Whereas,voters of Agawam chose to form a Community Preservation Committee
(CPA);and
Whereas,pursuant to Massachusetts General Law Chapter 4413, Section 5(2)allows the
CPA Committee to make recommendations to the legislative body; and
Whereas,pursuant to Massachusetts General Law Chapter 4413, Section 5(3)(d)states
that the legislative body shall then take such action and approve such appropriations for
the CPA Committee; and
Whereas,The Community Preservation Committee has recommended appropriation and
expenditure in the amount of twenty thousand three hundred dollars ($20,300.00)from
the budgeted reserve balance; and
Whereas,the expenditure will rehabilitate a structure owned by the Town of Agawam
and located at Shea Field;
NOW THEREFORE,THE AGAWAM CITY COUNCIL hereby further resolves,
appropriates and authorizes the expenditure of Community Preservation Funds in the
amount of twenty thousand three hundred dollars ($20,300.00) from the budgeted reserve
fund balance for the roof replacement of the Shea Field storage/bathroom building in
accordance with M.G.L. Ch. 44b, Sec. 2.
THE AGAWAM TOWN COUNCIL hereby further resolves that the Mayor is authorized
to expend said funds,as permitted by law, and to do all things necessary for the purposes
so stated.

Narrative:
The Town of Agawam has a building at Shea Field that was used as the home to the DPW's Grounds Crew
before they moved to their current home at 1000 Suffield Street in 2006. In 2001, two ADA complaint
bathrooms were added to the building for use by the Skatepark that opened in 2001. Since 2006, the building
was used for some storage but has essentially been vacated and abandoned. The leaking roof allowed water to
be trapped in the insulation and interior ceiling creating a very moldy environment. The ceiling eventually
collapsed and has been cleaned up exposing the rafters. The rafters are deteriorating and are infested with rot
and mold. The collapsed ceiling and mold have also infested the two ADA compliant bathrooms. The entire
roof needs to be removed and replaced. In the fall of 2013, Reinhardt Associates did inspect the interior block
walls as well as the foundation and footing of the building and found them to be in good shape and to code.
The removal and replacement of the roof will be phase one of the project. The new roof will have a steeper
pitch and will be metal to discourage youth from going on the roof. An adjoining fence will also be removed to
discourage roof access. Phase two will include the complete renovation of the building's interior. Phase two
will include the replacement of the two access doors,blocking the broken windows, rehabilitating the ADA
Bathrooms, and dividing the interior into separate storage units for Town sponsored organizations.
Phase one will be funded by the Community Preservation Act (CPA) and phase two will be funded by the
Agawam Parks & Recreation Department, the Agawam Building Maintenance Department, and the Agawam
Dog Owners Group (ADOG).

Project Timeline:
With timely CPA and City Council approvals this roof could be installed this fall and building renovations
could begin over the winter. The entire project is projected to be completed by spring 2015 to coincide with the
opening of the new Dog Park,
ADA Compliance:
The two public bathrooms are already ADA compliant and any interior renovations will be to code and
approved by the Agawam Building Inspector.
Site Control/Ownership:
Shea Field is owned by the Town of Agawam. It is officially listed as part Robinson Elementary School's
38.6 acres of land. Property Record Card and GIS information are attached.
Support:
Attached are letters of support from Town organizations that will utilize the storage units within the building.
What Community Preservation criteria does this project meet? Please try to answer those questions
that apply and include program specific criteria found in the CPA Plan:
• Does this project serve multiple needs and populations and/or addresses more than one focus
area of CPA?
Once completed the building at Shea Field will have ADA compliant bathrooms that will be
open to the public while utilizing the various activities at Shea Field including, the Dog Park,
the Skate Park, Baseball, Field Hockey, etc. The interior of the building will be divided into
separate storage units for various Town Sponsored organizations including, Agawam Dog
Owners Group (ADOG), The Agawam Cultural Council, The Agawam Beautification
Committee, and The Agawam Park & Recreation Department.
• Is ongoing maintenance and upkeep required? If yes, please explain how this will be
accomplished and include detailed maintenance costs if applicable and funding and revenue
sources, if any.
The bathrooms will need to be cleaned on a regular basis. The Parks & Recreation Department
will work with Building Maintenance to ensure these are cleaned and maintained.
• Does this project preserves, utilizes, protects and/or enhances current town-owned assets?
This project preserves a Town owned building that is currently unsafe due to a dilapidated roof
and mold.
• Does this project save resources that would otherwise be threatened?
If left unprotected we will lose this building.
• Does this project leverage additional or multiple sources of public and/or private funds?
Although the roof(phase 1) does not leverage multiple sources of funding the renovation of the
building(phase 2) will be accomplished with a combination of funding provided by the Parks &
Recreation Department, the Building Maintenance Department, and ADOG.
• Does this project receive endorsement by community groups, municipal boards and/or
departments? Please include any letters of support or endorsement.
ADOG, The Beautification Committee, and the Agawam Cultural Council all support this
project.
• Does this project demonstrate that other funding sources are not readily available or sufficient?
There are no other funding sources available for the roof portion (phase 1) of this application.

