r7 d TR-2015-46 A RESOLUTION APPROPRIATING FROM THE COMMUNITY PRESERVATION FUND AND AUTHORIZING THE EXPENDITURE OF COMMUNITY PRESERVATION FUNDS FOR AN ACCESSIBLE OUTDOOR CLASSROOM AND COMMUNITY GARDENS AT AGAWAM JUNIOR HIGH SCHOOL Whereas,voters of Agawam chose to form a Community Preservation Committee (CPA); and Whereas,pursuant to Massachusetts General Law Chapter 44B, Section 5(2)allows the CPA Committee to make recommendations to the legislative body; and Whereas,pursuant to Massachusetts General Law Chapter 44B, Section 5(3)(d)states that the legislative body shall then take such action and approve such appropriations for the CPA Committee; and Whereas,The Community Preservation Committee has recommended appropriation and expenditure in the amount of twenty three thousand four hundred and ninety four dollars ($23,494.00) from the undesignated fund balance; and Whereas,the expenditure will rehabilitate and make accessible land owned by the Town of Agawam located at the Agawam Junior High; and Whereas,the expenditure will provide an accessible outdoor educational facility to teach sustainability and environmentally sound practices to students; NOW THEREFORE, THE AGAWAM CITY COUNCIL hereby resolves, appropriates and authorizes the expenditure of Community Preservation Funds in the amount of twenty three thousand four hundred and ninety four dollars($23,494.00) from the undesignated fund balance for the creation of an accessible outdoor classroom and community gardens at the Agawam Junior High School in accordance with M.G.L. "// UL�� Other Funding Source: Applicant's Signature: Date Submitted: Project Title:Agawam Junior High School Community Garden Project Summary:The Agawam Junior High School is seeking CPA funds to construct two stamped concrete sidewalks for wheel chair accessibility and install an irrigation system in the back area of the school at the entrance to the gymnasium. To beautify this area,we are also seeking funds to purchase five ADA approved picnic tables with umbrellas and stands, and four benches to create a common space for faculty and students to gather and to create an outdoor classroom environment. In phase I of this project,we have placed nine raised bed planters throughout the area. DPW will be filling them with soil so the school can begin utilizing the gardening beds immediately. To teach students sustainability and environmentally sound practices,the DPW is donating and installing three compost bins. In phase 11 and phase III of this project we would like to purchase and install a greenhouse for students to sow vegetable and flower seeds that would later be planted in the raised garden beds and sold at a community farmer's market. Her drive, motivation, and enthusiasm are the main reasons we are able to entertain such a wonderful community service activity. The community garden and living classroom concept grew out of a chance encounter with the originator of Michaela's Garden Project. After the tragic July 2007 home invasion and fire in Cheshire,CT that took the lives of Jennifer Hawke-petit and her daughters, Hayley and Michaels, family members visited the home site to see if anything of value could be salvaged. Little, unfortunately, was left, with the exception of the many flowers and foliage that Bill and Michaela had planted and maintained over the years. One of the flowers was particularly dear to Michaela—her Four O' Clocks. Seeing this as a sign,the Four O'Clocks were dug up,brought to Plainville,CT and replanted. Michaela's Garden Project is designed to encourage area families and youth to become more involved in community service. This will help provide a foundation for the garden project at Agawam Junior High School. Creating a living classroom offers endless opportunities for students, staff and the community to help give back. Mrs.Johnson and her committee have reached out to local businesses and town officials to help make sure this plan is implemented in an efficient and responsible manner while also forging community partnerships to help sustain the project for years to come. Classes of students will be able to determine what they would like to grow in their planter boxes, assign students to tend to the garden and be able to earn opportunities to have class, lunch and free time in the garden. The site selected for the project will also help beautify the school grounds and allow students to take more ownership and pride in their school and community. The proposed plan also incorporates earth-friendly products such as 100%recyclable tables and benches and water reclamation barrels to help with plant irrigation, Academically, Agawam Junior High School will be able to take concepts learned in science and STEM class and apply them to real world situations. We currently are involved in community service projects such as the Rachel's Table food shelter and anti-bullying and Peace Hay activities we host throughout the school year. The community garden project will help foster both of those endeavors. With time and development of the garden, we expect to add a greenhouse to the project as well as a farmer's market that will be open to the local farmers and community members to share their products. This will help Agawam Junior High School develop additional community partnerships that will provide further sustainability and expansion to the project. Every great idea starts by planting a single seed. Through the care, nourishment and devotion of wonderful staff like Sandee Johnson, her planning team and the students at AJHS, I am confident that these seeds will grow into a bountiful harvest to be handed on to the next generation of leaders. With the implementation of the Next Generation Science Standards(NGSS) in the coming years,there are many standards that I will be able to meet with access to planters and a greenhouse. The Life Science component of the 71h grade NGSS could potentially be done in this greenhouse. On a daily basis, while tending to the upkeep of the area, students could be recording data on the growth of the plants while formulating ideas and hypotheses on how to improve the growth of the plants. This will mimic how science is completed in the real world.Sometimes, there is a little trial and error. Students will have to make models about their ideas before they put them into action. I see them being both successful and failing at this. From both, however,they will learn how to improve their models and learn what they should and should not do. Having access to these outside classrooms will also help build a sense of community. Working together to solve problems is a life skill. Hopefully they will even start their own gardens at home. The Water Department Deputy Superintendent recommends any irrigation system be connected off a water source from inside the building due to the anticipated low volume of usage. To add a second water meter connection would be VERY costly to the project and doesn't make sense to us, again due to the anticipated low volume of usage. I'm assuming soaker hoses or drip irrigation would be the water source of choice due to the height of the planters. A sprinkler system doesn't not seem to be as ideal to this project. A plumber(through building maintenance)would need to tap off a water line from inside the building and bring the water line out,with a backflow preventer attached. Once outside, the irrigation company would connect the irrigation system. We can certainly talk in more detail if this project moves forward. The water use would be connected to the Town Water and Sewer Account,just like every other building.
