-�a01�-37 C�-Pg � �r�-C�[. _ MAO" - cc, GpA, TR-2014-37 A RESOLUTION APPROPRIATING FROM THE COMMUNITY PRESERVATION FUND AND AUTHORIZING THE EXPENDJKITURE OF COMMUNITY PRESERVATION FUNDS FOR THE REHABILITATION OF THE ATHLETIC FACILITY LOCATED AT THE AGAWAM HIGH SCHOOL Whereas, voters of Agawam chose to form a Community Preservation Committee (CPA);and Whereas, pursuant to Massachusetts General Law Chapter 44B, Section 5(2) allows the CPA Committee to make recommendations to the legislative body; and Whereas, pursuant to,Massachusetts General Law Chapter 44B, Section 5(3)(d) states that the legislative body shall then take such action and approve such appropriations for the CPA Committee; and Whereas, one of the CPA committee's functions is related to providing recreation benefits to the City and its residents;and Whereas, A Master Plan has been prepared for the replacement/construction of a track, turf field,tennis and basketball courts,baseball field, bleachers, concession stand/restroom facility at the High School, including paving,lighting, landscaping and other site improvements and Whereas, the Community Preservation Committee has previously approved funds for said plan; and Whereas, the City of Agawam at the Public High School is in need of new track and field facilities to meet the needs of students,residents and various programs;and Whereas,the project is in need of additional funds to be used to reduce the amount of the debt; and Whereas,there is extremely strong community support for such use of funds from elected officials, City of Agawam Department Heads,and Residents of Agawam; and Whereas,The Community Preservation Committee has recommended appropriation and expenditure in the amount of one million thirty five thousand dollars and no cents ($1,035,000)from Undesignated Fund balance; and Whereas, it is the best interest of the public and the City of Agawam to appropriate from the community preservation fund and authorize the expenditure of community preservation funds for the creation of tennis and basketball courts, lighting, removal of baseball field,planting grass and creation of new baseball field; NOW THEREFORE, THE AGAWAM CITY COUNCIL hereby further resolves, appropriates and authorizes the expenditure of Community Preservation Funds in the amount of one million thirty five thousand dollars and no cents(S 1,03 5,000) from the undesignated fund balance for the rehabilitation of the athletic facility on property owned by the City of Agawam and located at the Agawam High School in accordance with M.G.L. V47��',' AGAWAM HIGH SCHOOL ATHLETICS 760 Cooper Street, Agawam, MA 01001 August 25, 2414 A Letter of Support to the Agawam Community Preservation Act As an Agawam resident and the Director of Athletics, Physical Education and Student Activities for the Agawam Public Schools, I would like to express my strong support for the use of Community Preservation Act(C.P.A.)funds to offset the construction costs of the new Agawam High School athletic facility. The requested funds would be instrumental in the replacement of the tennis and basketball courts and the relocation of the baseball diamond. The use of C.P.A.funds to replace the existing tennis and basketball courts at the high school will make an enormous impact on recreational space in Agawam. The courts are used by the public,the Agawam High School Athletic Department,Agawam High School Physical Education Department and Agawam Parks and Recreation Department. The vast majority of tennis and basketball court use is community based. New, lighted courts would provide a safe environment for all who use the facility. The present condition of the tennis and basketball courts Is poor. Cracks are visible throughout the facility and the fence and gates are damaged and in need of replacement. Replacement of these courts would have a lasting Impact on school and community based activities. The relocation of the baseball diamond from its present location, to the rear of the school property, will Increase the safety of the overall athletic facility. Presently,the close proximity of the baseball diamond to the tennis courts, basketball courts and the visiting bleachers of Harmon Smith Field increase the risk of injury due to foul balls when events are held simultaneously. By relocating the baseball field to the rear of the school property,the risk to participants and spectators drops significantly and the field space adjacent to the tennis courts can be used for other activities without risk of Injury to spectators and participants. The high school diamond is utilized not only by the Agawam Athletic Department, but by many of our community based baseball programs for children and adults. 1 believe that the improvements and construction proposed for the Agawam High School athletic facility will strengthen our community and add to the pride we all share as citizens of Agawam. A previous award of$20,000 by CPA provided the committee with a conceptual plan and an Opinion of Anticipated Costs. (See attached). It has been determined that the improvements at the AHS will include a new track and multi-purpose artificial turf field, new lighting, bleachers, concessions, ADA restrooms, tennis courts, baseball field, basketball court, ticket window as well as Title IX improvements to the High School locker rooms. The total anticipated cost of the project is $7.7 Million (see attached). It is the intention of the Mayor to bond the project, although it has been suggested CPA funds be used to the extent allowed to further reduce the amount of the bond as well as reduce the burden to the taxpayer. , We are asking for CPA funds in the amount of $1,035,000. The amount will cover the estimated cost of the tennis/basketball courts, lighting of the court, new baseball field and grassing and removal of old baseball