is the speed limit in a thickly settled or
business district for a distance of 1/8 of a mile, In order to revise the speed limit, a Speed Study will need to be
performed by the Engineering Division and approved by MassDOT. Performing a speed study does not
guarantee that the speed limit will be reduced. The Engineering Division has not begun the official speed study
process but can do so if suggested.
The Engineering Division has witnessed severW speeding vehicles on the upper section of Moore Street and
believes that some advisory signs indicating a 'lWckly settled area:" or "'intersection ahead" signs may help
reduce this problem. MassDOT guidelines also refer to an engineering study for advisory signs as well. A call
has been put into Bao Lang, a Traffic Engineer for District 2 of MassDOT, requesting information on such
studies. In the mean time, having some police presence would also likely help deter speeding and ensure that
people are operating their vehicles in a"reasonable and proper"manner.
If the Town wishes to invest a significant amount of money, the Engineering Division can put together a plan to
redesign Moore Street and implement some standard traffic calming measures. Such measures include, bump
outs at intersections,raised crosswalks, designated parallel parking spaces,4-way stop sips at the intersections
of Moore and Cooley/Howard Streets and Moore and High Streets,reduced pavement width, etc.

additional information. As you are aware,the area to which you are referring is better known to
most of us as"the patch," VVhile this area has seen some development in recent years, it is still
a relatively little travelled roadway, It is not a thoroughfare, and I would surmise that all of the
traffic on this roadway is local in nature. That being said,more information regarding times of
day,days of the week,and vehicles involved would enable us to identify the responsible parties
because they either reside on this street or visit with some regularity, The extremely low
volume of traffic on this section of Moore Street makes speed studies and high visibility speed
enforcement an impracticable means of assessing and resolving the problem. I would kindly
request that you encourage your concerned constituents to contact me directly so that we can
properly investigate and respond to their concerns. Third party infort-nation and the inability to
ask follow-up questions make it difficult and many times nearly impossible to craft a plan to
respond to citizen concerns of this nature.

Comments: Hello, Would you forward this to the traffic officer: Re; Cars always parked
alongside the Bucaneer Lounge on Moore St. I have made this complaint before and would
like to make it again. There should be a No Parking Here to Corner sign alongside the Buc.
Everytime I try to leave my neighborhood I am forced to drive out of Moore St. in the
wrong lane because of cars parked there even when the Bucls parking lot is empty.
Considering the serious accident there yesterday afternoon I hope the town will put a sign
there now. The same thing will start happening shortly at the bottom of Oak Hill Ave. when
the landscapers that work on Maple St. start parking their Dump Truck and long landscaping
trailer there. I don't know if you are the proper contact for me to make this complaint,

Dear Councilor Cichetti.-
Per your request, Michelle Chase, Town Engineer, has looked into the Safety Concerns that were brought up in your
memo dated February 22, 2012. Her findings are as follows:
I� Family Lane and Mifl Streeu The sight distance at Family Lane and MiH Street has deteriorated due to the
overgrowth of arborvitae along the property line of#7 Family Lane. Rick Seidnitzer has not been able to locate
any records of a sight distance easement or safety study for this area, However, I just spoke with him and he still
has a few archive folders to look through. Once the snow melts, he plans to go to the site and locate the property
pins so that we can determine which portions of the arborvitae are encroaching on the Town Right of Way. We
will then work with the owner to clear that area which we anticipate will greatly improve the sight distance. Also,
it would probably be a good idea to install a stop bar and sign at the appropriate location to ensure that drivers will
have optimal sight distance, If at that time, the sight distance is still not adequate, the Town would have to pursue
obtaining a sight distance easement,
In regards to the installation of a mirror to assist drivers when leaving Family Lane, there are two issues with this,
One: there are no appropriate utility poles in the vicinity of the intersection to attach it to, so a new one would
need to be installed in front of someone's house, And two: mirrors are extremely susceptible to vandalism, I
recall another location in Town where this was attempted and it was repeatedly broken (North Street near Avalon
Place). I am hopeful that the clearing of the encroaching arborvitae will resolve this issue.
2� Moore Street,-
a. Parking: Earlier this week I visited Moore Street to look at the on-street parking situation. I will have one
of my engineers put together a plan indicating where we recommend signs be installed. There is one
sign currently located across the street from The Buc, however it is faded. This should be replaced
immediately by the DPW. Its is important to note that we keep sorne on-street parking on Moore Street
as there are some apartments and rninimal off-street parking for these lots, I believe the sign locations
will need to be approved by the City Council if they are to be enforceable. This was done last summer for
the neighborhood just to the south of 6-Flags,
b, Speed Restriction —Setting an enforceable speed limit other than the standard for a thickly settled area
would require a full speed study and approval from MassDOT. The Town can proceed with this option if
necessary� however, it is a lengthy process and typically results in the standard speed limit being
implemented, In the mean time, some advisory signs (i.e thickly settled area, etc,) could be installed.
When at this location, it was observed that drivers do use this road quite a bit as a cut through to get to
and from Maple Street. A longer term and more costly option might be to implement standard traffic
calming measures (i,e, bump outs for crosswalks at intersections, etc,)
3. North SYNorth Westfield Street intersection: Engineering observed this intersection for the issue of the "all-red"
phase being too short- We are still in the process of analyzing the intersection for this timing, We need to take
some measurements of the intersection and check the current timing to compare with the ITE standards. At first
glance it does appear that the all-red phase is too short and does not give adequate time for vehicles to clear the
intersection. This is parOcularly true if a vehicle is wafting in the intersection to make a left turn when the light
changes, This intersection is scheduled to be reconstructed as part of the Route 187 project, However in the
mean time,we will adjust the timing as necessary.

area was considered a hazard and if so, please provide a copy of any
information you may have.
Secondly, there was a complaint regarding traffic issues on Moore
Street where residents have requested placement of No Parking and
speed restriction signs on that street.
It would be greatly appreciated if you would look into these matters
