I think Cheryl had some good language to include in the resolution. Basically, "the Department of Public Works anticipates exceeding the budgeted amount for Snow and Ice operations within the next few storms. In order to have funding available to pay personnel and vendors (hired plowing contractors), the Department is requesting authorization to deficit spend in our snow and ice line item accounts. That should do it.
