MOWER t AS -Am"AOL TR-2015-31 605- 1 fs- A RESOLUTION APPROPRIATING SEVENTY THOUSAND SEVEN HUNDRED AND TWELVE DOLLARS ($70,7I2s00)FROM FREE CASH FOR THE PURCHASE OF A ROUGH MOWER FOR THE AGAWAM MUNICIPAL GOLF COURSE (Sponsored by Mayor Richard Cohen) WHEREAS,City Council Vice President Dennis Perry requested this appropriation;and WHEREAS,The City Council Ad Hoc Golf Committee is in agreement and WHEREAS,at their request I am submitting this Appropriation Resolution request;and WHEREAS;the current rough mower at the Agawam Municipal Golf Course is currently over 15 years old;and WHEREAS the current rough mower has been welded numerous times and has had many repairs over the last two years at a cost of over$5,00000;and WHEREAS,the current rough mower is no longer repairable and has become a safety issue to the operator;and WHEREAS; the Agawam Municipal Golf Course has only a 72";rough mower as a backup and this mower cannot keep up with the needs of keeping the course in playable condition standards and WHEREAS; the Agawam DPW has been contacted and has no available mowers to help this alleviate this situation;and WHEREAS;it would be in the best interest of Town of Agawam and the Agawam;Municipal Golf Course to purchase a new rough mower for the golf course. Safety for the operator would be an issue and we have been cautious with repairs.The investment in this rough mower thus far has been between $4,000 to$5,OW.00 over the last two,golf seasons. I have spoken with Chris Golba and there is no mower available to Ilan the golf course. With the issues with our Taro 3500 we are left with one 7r John Deere rough mower which is 13 years old and failing.We do not h ve.the ability t+o'keep up with proper rough maintenance.Without° replacement of rough mower we woWd lose the ability to offer optimum playing conditions in rough �rn�r e e have had all major Turf company's drop off machines to demo and critique the best fit for Agawam Municipal Golf Course would he a Toro Groundsmaster 470 at a cost of$70,712 would offer us a seven deck mower with ability to mow rough with more frequency and quality another option is the Croundsmaster4500 a five deck mower at a cost of$60.731.The 4700 would offer an increased swath to keep up with mowing needs during optimum growth periods.I have communicated with Turf company's on used equipmen.There is availability as trade-ins occur,the average cost for a usable rough mower would be$20,000 t0$30,000.The parts and maintenance on used equipment Is often unpredictable" If approval were given for new rough mower by June 1 we could receive mower in early' July. At present we need two employees 40 hours weekly, 80 man hours weekly to completely mow rough. With new 4700 mower we could save 40 man hours weekly. In a 32 week season at an average salary of $10.00,hourly a savings of$12,800 per fiscal year.With the machine down,time& labor&parts cost would be reduced.I could see savings of$17,000 to$20,000 per fiscal year. We always strive to keep our equipment in good working condition.Efficient& properly maintained equipment is an important component in modern golf course maintenance.Much time and effort is put forth to ensure all turf maintenance equipment is working at its potential.Machine operators are trained in use and safety procedures to minimize equipment breakdowns and to produce quality conditions.Even strong equipment programs with good preventative maintenance cannot prevent eventual turf equipment replacement.The three major Turf equipment companies are Toro, Jacobsen and John Deere.We are always communicating with these turf companies and demoing their turf equipment to see what fits our needs and budget, in the next five years we do have equipment replacement needs. hough mower is a pressing need after that our Triplex mowers are in need of replacement.We have three that mow our formal turf areas.We could use two new mowers at a cost of$35,000 each a large area spreader is needed at a cost of$8,000 a modern turbine debris blower at a cost of$10,000 replacement of our pesticide sprayer at a cost of$40,000.These are the most important replacement needs.Many hours of maintenance are performed on every piece of equipment during winter months..Motor work bearing and seal replacement,reel and bed knife grinding complete equipment inspection also hydraulic systems.This is an important facet to ensure equipment preforms r probably during golf season During season preventative maintenance is performed as needed and all equipment is inspected by superintendent.At Present i and working on a update of Golf Course equipment.
