For many years, our town has struggled with the challenge of off-leash dogs in our public parks. Many of our residents consider exercising and playing with family pets off-leash to be an enjoyable recreational activity, While many others consider the sight of an off-leash dog in a public park unwelcome, intrusive and to some frightening. It was a hotly debated and divisive issue for our community. We have taken a two pronged approach to resolve the conflict. By-laws were changed to allow supervised and controlled dogs off-leash in the morning hours from 6-9am at a limited number of parks and to create fenced off-leash areas in locations designated by the Park and Recreation Commission. As a member of the Commission who worked with the Stanton Foundation to establish our first fenced off-leash recreation area, I wanted to share with you some thoughts on our experience. First, let me just say that working with the Stanton Foundation was a pleasure, They have done this before, and they know what they're doing. They are easy to deal with and have kept all commitments made. Design recommendations related to surfacing, lighting and water help to ensure that the area is safe, clean and easy to maintain. They want long-term success for the off-leash recreation areas that they help fund. In anticipation of writing this note, I visited our off-leash area over the weekend. Our OLRA is located adjacent to playing fields and the Minuteman Bikeway- very active recreation sites, it has been open for 18 months, and in that time has received a lot of use. Physically, it remains clean and comfortable. It has trees to provide shade and benches for people to sit on (and for the dogs to play on and around)..There was no dog waste or other litter on the ground, and because the stones are irrigated and watered daily, there were no unpleasant smells, mud or dirt, I spent a couple of hours there enjoying a lovely fall day, and what struck me the most was that this was a space being enjoyed by many ages and types of people - families, young couples, single men and women and some older folks. There were 15-20 dogs there at any one time, and the atmosphere was one of joy. The dogs were running and playing, wrestling in small groups, chasing balls, climbing on agility elements, greeting people, There was no fighting, no aggression and not a lot of barking. The dogs didn't care that just on the other side of the fence there were several soccer games being played and people riding and walking along the bikepath. They were having fun in their own part of the park. And the people-some were off on their own, but most were in small groups talking and playing with the dogs. There was no conflict. The people there were enjoying the company of off-leash dogs (one young teen came in with a big smile on his face saying, "I just have to get my fix of dogs here- I love them.") Strangers were talking to one another, asking about each others pets, commenting on their looks and antics, pointing out where a ball went or when a dog did its 'business', There was a real sense of community. Now,that's not to say that an area that sees anywhere from 60-100 dogs per day doesn't have its problems. We have a set of rules to help guide appropriate behavior at the OLRA, have posted signs and created a warning letter that is sent to rules violators. Our recreation director has received an occasional complaint about a dog or inadequately supervised child, but in the 18 months that the OLRA has been open, we have issued only two warning letters - both to the same dog (one for aggressive behavior; one for being unlicensed). Our OLRA has had minimal problems and many compliments- including being named by Boston Magazine as a "Best of Boston" in the dog park category. Finally, let me finish by giving credit to the members of our community who have formed advocacy and "Friends" groups. They help keep the area clean, organize fundraising and education programs, and are the "eyes and ears" for what's working and what needs adjustment, They are a key component in the success of our OLRA. To summarize- our overall experience with our OLRA and working with the Stanton Foundation has been very positive. Our off-leash area is a valued community asset that has helped to quell the contentious off-leash debate. We have talked about adding another one in the future - as funding and priorities allow. The Dog Park design will consist of material and equipment that require the least amount of maintenance as possible For example,the`treatments of the playground surface that allow easy cleaning will be explored. In addition, the Agawam Dug Owners Group will continue fund raising activities and will provide support on a continuing basis. • Does this project preserve, utilize,protect and/or enhance current town-owned assets?` 0 The Agawam Dog Park is proposed to be located on two acres of land at Shea Field.. The location is on the north side of the park abutting Robinson State Park. Parking and a ball field are located to the south. The parking will be adequate to accommodate the dog park. The two acres are currently wooded and are not used for any other park activities. This proposal will provide more visitors to the park and " inhibit vandalism and other negative activities which currently occur in the parr. 0 0 Does this,project contribute to the preservation of Agawam's unique character, boost the vitality of the community and enhance the quality of l fe for its ' residents? Agawam has'numerous state-of-the-art parks and playgrounds. Plans for the final phase of the School Street Park will, when completed,provide excellent passive and active recreational opportunities for all ages. The one deficiency in.Agawam's recreational opportunities is an off leash area for canine to exercise and recreate with their owners and friends. As such, some of the Town's recreational facilities have seen over use by dog owners. The proposed dog park will provide up-to-date recreation and exercise facilities. Similar to the School Street Park it will provide a hest ofactivities.for both active and more laid back drags. The dog park will be designed to incorporate elements of dog parks throughout the state and will address the safety and comfort of the dugs and their companions. The dog park will be an asset for those who wish to have their dogs socialized with other dogs and those who are not fortimate to have adequate safe space for their dogs to exercise at their homes. Does this project save resources that would otherwise be threatened? The Agawam Dog Park will utilize an area of Shea Field which is currently