On behalf of the Agawam Dog Owners Group, Inc. (ADOG) I would like to pledge our full
support for the renovation of the bathroom/storage building located at Shea Field.
The completed building project will be a very beneficial component to the overall use of
the dog park. The renovations will not only benefit ADOG, but the general public as well
who utilize Shea Field for a variety of sporting events. Members of ADOG will be park
monitors, spending many volunteer hours at the site. Restrooms will be a positive
feature and a much needed service for those using the park. Also, use of allocated
storage space within the building for our group to house various items will be an asset.
We appreciate the CPA committee's time and attention to this matter and Dope you will
vote favorably to fund the roof renovations. The Agawam Dog Owners Group is also

Dear Mr. Sparks,
Per your request, we met to discuss and review the proposed work to remove the
existing failed and water damaged roofing and all trusses and replace with new. Based
upon your input and our observations, it appears these projects are feasible and can be
performed safely with minimal interruption to the park but complete shut down of the
building. We propose the following for your consideration:
Garland Construction Corporation proposes to supply all labor, materials and legal
disposal of all debris to safely remove the existing shingle roof in its entirety, all plywood
underlayment and accessories and all roof trusses and sill plates. Garland will order and
install new wood trusses with a greater pitch than the old roof with all new sill plating,
hurricane anchors, cross bracing and 5/8 plywood underlayment. We will install water
and ice over the entire roof surface and install new Pabral metal roofing in the standard
color of your choice. New fascia, cave plywood, soffits and drip edging will be installed
at the full perimeter for a complete finish_ As discussed, the city will be responsible for
all mechanical and electrical demo and installations in the space and through the roof. We
will flash any vents as needed but will not install them and no painting is included of the
soffits or plywood end panels.
TOTAL ESTIMATE: $31,570.00
Add Alternate to Prime/Paint Soffits/End Panels: $2,980.00
This proposal is based upon prevailing wages and all applicable taxes and insurances
as required by the Commonwealth of Massachusetts. All work is to be performed during
normal business hours of Tarn to 4pm, Monday through Friday. Any alteration or
deviation from the scope above will require further consideration.

44B s. 5b(2) The community preservation committee shall make recommendations to the
legislative body for the acquisition, creation and preservation of open space; for the acquisition,
preservation, rehabilitation and restoration of historic resources; for the acquisition, creation,
preservation, rehabilitation and restoration of land for recreational use; for the acquisition,
creation,preservation and support of community housing; and for the rehabilitation or restoration
of open space and community housing that is acquired or created as provided in this section;
provided, however, that funds expended pursuant to this chapter shall not be used for
maintenance. With respect to community housing, the community preservation committee shall
recommend, whenever possible, the reuse of existing buildings or construction of new buildings
on previously developed sites. With respect to recreational use, the acquisition of artificial turf
for athletic fields shall be prohibited; provided, however, that any project approved by a
municipality for the acquisition of artificial turf for athletic fields prior to July 1, 2012 shall be a
permitted use of community preservation funding. (Emphasis added).
M.G.L. 4413§2 defines Rehabilitation as , capital improvements, or the making of extraordinary
repairs, to historic resources, open spaces, lands for recreational use and community housing for
the purpose -of making such historic resources, open spaces, lands for recreational use and
community housing functional for their intended uses, including, but not limited to,
improvements to comply with the Americans with Disabilities Act and other federal, state or
local building or access codes; provided, that with respect to historic resources, "rehabilitation"
shall comply with the Standards for Rehabilitation stated in the United States Secretary of the
Interior's Standards for the Treatment of Historic Properties codified in 36 C.F.R. fart 68; and
provided further, that with respect to land for recreational use, "rehabilitation" shall include the
replacement of playground equipment and other capital improvements to the land or the facilities
thereon which make the land or the related facilities more functional for the intended recreational
use.
Capital improvements are under defined M.G.L. 4413§2 as, reconstruction or alteration of real
property that: (1) materially adds to the value of the real property or appreciably prolongs the
useful life of the real property; (2) becomes part of the real property or is permanently affixed to
the real property so that removal would cause material damage to the property or article itself;
and (3) is intended to become a permanent installation or is intended to remain there for an
indefinite period of time.
The replacement of the roof on the Shea Field building seems to go beyond maintenance. It
would seem to be more akin to extraordinary repairs. Maintenance is defined under M.G.L.
44B§2 as "incidental repairs which neither materially add to the value of the property nor
appreciably prolong the property's life, but keep the property in a condition of fitness, efficiency
or readiness."
This project in my opinion would be a proper use of Community Preservation Funds.