field. Any further costs above and beyond what has been estimated will be paid through the bond with the remainder of the project. A Request for Quote (RFQ) is being prepared for the architectural and construction documents which will then be used to go out to bid. This project has received unanimous support from the City Council through a resolution passed on July 14, 2014. (see attached) What Community Preservation criteria does this project meet? Please try to answer those questions that apply and include program specific criteria found in the CPA Plan: Does this project serve multiple needs and populations and/or addresses more than one focus- area of CPA? This all-purpose facility will serve multiple needs and populations and will provide multiple sources of recreation. All of the proposed items are used by students of Agawam High School as well as the public. The tennis courts are used by people of all ages and are in extremely poor shape and need to be replaced. The tennis team is in jeopardy of losing their home courts due to cracks in the surface. The basketball courts are also cracked and in poor shape. These are also used by people of all ages when school is not in session. The current track is in a state of disrepair. A new artificial surface will provide a safe surface for people of all ages that can be used on an ongoing basis. Is ongoing maintenance and upkeep required? if yes, please explain how this will be accomplished and include detailed maintenance costs if applicable and funding and revenue sources, if any. There will be no added maintenance costs as this facility is already being maintained by the Town. There may be reduced maintenance costs because the track and field will be artificial turf and will no longer need to be mowed or lined by DPW. • Does this project preserves, utilizes, protects and/or enhances current town-owned assets? The project will enhance and utilizes current town owned assets. The AHS athletic facility has been used for many years and due to age is in need of rehabilitation. It is located in an area of town that has many people pass it on a daily visit and is somewhat of a showcase. a Does this project leverage additional or•multiple sources of public and/or private funds? Yes There are additional components to this project which will be funded through the Town by a bond. • Does this project receive endorsement by community groups, municipal boards and/or departments? A previous award of$20,000 by CPA provided the committee with a conceptual plan and an Opinion of Anticipated Costs. (See attached). It has been determined that the improvements at the AHS will include a new track and multi-purpose artificial turf field, new lighting, bleachers, concessions, ADA restrooms, tennis courts, baseball field, basketball court, ticket window as well as Title IX improvements to the High School locker rooms. The total anticipated cost of the project is $7.7 Million (see attached). It is the intention of the Mayor to bond the project, although it has been suggested CPA funds be used to the extent allowed to further reduce the amount of the bond as well as reduce the burden to the taxpayer. , We are asking for CPA funds in the amount of $1,035,000. The amount will cover the estimated cost of the tennis/basketball courts, lighting of the court, new baseball field and grassing and removal of old baseball field. Any further costs above and beyond what has been estimated will be paid through the bond with the remainder of the project. A Request for Quote (RFQ) is being prepared for the architectural and construction documents which will then be used to go out to bid. This project has received unanimous support from the City Council through a resolution passed on July 14, 2014. (see attached) What Community Preservation criteria does this project meet? Please try to answer those questions that apply and include program specific criteria found in the CPA plan: • Does this project serve multiple needs and populations and/or addresses more than one focus- area of CPA? This all-purpose facility will serve multiple needs and populations and will provide multiple sources of recreation. All of the proposed items are used by students of Agawam High School as well as the public. The tennis courts are used by people of all ages and are in extremely poor shape and need to be replaced. The tennis team is in jeopardy of losing their home courts due to cracks in the surface. The basketball courts are also cracked and in poor shape. These are also used by people of all ages when school is not in session. The current track is in a state of disrepair. A new artificial surface will provide a safe surface for people of all ages that can be used on an ongoing basis. • Is ongoing maintenance and upkeep required? If yes, please explain how this will be accomplished and include detailed maintenance costs if applicable and funding and revenue sources, if any. There will be no added maintenance costs as this facility is already being maintained by the Town. There may be reduced maintenance costs because the track and field will be artificial turf and will no longer need to be mowed or lined by DPW. • Does this project preserves, utilizes, protects and/or enhances current town-owned assets? The project will enhance and utilizes current town owned assets. The AHS athletic facility has been used for many years and due to age is in need of rehabilitation. It is located in an area of town that has many people pass it on a daily visit and is somewhat of a showcase. • Does this project leverage additional or.multiple sources of public and/or private funds? Yes There are additional components to this project which will be funded through the Town by a bond. • Does this project receive endorsement by community groups, municipal boards and/or departments?
