Whereas, the position of electrical inspector includes the duties of a code en-
forcement officer;
Whereas, the duties of the electrical inspector should be split from those of the
code enforcement officer to allow for better enforcement of municipal ordinances; and
Whereas, Inspection. Services and the Town need a dedicated code enforcement
officer to provide consistent enforcement of ordinances throughout the town and to act as
the Sealers of Weights and Measures; and
Whereas, a Rill-time code enforcement officer will reduce complaints and pro-
vide a more timely response to complaints that are filed;
Whereas, a part-time Code Enforcement officer was funded from 2007 to 2010;
and
Whereas, the duties of the electrical inspector will be moved to a part-time in-
spector organized by the Inspector of Building; and
Whereas, the part-time electrical inspector would fulfill the inspection require-
ments of the town while leaving the code enforcement to the dedicated individual;
Whereas,this change will be made without any adjustment to the approved Fiscal
Year 2015 Budget; and
Whereas, it is in the best interest%9f the town to create a position entitled electri-
cal inspector (part-time) and change the designation of Inspector of Weights and
Measures/Enforcement Officer be change to Code Enforcement Officer/Sealer of
Weights and Measures;

NOW THEREFORE BE IT RESOLVED BY THE AGAWAM CITY
COUNCIL that it hereby recommends that the Mayor negotiate with the Administrative
Union to accomplish the following:
I. the currently vacant position of Inspector of Weights and
Measures/Enforcement Officer be discontinued;
2. a new position designated as Code Enforcement Officer/Sealer of Weights and
Measures be created and placed on the Tier 5 salary schedule; and
3. a new position of part-time (not to exceed 18 hours per week) Electrical In-
spector be created and placed on the appropriate tier in the salary schedule.

• l appreciate your advice, however, my comments were never meant to be harmful. My heart goes
out to Barbara and her family and I am sure if you have read any of my past post to Barbara I
have only tried to comfort the pain she is feeling. You have to understand that 1 am a Social
Worker and Clinical Counselor who sees the devastating effects of what drunk driving does to
our young people and their family and friends. I have supported the Bard family in their time of
unbelievable agony and they are in my prayers always. Yes, words can be hurtful, but my words
were not meant in that manner. I will not say anything further because I do not know you and my
words may be misinterpreted. We all have heartache in our lives. Some more than others. Maybe,
I am being too clinical, but I don't mean my words to be hurtful. I will leave you with one
suggestion: Designated Driver. If Evan felt her ex was too intoxicated, then she have take the
wheel or thought about the new life she was making with another outstanding young man. I am
just trying to save more young lives. 1 don't know who you are; but I know Barbara has lots of
friends who are there to comforted her. That's wonderful and that is the way it should be.
However, I see Barbara ' s posts and she seems to be coping quite well. I respect your potection
of your friend, but I stand by my original post because I am trying to save lives and I do so by
getting the message out to young people who believe it or not are never told by their parents the
consequences. Kindness does not save life as you said EVAN was. Just say "no,". Btw, a member
of my family was extremely hurt by Evan's passing. Thankfully he has moved on and found his
soulmate. On a final note, Barbara has a strong network of friends, like you and many Stanger
followers. So, you see no harmful words,just my opinion. On a final note, to say your daughter
will never suffer a similar fate, I pray not but God only knows the future. I think it is fine that
Barbara fills her time with charity work. Maybe, that is her way of getting thru this awful
tradgedy. However, I stand by my post and as you m at know there are many families that suffer
in silence who are suffering just like Barbara. They pray, get couseling, live each day one at a
time and they do it without events and money raising events. They choose to cope in silence. 1
consider these people strong and private in the mourning of their child. I know people won't
agree with me, but we all have our heartachs and losses and we all deal with it differently. I turn
my life over to God. I belive he has a plan for all of us. Evan ' s plan was to leave this world
early. Why, maybe he needed another angel. Barbara has memories and Evan to watch her from
up above. So, when you challange my post, you have no idea who I am, what I am dealing with
(may I say, never received a "like" or I am sorry from Barbara and I have posted what I have
dealt with), I have been thru hell with my 92 yr old mom, my family and my life work. So please
do not pass judgement. You know nothing about me. Barbara has to show compassion to recieve
it. I cannot believe the loss if her daughter has not brought her compassion for others and it is
hurtful to me. Sound familiar? Barbara will never get over the loss of Evan, but time will make
people move on and Evan will remain young. I respect your opinion. So, please respect mine.

possibly be a mother. You don't know Barbara if you feel she is coping quite well—You have
your right to your opinion but maybe you are the one in need of some compassion....Have you
ever once asked yourself.... "would I want to read this if i was in Barbara's shoes?" I hope you
Brenda Gooch Hard lesson....But parents reach your teens never to get in the car with a drunk
driver or someone that may have been drinking. There is only one outcome and we all know
what it is........ Heartache.
llianne Chester Brenda - as parents we all talk to our teens about drinking and driving; but any
parent who is capable of being completely honest with themselves, or actually has teenagers,
knows the hardest part is to get a 20 year old girl not to always believe someone they love when
they say they are fine to drive. Evan always saw the best in everyone and would never
intentionally put herself, or anyone else, in harm's way. I am always skeptical of those parents
who say "my child would never...". As a mother of two daughters I can tell you that there but for
the grace of God go any of us. The only reason I know for sure that my daughters won't suffer
the same fate is because one of my daughters lost one of her very best friends and my other
daughter has had to watch the pain in her sisters eyes everyday since she lost her friend. I'm sure
your advice is meant with the best of intentions but be careful...your words can be hurtful. I'm
sure you didn't mean to equate an amazing young girls death and a "hard lesson".

Dear Mayor Cohen, DOS Compliance Officer Robert Manseau has notified this office that the current Sealer is
contemplating retiring in the fall and that the town was exploring the options in filling this position. One of the
options is to contract with this Division for weights and measures services. In that regard I had Officer Manseau
survey the Town and based on his survey regarding the scope of the services we estimate that the Division an
provide weights and measures services for$8,700 dollars annually.The service includes checking stores with
three or more checkout scanners,complaint investigations and testing and sealing commercial weighing and
measuring devices annually.At the end of the calendar year the Division submits a Summary of the work
completed to the Town listing the name and address of the business, contact person and phone number,
number and type of device sealed(certified).The town then based on the current sealing fees adopted by the
town bills the business for the service.If you have any questions, please do not hesitate to contact this office.

Dear President Johnson,
As you are aware the electrical inspector recently retired. Therefore in order to better serve the Town of Agawam I
have,through the Mayor's office negotiated a change in the duties of the electrical inspector. I am assigning the
duties of the Sealer of Weights&Measures to the unfunded Code Enforcement Officer position. This will allow the
Electrical Inspector position to be funded as a part time position.A community of Agawam's size can be served by a
part time Electrical Inspector position.
The combination of duties of the Code Enforcement Officer with Sealer of Weights&Measures along with
appropriate funding will allow for a more timely response to complaints.
Currently the Sealer/Enforcement Officer/Electrical Inspector position is funded for$74,084.00. The amount of
$52,188.14 will fund the Code Enforcement Officer(Salary Tier 4—Step 1 )the balance of$21,895.86 will fund
the part-time Electrical Inspector position without adjustment to the approved Fiscal Year 2015 Budget.
The position of Electrical Inspector(Salary Tier 3)would be dedicated to conducting electrical inspections,
answering the Public's questions regarding the Massachusetts Electrical Code(527 CMR 12,00),and related
activities.
