Dear Mayor Cohen:
The Massachusetts School Building Authority(the"MSBA")would like to thank the Town of
Agawam(the"District")for expressing an interest in the MSBA's program for school building
construction,renovation, and repair grants through the Fiscal Year 2014 Statement of Interest
(the"SOI")process.
Overall,the MSBA received I08 SOIs from 72 different school districts for consideration in
Fiscal Year 2014. In reviewing SOls,the MSBA identifies the school facilities that have the
greatest and most urgent need based on an assessment of the entire cohort of SOIs that are
received for consideration each fiscal year.
Through the MSBA's due diligence process and review of the 201 FY 2014 SOIs that were
received,the MSBA has determined that the Agawam High School SOI will not be invited into
the MSBA's Eligibility Period at this time.
If the District would like this school to be considered for future collaboration with the MSBA,
the District should file an SOI in an upcoming fiscal year. The MSBA will be accepting SOIs
for consideration in FY 2015 starting on January 9,2015. There will be some minor changes to
the FY 2015 SOI process with information to follow. If your District is planning on submitting
an SOT in FY 2015 you may want to notify your school committee and other local governing
board of your intentions, as both local governing bodies will vote to approve submission of an
SOI prior to the following closing dates:
- The SOI closing date for districts submitting under the Accelerated Repair Program,
which is primarily for the repair and/or replacement of windows,roofs, and/or boilers in
an otherwise structurally sound facility,will be February 13,2015.

FY2014 SOI Status Letter
The SOI closing date for districts submitting under the Core Program, which is primarily
for projects beyond the scope of Accelerated Repair,including extensive repairs,
renovations,additionlrenovations,and new school construction will be April 10,2015.
The MSBA remains committed to collaborating and partnering with the Town of Agawam to
better understand any other school facility issues in the District,and will be sending more -
detailed information regarding the FY 2015 SOI process to Districts in the coming weeks.

WHEREAS, all communities are welcome to submit a Statement of Interest to
the MSBA, identifying the perceived deficiencies in their school facilities; and
WHEREAS, all Statements of Interest must be transmitted to the MSBA using
the online Statement of Interest System; and
WHEREAS, a certified vote of the City Council and full text of the vote of the
School Committee with a copy of the minutes of the meeting at which the School Com-
mittee voted to authorize the submission of the Statement of Interest , signed by the
chairman of the School Committee must accompany the electronic submission of the

NOW, THEREFORE, THE AGAWAM CITY COUNCIL having convened in
an open meeting on March 17, 2014 and April 7, 2014, and in accordance with its Char-
ter, by-laws and ordinances, has voted to authorize the Superintendent to submit to the
Massachusetts School Building Authority, the Statement of Interest Form dated April 14,
2014, for the Agawam High School located at 760 Cooper Street, Agawam, MA, which

describes and explains the following deficiencies and priority categories for which an ap-
plication may be submitted to the MSBA in the future: Priority #3, Prevention of loss of
accreditation; Priority #5, Replacement, renovation, or modernization of school facility
systems, such as electrical, windows, boilers, heating and ventilation systems, to increase
energy efficiency and decrease energy related costs in a school facility; and Priority V,
Replacement of, or addition to, obsolete buildings in order to provide for a full range of
programs consistent with state and approved local requirements.
The deficiencies for Priority 43 are as follows:
Classroom space is limited and is lacking to support program needs. There is insufficient
classroom space to allow teachers dedicated space and requires them to travel from class-
room to classroom to instruct different courses. The classrooms from the original build-
ing are small, approximately 768 square feet, filled with 20 plus students, and offer a
teacher little negotiation space to utilize board space. Substandard bathroom facilities
and lack of handicapped access to bathroom facilities violate ADA and IDEA regulations.
Ten (10) of 12 science classroom have layouts that cannot be used to safely perform labs
and investigations, as two (2) rooms were former art rooms and three (3) were designed
solely for lectures. In addition, current safety equipment cannot be properly maintained
due to the lack of proper drainage. The eyewash and chemical showers do not have
drains in nine (9) of the 12 science classrooms and the eyewash and chemical showers in
these rooms are unusable due to the emission of dark water. Nine (9) science rooms have
Ground Fault Interrupt outlets near sinks. Four (4) science rooms with gas hook-ups lack
adequate locking mechanisms for the room's gas supply. Three (3) science rooms have
active, electrical outlets attached with conduits on lab tables. Because these elevated out-
lets face students they pose a safety hazard and also obstruct their view.
The deficiencies for Priority 95 are as follows:
Currently, boilers are circa 1979/1983. The majority of windows are original to the build-
ing (1955) and are not energy efficient. In addition, these windows are not able to ac-
commodate screens; thereby resulting in a potential safety hazard for those individuals
who have bee allergies. Moreover, although the building had additions constructed in
1961, 1980, 1997, and 2001, the heating, ventilation, and electrical systems were never
fully replaced to address the additional square footage. Therefore, these systems do not
uniformly/adequately heat and ventilate the building appropriately and are over-burdened
resulting in constant repairs. These repairs become more challenging each year due to the
lack of available parts, which are antiquated.
The deficiencies for Priority 47 are as follows:
Agawam High School's Program of Studies is expanding its course offerings in Science,
Technology, Engineering, and Mathematics. To do so, classrooms need to be state-of-
the-art to support the Cornrnon Core curriculum. Current classroom sizes cannot support
enrollment expected in these courses or the technology required to support the Common
Core curriculum. The area currently available for conversion is antiquated and along with
safety issues, would be difficult and costly to upgrade the electrical needs due to the
walls, which are made of concrete.
The district acknowledges that by submitting this Statement of Interest Form, the Massa-
chusetts School Building authority in no way guarantees the acceptance or the approval of

an application, the awarding of a grant, or any funding commitment for the Massachusetts
School Building Authority , or commits the City to filing an application for funding with
the Massachusetts School Building Authority.

The deficiencies for Priority#7 are as follows:
Agawam High School's Program of Studies is expanding its course offerings in Science, Technology,
Engineering, and Mathematics. To do so, classrooms need to be state-of-the-art to support the Common Core
curriculum. Current classroom sizes cannot support enrollment expected in these courses or the technology
required to support the Common Core curriculum. The area currently available for conversion is antiquated and
along with safety issues, would be difficult and costly to upgrade the electrical needs due to the walls, which are
made of concrete.
The district acknowledges that by submitting this Statement of Interest Form, the Massachusetts School
Building authority in no way guarantees the acceptance or the approval of an application, the awarding of a
grant, or any funding commitment for the Massachusetts School Building Authority , or commits the City to
filing an application for funding with the Massachusetts School Building Authority.
