Calabrese, Chair Plus 5 private citizens residing on Moore St James Cicchetti and Valley St. Paul Cavallo Dennis Perry Robert Rossi Joseph Mineo Agenda Item: TR-2012-45 Meeting called to Order @ 6:30 to discuss final desired layout of No Parking signs. A request was also made by a resident of Valley Street to place"Dead End"signs at three locations along Moore Street because there has been a problem with people driving down Moore and Valley Streets not knowing there was no througli-way. As a result, drivers have been driving onto lawns and into driveways to turn around to exit the neighborhood, It was reported that at one time there was a"No Exit" sign by the guardrail near the intersection of Moore and Church Street, but it had been taken down. It was unknown by whom, Committee solicited the opinion of the residents present regarding their opinion of making both sides of Moore Street a no parking zone. One citizen spoke in opposition because he said his mother conducts a massage business out of the horne and her customers park along Moore Street. It was pointed out to this citizen that operating such a business in this area inay violate local zoning laws, and further, the width of Moore Street cannot accommodate on-street parking, wh i le at the same time allowing for the safe transit of vehicles along that road. After discussion and deliberation the Committee detennined that"No Parking"signs are to be erected in the following locations: 1, Along both sides of Moore Street starting at the intersection with Maple Street and extending a distance parallel to the corner of the Buccaneer Lounge as shown on the attached diagran); and 2. Along both sides of Moore Street starting at the intersection with High and Church Streets and extending the entire length of Moore Street to the 2'd intersection with Valley Street as shown oil the attached diagrarn. It was further determined that three"Dead End"are to be erected in the following locations: 1. At the intersection of Moore and High Streets,� and 2. At the I" intersection of Moore and Valley Street;and 3. At the 2"d intersection of Moore and Valley Street The Committee also discussed investigating the legality and practicality of making a portion oft Church Street a One Way street leading away from High Street to the bend in the road. ]'his%PuIQ�_ 1�� effectively create a 4-way stop at that intersection instead of the existing 5-way stop. Rossi) WHEREAS, the Agawam City Council has the authority to create "No Parking" zones; and WHEREAS, these new "No Parking" zones will ensure the safe ingress and egress of vehicular traffic on Moore Street, the safety of residents living along Moore Street and also the residents of the town traveling along Moore Street; and WHEREAS, the re�idents of Moore Street believe designated "No Parking" zones will improve the flow of traffic, both vehicular and pedestrian, along Moore Street; and WHEREAS, Town Department have studied the creation of new "No Parking" zones and have recommended the new "No Parking" zones. So, it appears that we can install a yellow advisory intersection ahead signs (the ones that look like plus signs)with a yellow 25mph advisory placard under it. I am proposing that 2 sets of these signs be installed on Moore Street(one in each direction)in advance of the intersection of Moore and Cooley/Howard, It would also be nice to make the intersection of Moore, Church and High Streets into a 6-way stop intersection as shown on page 4. Currently Moore Street doesn't have to stop in the north and south bound direction. Does that have to go to City Council for approval before installation? If not,we can order up the signs asap. Golba, Superintendent Date: March 6, 2012 Subject: Safety Concerns & Issues, Dear Councilor Cichetti.- Per your request, Michelle Chase, Town Engineer, has looked into the Safety Concerns that were brought up in your memo dated February 22, 2012. Her findings are as follows: I� Family Lane and Mifl Streeu The sight distance at Family Lane and MiH Street has deteriorated due to the overgrowth of arborvitae along the property line of#7 Family Lane. Rick Seidnitzer has not been able to locate any records of a sight distance easement or safety study for this area, However, I just spoke with him and he still has a few archive folders to look through. Once the snow melts, he plans to go to the site and locate the property pins so that we can determine which portions of the arborvitae are encroaching on the Town Right of Way. We will then work with the owner to clear that area which we anticipate will greatly improve the sight distance. Also, it would probably be a good idea to install a stop bar and sign at the appropriate location to ensure that drivers will have optimal sight distance, If at that time, the sight distance is still not adequate, the Town would have to pursue obtaining a sight distance easement, In regards to the installation of a mirror to assist drivers when leaving Family Lane, there are two issues with this, One: there are no appropriate utility poles in the vicinity of the intersection to attach it to, so a new one would need to be installed in front of someone's house, And two: mirrors are extremely susceptible to vandalism, I recall another location in Town where this was attempted and it was repeatedly broken (North Street near Avalon Place). I am hopeful that the clearing of the encroaching arborvitae will resolve this issue. 2� Moore Street,- a. Parking: Earlier this week I visited Moore Street to look at the on-street parking situation. I will have one of my engineers put together a plan indicating where we recommend signs be installed. There is one sign currently located across the street from The Buc, however it is faded. This should be replaced immediately by the DPW. Its is important to note that we keep sorne on-street parking on Moore Street as there are some apartments and rninimal off-street parking for these lots, I believe the sign locations will need to be approved by the City Council if they are to be enforceable. This was done last summer for the neighborhood just to the south of 6-Flags, b, Speed Restriction —Setting an enforceable speed limit other than the standard for a thickly settled area would require a full speed study and approval from MassDOT. The Town can proceed with this option if necessary� however, it is a lengthy process and typically results in the standard speed limit being implemented, In the mean time, some advisory signs (i.e thickly settled area, etc,) could be installed. When at this location, it was observed that drivers do use this road quite a bit as a cut through to get to and from Maple Street. A longer term and more costly option might be to implement standard traffic calming measures (i,e, bump outs for crosswalks at intersections, etc,) 3. North SYNorth Westfield Street intersection: Engineering observed this intersection for the issue of the "all-red" phase being too short- We are still in the process of analyzing the intersection for this timing, We need to take some measurements of the intersection and check the current timing to compare with the ITE standards. At first glance it does appear that the all-red phase is too short and does not give adequate time for vehicles to clear the intersection. This is parOcularly true if a vehicle is wafting in the intersection to make a left turn when the light changes, This intersection is scheduled to be reconstructed as part of the Route 187 project, However in the mean time,we will adjust the timing as necessary.