Narrative:
The Town of Agawam has a building at Shea Field that was used as the home to the DPW's Grounds Crew
before they moved to their current home at 1000 Suffield Street in 2006. In 2001, two ADA complaint
bathrooms were added to-the building for use by the Skatepark that opened in 2001. Since 2006, the building
was used for some storage but has essentially been vacated and abandoned. The leaking roof allowed water to
be trapped in the insulation and interior ceiling creating a very moldy environment. The ceiling eventually
collapsed and has been cleaned up exposing the rafters. The rafters are deteriorating and are infested with rot
and mold. The collapsed ceiling and mold have also infested the two ADA compliant bathrooms. The entire
roof needs to be removed and replaced. In the fall of 2013, Reinhardt Associates did inspect the interior block
walls as well as the foundation and footing of the building and found them to be in good shape and to code.
The removal and replacement of the roof will be phase one of the project. The new roof will have a steeper
pitch and will be metal to discourage youth from going on the roof. An adjoining fence will also be removed to
discourage roof access. Phase two will include the complete renovation of the building's interior. Phase two
will include the replacement of the two access doors,blocking the broken windows, rehabilitating the ADA
Bathrooms, and dividing the interior into separate storage units for Town sponsored organizations.
Phase one will be funded by the Community Preservation Act (CPA) and phase two will be funded by the
Agawam Parks & Recreation Department, the Agawam Building Maintenance Department, and the Agawam
Dog Owners Group (ADOG).

Project Timeline:
With timely CPA and City Council approvals this roof could be installed this fall and building renovations
could begin over the winter. The entire project is projected to be completed by spring 2015 to coincide with the
opening of the new Dog Park.
ADA Compliance:
The two public bathrooms are already ADA compliant and any interior renovations will be to code and
approved by the Agawam Building Inspector.
Site Control/Ownership:
Shea Field is owned by the Town of Agawam. It is officially listed as part Robinson Elementary School's
38.6 acres of land. Property Record Card and GIS information are attached.
Support:
Attached are letters of support from Town organizations that will utilize the storage units within the building.
What Community Preservation criteria does this project meet? Please try to answer those questions

• Does this project serve multiple needs and populations and/or addresses more than one focus
area of CPA?
Once completed the building at Shea Field will have ADA compliant bathrooms that will be
open to the public while utilizing the various activities at Shea Field including, the Dog Park,
the Skate Park, Baseball, Field Hockey, etc. The interior of the building will be divided into
separate storage units for various Town Sponsored organizations including, Agawam Dog
Owners Group (ADOG), The Agawam Cultural Council, The Agawam Beautification
Committee, and The Agawam Park & Recreation Department.
• Is ongoing maintenance and upkeep required? If yes, please explain how this will be
accomplished and include detailed maintenance costs if applicable and funding and revenue
sources, if any.
The bathrooms will need to be cleaned on a regular basis. The Parks & Recreation Department
will work with Building Maintenance to ensure these are cleaned and maintained.
• Does this project preserves, utilizes, protects and/or enhances current town-owned assets?
This project preserves a Town owned building that is currently unsafe due to a dilapidated roof
and mold.
• Does this project save resources that would otherwise be threatened?
If left unprotected we will lose this building.
• Does this project leverage additional or multiple sources of public and/or private funds?
Although the roof(phase 1) does not leverage multiple sources of funding the renovation of the
building (phase 2) will be accomplished with a combination of funding provided by the Parks &
Recreation Department, the Building Maintenance Department, and ADOG.
• Does this project receive endorsement by community groups, municipal boards and/or
departments? Please include any letters of support or endorsement.
ADOG, The Beautification Committee, and the Agawam Cultural Council all support this
project.
• Does this project demonstrate that other funding sources are not readily available or sufficient?
There are no other funding sources available for the roof portion (phase 1) of this application.
There are other sources of funding for the completion of the building renovation (phase 2).

All contractors will be from the immediate area.

