PRESERVATION FUND AND AUTHORIZING THE EXPENDEITUTRE OF
COMMUNITY PRESERVATION FUNDS FOR THE PURCHASE AND
INSTALLATION OF AN IRRIGATION SYSTEM TO PRESERVE THE
VETERANS GREEN
Whereas,voters of Agawam chose to form a Community Preservation Committee
(CPA);and
Whereas, pursuant to Massachusetts General Law Chapter 4413, Section 5(2)allows the
CPA Committee to make recommendations to the legislative body;,and
Whereas,pursuant to Massachusetts General Law Chapter 4413, Section 5(3)(d)states
that the legislative body shall then take such action and approve such appropriations for
the CPA Committee;and
Whereas,The Community Preservation Committee has recommended appropriation and
expenditure in the amount of four thousand six hundred dollars ($4,600.00) from the
Open Space fund balance;and
Whereas,the expenditure will preserve and protect land owned by the Town of Agawam
located at the Veterans Green;and
NOW THEREFORE,THE AGAWAM CITY COUNCIL hereby further resolves,
appropriates and authorizes the expenditure of Community Preservation Funds in the
amount of four thousand six hundred dollars($4,600.00) from the Open Space fund
balance for the purchase and installation of an irrigation system for the preservation of
Veterans Green on Main Street in accordance with M.G.L. Ch.44b, Sec.2.
THE AGAWAM TOWN COUNCIL hereby further resolves that the Mayor is authorized
to expend said funds,as permitted by law,and to do all things necessary for the purposes
so stated.

2010 Community Preservation Plan
The project contributes to the preservation of Agawam's open space and recreation. it preserves, utilizes, protects
and enhances town-owned assets. This proposal will save resources that would otherwise be threatened. Other
funding sources are not readily available. This project is economically or otherwise reasonably feasible to implement
and can be implemented expeditiously and within budget.
This project serves multiple needs and populations. The Veterans Green is a focal point of our community. Because
it is an established memorial site for our veterans it is a site that will continue to be used for many years to come.
There will be no ongoing maintenance and upkeep required.

The Community Preservation Committee is in receipt of two applications for the
installation of irrigation systems at the Veterans Green and Feeding Hills Center
(Granger School Green)
I am aware the Committee can now make recommendations to the legislative body for the
rehabilitation and restoration of recreational resources and preservation of open space.
Since the CPA application guidelines require review by our local solicitor, I am asking for
your opinion as to whether this application is eligible for CPA funding. .

Project Summary: Please provide a brief description of the project.
To purchase and install an irrigation system at the Veterans Green and Phelps School to preserve the green space used
by citizens of Agawam. Benches were recently replaced and the gazebo refurbished. This project will enhance the
beautification efforts of an area of town that is very visible and used by many people. The irrigation system will also
preserve the new landscaping recently planted as part of the Main St. Improvement Project. DPW will provide water
access.