unused. The area has in the past been the site of illegal dumping and there has been evidence of underage drinking and other unwanted activities. Does this project leverage additional or multiple sources of public andlo private fronds? The Town of Agawam was very fortunate-to be approached by the Stanton Foundation, a philanthropic organization that snakes funding available to select communities to underwrite the design,construction and partial ongoing support of new dog park facilities in Massachusetts. In August„ the Town applied for and was awarded$245,209 for the design;and construction of the Agawam Dog Park. The Agawam Dog Owners 'Group(ADOG)has raised$10,000 since its formation in 2011 which it will contribute to the design and construction of the park. The Town of Agawam's match for the Stanton Foundation grant is $14,145. Drees this project address recommendations contained in Agawam's Open Space and.Recreation Plan,Agawam's Community Development Plan, or is consistent with other city-wide planning efforts that have received broad-based scrutiny and input and can demonstrate wide community support i In 2011, during the Agawam Community Preservation Committee's public outreach campaign, citizens spoke up in favor of the construction of an Agawam dog park. At that time, a group of residents formed the Agawam Dog Owner's Group In the Fall of 2011, the Agawam Office of Planning and Community Development began collecting information regarding dog parks. Dog parks located in the region were visited and an internet search of dog park regulations and specifications was conducted. Also during this time period, the Town conducted a dog park survey 0 which'was available on the Town's website,,as well as the Agawam Public Library, Senior Center and a couple of retail chains. The Planning Office received 335 responses to the survey, a copy of which is found in Attachment L Of note was that 67% supported an Agawam dog park, Twenty- eight% were not in favor. Also to measure community support for the dog park,numerous news paper articles covering the Town's efforts were printed. The ensuing dialogue concerning the park was robust with the majority of those participating supporting the Town's efforts. Is this project economically or otherwise real onably feasible to implement? The principal conditions of the Stanton Foundation grant are that the Town own the land and that the Town supply the$14,145 match. The Town has explored the use of a number of town-owned pieces of land and has determined that Shea Field is most ideally suited for this use, The proposed dog park does not abut any residential properties. It is in an area of Shea Field that is currently not used and has parking immediately adjacent. Connection of Robinson State Park is feasible for on leash activities, If CPA funding of$14,145 is obtained, the To will receive$245,209 from the Stanton Foundation for design and construction of the dog park. In addition, the Town will be eligible for additional ftmding for up to three subsequent years to cover unexpected costs, The Stanton Foundation funding would result in over 95%of the costs for the dog park. o Does this project receive endorsement bY community groups, municipal boards andlor departments? O'Connor Animal Shelter in Springfield taking photos of the adoptable dogs to make them more appealing to potential adopters and to make a long story short here I am doing events and booking private sessions. My base in the animal welfare world began in 2006, since then I have taken many seminars on dog behavior and I am certified in Canine Behavior Observation from the Massachusetts Animal C*oalition, the Animatch program. Through all my education I have come to realize how important proper 0 socialization of a dog is, both dog to human and dog to dog socialization. It is a key component to a healthy, long, happy life for a dog. TheAgawam, Dog Park is going to play a key role for so many local dogs in having a well rounded happy life. Responsible owners will be able to introduce their dogs to all different situations and teach proper coping and reaction skills to for their pets 0 so in future situations they will know how to react. Another important factor in a dog's life is exercise. Agawam Dog Park will provide a safe area for dogs to go and play fetch, practice agility, catch a Frisbee as well as run and interact with other dogs. A tired dog is a happy dog. It will also give dog owners a chance to connect and have a support group for questions or issues or possibly 0 to meet and make a new acquaintance or friend. We wouldn't have to travel to other cities or sates dog parks(especially with the price of gas). I like to think of it a park for people who have dogs and not just a park for dogs. It is a great place for the dogs to get used to other dogs and in our case it has shown up�in the way our dogs changed to the better after taking them to the perk. It is a great place for the dog owners to get together also as we have a lot in common for our love of dogs. Our dogs are much calmer after going to a dog park and'playing with the other dogs when we get back home. I've met some older people that went to the dog;park and did not awn a dog but enjoyed watching them play together,and it gave them something to do instead of just sitting home and watching T.V. etc, I guess what we're saying is that is a great place for dog owners and their dogs to 0 socialize. It also snakes everyone become a more responsible dog owner due to conversations at the dog park and know that we are not alone with the things we are-experiencing with our dogs and helps everyone to be more educated about the ups and downs with our best four legged friends, all in all if my wife and I did not think it was worth.it we would not be as excited and involved in the ADOG membership that we truly feel is a top priority benefit for the welfare of all dogs. Exercise and play is necessary for both the physical and mental health of doge. My family has three licensed dogs. As it is now, we have to travel to + other communities in order for our dogs to romp in a dog park. They are at their happiest after running free and playing with many other well socialized dogs. A gall-socialized dog is less likely to develop behavior problems such as aggression and excessive barking. An off leash dog park may help to reduce some neighborhood conflicts. Puppies and dogs that get enough exercise by playing are less likely to create a nuisance, bark excessively, destroy property, jump on passers-by, etc. From the bock "Cr Ernie Ward: Clow mounds": What does "exercising adog" mean?