Dear Members of the Community Preservation Act Committee,
On behalf of the Agawam Dog Owners Group, Inc. (ADOG) I would like to pledge our full
support for the renovation of the bathroom/storage building located at Shea Field.
The completed building project will be a very beneficial component to the overall use of
the dog park. The renovations will not only benefit ADOG, but the general public as well
who utilize Shea Field for a variety of sporting events. Members of ADOG will be park
monitors, spending many volunteer hours at the site. Restrooms will be a positive
feature and a much needed service for those using the park. Also, use of allocated
storage space within the building for our group to house various items will be an asset.
We appreciate the CPA committee's time and attention to this matter and hope you will
vote favorably to fund the roof renovations. The Agawam Dog Owners Group is also
continuing to fundraise to help support the park and we are willing to help with the
building renovations as well once plans and construction costs are finalized with the dog
park.

RE: Agawam Shea Field Storage Building Truss & Roof Replacement
Dear Mr. Sparks,
Per your request, we met to discuss and review the proposed work to remove the
existing failed and water damaged roofing and all trusses and replace with new. Based
upon your input and our observations,it appears these projects are feasible and can be
performed safely with minimal interruption to the park but complete shut down of the
building. We propose the following for your consideration:
Garland Construction Corporation proposes to supply all labor,materials and legal
disposal of all debris to safely remove the existing shingle roof in its entirety,all plywood
underlayment and accessories and all roof trusses and sill plates. Garland will order and
install new wood trusses with a greater pitch than the old roof with all new sill plating,
hurricane anchors, cross bracing and 5/8 plywood underlayment. We will install water
and ice over the entire roof surface and install new Fabral metal roofing in the standard
color of your choice. New fascia, eave plywood, sous and drip edging will be installed
at the full perimeter for a complete finish. As discussed, the city will be responsible for
all mechanical and electrical demo and installations in the space and through the roof. We
will flash any vents as needed but will not install them and no painting is included of the
soffits or plywood end panels.
TOTAL ESTIMATE: $31,570.00
Add Alternate to Prime/Paint Soffits/End Panels: $2,980.00
This proposal is based upon prevailing wages and all applicable taxes and insurances
as required by the Commonwealth of Massachusetts. All work is to be performed during
normal business hours of lam to 4prn, Monday through Friday. Any alteration or
deviation from the scope above will require further consideration.

44B s. 5b(2) The community preservation committee shall make recommendations to the
legislative body for the acquisition, creation and preservation of open space; for the acquisition,
preservation, rehabilitation and restoration of historic resources; for the acquisition, creation,
preservation, rehabilitation and restoration of land for recreational use; for the acquisition,
creation,preservation and support of community housing; and for the rehabilitation or restoration
of open space and community housing that is acquired or created as provided in this section;
provided, however, that funds expended pursuant to this chapter shall not be used for
maintenance. With respect to community housing, the community preservation committee shall
recommend, whenever possible, the reuse of existing buildings or construction of new buildings
on previously developed sites. With respect to recreational use, the acquisition of artificial turf
for athletic fields shall be prohibited; provided, however, that any project approved by a
municipality for the acquisition of artificial turf for athletic fields prior to July 1, 2012 shall be a
permitted use of community preservation funding. (Emphasis added).
M.G.L. 4413§2 defines Rehabilitation as , capital improvements, or the making of extraordinary
repairs, to historic resources, open spaces, lands for recreational use and community housing for
the purpose -of making such historic resources, open spaces, lands for recreational use and
community housing functional for their intended uses, including, but not limited to,
improvements to comply with the Americans with Disabilities Act and other federal, state or
local building or access codes; provided, that with respect to historic resources, "rehabilitation"
shall comply with the Standards for Rehabilitation stated in the United States Secretary of the
Interior's Standards for the Treatment of Historic Properties codified in 36 C.F.R. Part 68; and
provided further, that with respect to land for recreational use, "rehabilitation" shall include the
replacement of playground equipment and other capital improvements to the land or the facilities
thereon which make the land or the related facilities more functional for the intended recreational
use.
Capital improvements are under defined M.G.L. 4413§2 as, reconstruction or alteration of real
property that: (1) materially adds to the value of the real property or appreciably prolongs the
useful life of the real property; (2) becomes part of the real property or is permanently affixed to
the real property so that removal would cause material damage to the property or article itself;
and (3) is intended to become a permanent installation or is intended to remain there for an
indefinite period of time.
The replacement of the roof on the Shea Field building seems to go beyond maintenance. It
would seem to be more akin to extraordinary repairs. Maintenance is defined under M.G.L.
44S§2 as "incidental repairs which neither materially add to the value of the property nor
appreciably prolong the property's life, but keep the property in a condition of fitness, efficiency
or readiness."
This project in my opinion would be a proper use of Community Preservation Funds.
