TR-2014-31 CPA IRRIGATION SYSTEM ANN SULLIVAN GREEN 1 o f cc , mftw TR-2014- � � � � -�-rJ'(Y A RESOLUTION APPROPRIATING FROM THE COMMUNIT PRESERVATION FUND AND AUTHORIZING THE EXPENDEITURE OF COMMUNITY PRESERVATION FUNDS FOR THE PURCHASE AND ' INSTALLATION OF AN IRRIGATION SYSTEM TO PRESERVE THE ANN SULLIVAN MEMORIAL GREEN Whereas, voters of Agawam chose to form a Community Preservation Committee (CPA); and Whereas, pursuant to Massachusetts General Law Chapter 44B, Section 5(2) allows the CPA Committee to make recommendations to the legislative body; and Whereas, pursuant to Massachusetts General Law Chapter 44B, Section 5(3)(d)states that the legislative body shall then take such action and approve such appropriations for the CPA Committee; and Whereas,The Community Preservation Committee has recommended appropriation and expenditure in the amount of three thousand eight hundred dollars ($3,800.00) from the Open Space fund balance; and Whereas,the expenditure will preserve and protect land owned by the Town of Agawam located at the Veterans Green; and NOW THEREFORE, THE AGAWAM CITY COUNCIL hereby further resolves, appropriates and authorizes the expenditure of Community Preservation Funds in the amount of three thousand eight hundred dollars ($3,800.00) from the Open Space fund balance for the purchase and installation of an irrigation system for the preservation of the Ann Sullivan Memorial Green at the Feeding Hills Center in accordance with M.G.L. Ch. 44b, See. 2. It preserves, utilizes, protects and enhances town-owned assets. This proposal will save resources that would otherwise be threatened. Other funding sources are not readily available. This project is economically or otherwise reasonably feasible to implement and can be implemented expeditiously and within budget. This project serves the population in general. There will be no ongoing maintenance and upkeep required. The Ann Sullivan Memorial was created and funded by Agawam residents and businesses to recognize Ann Suilivan's contribution to the deaf and blind. As such, it should be preserved for future generations. The site also abuts the Granger Elementary School and serves as a teaching example.
