(BARN) -� - - - ■ f �`D�1/D t T � - - - - _ _ � ,� J I i j 1 1 I TR-2013-9 A RESOLUTION ACCEPTING A GRANT FROM MASSACHUSETTS HISTORICAL COMMISSION PURSUANT TO MASSACHUSETTS GENERAL LAWS CHAPTER 44, SECTION 53A TO TOWN OF AGAWAM (Sponsored by Richard A. Cohen) WHEREAS, on January 2, 2013 the Town of Agawam was notified that the Massachusetts Historical Commission was accepting application to the Massachusetts Preservation Projects Fund and that these applications are due on March 8, 2013; and WHEREAS, the Massachusetts Preservation Projects Fund provides up to $100,000 for National Register listed properties for such activities as stabilization, protection, rehabilitation and restoration; and WHEREAS, the Massachusetts Preservation Projects Fund is a 50% matching grant reimbursement program; and WHEREAS, the Town of Agawam desires to apply for a grant from the o Massachusetts Historical Commission; and x WHEREAS, the Town of Agawam desires to accept said grant; and ter, q r WHEREAS, the Town of Agawam seeks to apply for a grant in the amou`s'nt -Ir� of one hundred thousand and 001100 ($100,000.00) dollars; -P v� 1 r WHEREAS, the Town of Agawam will use the funds in conjunction withi funds from the Community Preservation Funds to preserve, restore and`J rehabilitate the "School Street Barn"; and WHEREAS, it is in the best interests of the Town of Agawam to apply for and accept the grant from the Massachusetts Historical Commission. NOW THEREFORE, the Agawam City Council hereby resolves pursuant to M.G.L. c.44, §53A to apply for and accept this grant from Massachusetts Historical Commission; and The AGAWAM CITY COUNCIL hereby further resolves that the Mayor is authorized to expend said funds, as permitted by law, and to do all things necessary for the purposes so stated. Subject: Massachusetts Historical Commission Preservation Projects Fund On January 2, 2013, the Town of Agawam received notification from the Massachusetts Historical Commission (MHC) that they were accepting applications for Round 19 of the Massachusetts Preservation Projects Fund. The Town has been preparing to apply for MHC funding to augment Community Preservation Act (CPA) funding for the restoration of the School Street Barn for approximately 1 '/z years. The Massachusetts Preservation Projects Fund is a 50% matching grant reimbursement program which was established "for the preservation of historic properties, landscapes and site that are listed in the State Register of Historic Places". The only properties located in Agawam that are listed on the State Register are: the Captain Charles Leonard House, the Purchase — Ferre House, the Thomas Smith House, the buildings located with the Main Street Historic District (24-196 Elm Street, 551-1008 Main Street) and the School Street Barn. Eligible applicants for these funds must be "nonprofit organizations and municipalities who own or have a long-term interest in the property". Eligible projects include the stabilization, protection, rehabilitation and restoration of eligible properties. As a matching grant program, the applicant must submit proof of a binding commitment to provide the matching funds with the MHC grant application. The $315,000 of requested Community Preservation Act funds is proposed to be the Town's match for the $100,000 MHC funds.
