A RESOLUTION APPROPRIATING FROM THE COMMUNITY
PRESERVATION FUND AND AUTHORIZING THE EXPENDITURE OF
COMMUNITY PRESERVATION FUNDS FOR THE REHABILITATION OF
THE TENNIS COURTS AT PERRY LANE
Whereas,voters of Agawam chose to form a Community Preservation Committee
(CPA); and
Whereas,pursuant to Massachusetts General Law Chapter 44B,Section 5(2)allows the
CPA Committee to make recommendations to the legislative body; and
Whereas, pursuant to Massachusetts General Law Chapter 44B, Section 5(3)(d) states
that the legislative body shall then take such action and approve such appropriations for
the CPA Committee; and
Whereas,The Community Preservation Committee has recommended appropriation and
expenditure in the amount of eighteen thousand two hundred ninety six dollars
($18,296.00)from the unreserved fund balance;and
Whereas,the expenditure will rehabilitate the existing tennis courts owned by the Town
of Agawam and located at Perry Lane;
NOW THEREFORE,THE AGAWAM CITY COUNCIL hereby further resolves,
appropriates and authorizes the expenditure of Community Preservation Funds in the
amount of eighteen thousand two hundred ninety six dollars(S18,296.00)from the
unreserved fund balance for the rehabilitations of the tennis courts at Perry Lane in
accordance with M.G.L. Ch. 44b, Sec. 2.
THE AGAWAM TOWN COUNCIL hereby further resolves that the Mayor is authorized
to expend said funds,as permitted by law, and to do all things necessary for the purposes
so stated.

• Does this project serve multiple needs and populations and/or addresses more than one focus
area of CPA?
The Perry Lane Tennis Courts are used by the general public, Parks & Recreation summer
lessons, Parks &Recreation Women's Tennis Team, Perry Lane Pavilion Rentals„and the Perry
Lane Summer Camp.
• Is ongoing maintenance and upkeep required? If yes, please explain how this will be
accomplished and include detailed maintenance costs if applicable and funding and revenue
sources,if any.
The Perry Lane Tennis Courts and Pavilion are blown off weekly when the DPW picks up trash
and prepares the area for Camp and weekly rentals. Sediment in the existing low spot is also
cleaned before any match play on the courts.
• Does this project preserves,utilizes,protects and/or enhances current town-owned assets?
This project preserves a Town owned facility that without rehabilitation will become
increasingly worse and eventually become unsafe and unuseable.
• Does this project save resources that would otherwise be threatened?
Yes, if not rehabilitated the courts will go by the wayside and will either need to be rebuilt from
scratch like the courts at, Shea(now the Skatepark),Perry Lane(rebuilt in 2001), and the High
School(rebuilt 2015)or they will be lost and removed like the courts at Phelps.
• Does this project leverage additional or multiple sources of public and/or private funds?
Yes,there is a surplus in the Parks &Recreation Revolving Tennis Account of$4,313.
$4,000 will be applied towards the tennis court rehabilitation.
• Does this project receive endorsement by community groups, municipal boards and/or
departments? Please include any letters of support or endorsement.
Yes, the Agawam High School supports the rehabilitation as they use these courts as back up
courts and will likely need to use these courts as their primary courts this spring when the High
School Athletic Fields are under construction.
• Does this project demonstrate that other funding sources are not readily available or sufficient?
There are no other funding sources that can be applied towards the tennis court rehabilitation.
• Does this project use local contractors where possible?
There are no local contractors that specialize in tennis court construction/rehabilitation.
Narrative:
The Tennis Courts at Perry Lane are in need of rehabilitation. There are close to 500' of surface cracks and one
low spot that is approximately 20' x 25'. If the cracks are not scaled properly they will continue to worsen
making the courts unsafe and unplayable. This is what happened in the past at Perry Lane, Shea,Phelps,and
currently at the High School. Once the courts get beyond rehabilitation the only option is to completely remove
and rebuild from scratch costing$100,000 or more. The low spot needs to be cut out;repaved, and then sealed
and repainted. The low spot collects water as well as all kinds of dirt and debris. Once the water dries a thick
layer of hardened mud is left behind. This then needs to be scraped and cleaned before any lessons or match
play can take place.
The goal of this project is to rehabilitate the existing courts before damage goes beyond the point of repair and
the courts need to be removed and built from scratch. There is increased use as these are the only public courts
in Agawam aside from the High School.
Project Budget:
$22,296 - see attached quotes
Project Timeline:
With timely CPA and City Council approvals the Pent'Lane tennis Courts could be rehabilitated and completed
by spring 2015 before the High School construction.
ADA Compliance:
The Tennis Courts are already ADA compliant and any renovations will be to code and approved by the
Agawam Building Inspector.
Site Control/Ownership:
Perry Lane Park is owned by the Town of Agawam. Property Record Card is attached.
Support:
Attached are letters of support from the High School Athletic Director and the head of the Women's Tennis
Team.
