Whereas, the voters of Agawam chose to form a Community Preservation Eom?';;
mittee (CPA Committee); and

Whereas, pursuant to Massachusetts General Law Chapter 4413, Section 5(2)_al-
lows the CPA Committee to make recommendations to the legislative body; and - .1 `Y
Whereas, pursuant to Massachusetts General Law Chapter 44B, Section 5(3)(d)
states that the legislative body shall then take such action and approve such appropria-
tions for the CPA Committee; and
Whereas, one of the CPA Committee's functions is related to providing recrea-
tion benefits to the Town and its residents; and
Whereas, the CPA Committee has determined that the benches will serve multi-
ple needs and populations as well as provide a source of passive recreation for users; and
Whereas, the current benches are made of wood requiring on-going maintenance
and the new benches will be made of stainless steel with a Dura-Coat finish requiring lit-
tle to no maintenance; and
Whereas, the project will enhance the area by beautifying the Veterans Green and
Feeding Hills Center, both at Granger School, which are extremely visible and generate a
large amount of foot traffic; and
Whereas, The Community Preservation Committee has recommended appropria-
tion and expenditure in the amount of thirty five thousand nine hundred seventy nine and
60/100 dollars ($35,979.60) from CPA undesignated fund balance; and
Whereas, it is the best interest of the public and the Town of Agawam to appro-
priate from the Community Preservation Fund and authorize the expenditure of Commu-
nity Preservation Funds for the replacement of benches at Veterans Green and Feeding
Hills Center.
NOW, THEREFORE, THE AGAWAM CITY COUNCIL hereby resolves,
appropriates and authorizes the expenditure of Community Preservation Funds in the
amount of thirty five thousand nine hundred seventy nine and 60/100 dollars
($35,979.60) from CPA undesignated fund balance for the replacement of benches at
Veterans Green and Feeding Hills Center.

Project Title. Replacement of Benches(PHASE 1). Veterans Green and Feeding Hills Center
Project Summary:
DPW will remove old benches (which will be saved for parts), prep surface and pour concrete pads.
They will install twenty two 6' steel benches which will be bolted to the concrete. Benches are heavy
duty and will have a black corrosion resistant DuraCoat finish which and will require no maintenance.
Phase 1 of the project will replace benches at the Veterans Green and the Feeding Hills Center.
Benches will be assembled, delivered and installed prior to Memorial Day activities. Trash
receptacles will also be replaced at each location to match the benches.

'What Community Preservation criteria does this project meet? Please try to answer those questions
that apply and include program specific criteria found in the CPA Plan:
• Does this project serve multiple needs and populations and/or addresses more than one focus
area of CPA? Benches will serve multiple needs and populations and will provide a source
of passive recreation for users. -
• Is ongoing maintenance and upkeep required? If yes, please explain how this will be
accomplished and include detailed maintenance costs if applicable and funding and revenue
sources, if any. Switching to stainless steel benches from wood will require little to no
maintenance. The benches will also have a Dura-Coat finish which is guaranteed not to
rust,chip,peel or fade.
• Does this project preserves, utilizes, protects and/or enhances current town-owned assets? The
project will enhance current town owned assets by beautifying the Veterans Green and the
Feeding Hills Center at Granger School which are both extremely visible and have a lot of
foot traffic. The old benches will be saved for parts. A volunteer group will also paint the
gazebo at the Veterans Green and trim the bushes which will enhance the entire area
• Does this project save resources that would otherwise be threatened? The current benches are
made of wood and require ongoing maintenance.
• Does this project leverage additional or multiple sources of public and/or private funds? No
• Does this project receive endorsement by community groups, municipal boards and/or
departments? Please include any letters of support or endorsement. See attached.
• Does this project demonstrate that other funding sources are not readily available or sufficient?
The town currently has not budgeted for this and the beautification Committee relies on
donations. This project is out of their funding capability.
• Does this project use local.contractors where possible? Town staff will install the benches and
pour the concrete. UltiPlay is a MA vendor located In Uxbridge and is on the state
contract list. SiteScapes is headquartered in the Midwest and is a leading designer and
manufacturer of steel and powder-coated furniture.

COMMUNITY PRESERVATION FUNDS FOR THE REPLACEMENT OF
BENCHES AT VETERANS GREEN AND FEEDING HILLS CENTER

Whereas, the voters of Agawam chose to form a Community Preservation Com-
mittee (CPA Committee); and
Whereas, pursuant to Massachusetts General Law Chapter 44B, Section 5(2) al-
lows the CPA Committee to make recommendations to the legislative body; and
Whereas, pursuant to Massachusetts General Law Chapter 44B, Section 5(3)(d)
states that the legislative body shall then take such action and approve such appropria-
tions for the CPA Committee; and
Whereas, one of the CPA Committee's functions is related to providing recrea-
tion benefits to the Town and its residents; and
Whereas, the CPA Committee has determined that the benches will serve multi-
ple needs and populations as well as provide a source of passive recreation for users; and
Whereas, the current benches are made of wood requiring on-going maintenance
and the new.benches will be made of stainless steel with a Dura-Coat finish requiring lit-
tle to no maintenance; and
Whereas, the project will enhance the area by beautifying the Veterans Green and
Feeding Hills Center, both at Granger School, which are extremely visible and generate a
large amount of foot traffic; and
Whereas, The Community Preservation Committee has recommended appropria-
tion and expenditure in the amount of thirty five thousand nine hundred seventy nine and
60/100 dollars ($35,979.60) from CPA undesignated fund balance; and
Whereas, it is the best interest of the public and the Town of Agawam to appro-
priate from the Community Preservation Fund and authorize the expenditure of Commu-
nity Preservation Funds for the replacement of benches at Veterans Green and Feeding
Hills Center.
NOW, THEREFORE, THE AGAWAM CITY COUNCIL hereby resolves,
appropriates and authorizes the expenditure of Community Preservation Funds in the
amount of thirty five thousand nine hundred seventy nine 'and 60/100 dollars
($35,979.60) from CPA undesignated fund balance for the replacement of benches at
Veterans Green and Feeding Hills Center.

THE AGAWAM TOWN COUNCIL hereby further resolves that the Mayor is
authorized to expend said funds, as permitted by law, and to do all things necessary for
the purposes so stated.
