TR-2014-27 QUINN BILL 50 PERCENT COSTS I � I Jr a TR-2014-_a_l RESOLUTION REQUIRING THE STATE TO FUND 50% OF THE COSTS ASSOCIATED WITH M.G.L. CHAPTER 41 SECTION 1108L "THE POLICE CAREER INCENTIVE PROGRAM" COMMONLY REFFERED TO AS THE "QUINN BILL" (SPONSERED BY MAYOR RICHARD A COHEN) WHEREAS, the Quinn Bill became law in 1970 and the incentive ensured officers with an Associate's Degree get an increase of ten percent (10%) of their base pay, those with a Bachelor's Degree get an increase of twenty percent(20%), those with a Master's Degree get an increase of twenty five percent(25%), and WHEREAS,The City of Agawam has provided the incentive pursuant to M.G.L. Chapter 41 Section 108L while the Commonwealth of Massachusetts has reneged on its obligation to incentivize the officers and as a result the City of Agawarn bears the burden of this unfunded state mandate, and WHEREAS, after only partially funding the Quinn Bill for several years, Governor Deval Patrick stopped including funding for the Quinn Bill in the State Budget two years ago, and WHEREAS, in February, 2014 the State Joint Labor Management Committee ruled certain Cities and Towns are required to keep paying the full incentives provided by the Quinn Bill to their eligible police personnel, and WHEREAS, the Commonwealth of Massachusetts should be required to pay fifty percent of the Quinn Bill Funding, and WHEREAS, The Commonwealth of Massachusetts revenues have increased therefore the Quinn Bill funding should be restored to reduce the financial burden of the Agawam Taxpayers, NOW THEREFORE, BE IT RESOLVED that Mayor Richard A Cohen and the Agawam City Council strongly urges the legislators who represent the City of Agawam at the State House file a bill to ensure the state resumes funding its fair share of the Police Career Incentive``Program comm,,only referred to as the Quinn Bill. As Mayor, I have always been in support of the 'Quinn Bill" but feel that our State MUST re- institute the funding of this mandate at fifty percent that they have reneged on.With the continued increase in State Tax revenues it is time for our State Elected Officials to pay their fair share and reduce the burden on our Agawam taxpayers. This is just another unfunded mandate! No matter the outcome I will not stop funding this important incentive for our eligible Police personnel.
