WHEREAS, voters of Agawam chose to form a Community Preservation Committee
(CPA);and
WHEREAS, pursuant to Massachusetts General Law Chapter 44B, Section 5(2) allows
the CPA Committee to make recommendations to the legislative body;and
WHEREAS,pursuant to Massachusetts General Law Chapter 4413, Section 5(3)(d) states
that the legislative body shall then take such action and approve such appropriations for
the CPA Committee; and
WHEREAS, one of the CPA committee's fimctions is related to providing recreation
benefits to the Town and it's residents;
WHEREAS, the Community Preservation Committee has recommended appropriation
and expenditure in the amount of one hundred four thousand six hundred thirteen dollars
($104,613.00)from the open space fund balance; and
WHEREAS,the expenditure will allow the Town to purchase playground equipment and
site amenities necessary- to construct a playground on land owned by the Town of
Agawam and located at Wade Park;
NOW THEREFORE, THE AGAWAM CITY COUNCIL hereby further resolves,
appropriates and authorizes the expenditure of Community Preservation Funds in the
amount of one hundred four thousand six hundred thirteen dollars($104,613.00)from the
open space fund balance for the creation of a playground at Wade Park in accordance
with M.G.L.Ch.44b, Sec. 2.
THE AGAWAM CITY COUNCIL hereby further resolves that the Mayor is authorized

What Community Preservation criteria does this project meet? Please try to answer those questions

• Does this project serve multiple needs and populations and/or addresses more than one focus
area of CPA?
This project will serve all ages as the playground elements are separated by ages in groups of 2-
4, 4-8, and 5-12. The new basketball court will be utilized by all ages from children,to teens, to
adults. The newly paved parking lot will include handicap parking and will connect to a new
ADA compliant sidewalk connecting the parking lot to the playground and the basketball court.
This project also addresses needs and goals outlined in the Open Space and Recreation Plan.
• Is ongoing maintenance and upkeep required? If yes, please explain how this will be
accomplished and include detailed maintenance costs if applicable and funding and revenue
sources, if any.
Routine maintenance and mowing is already established by both the Agawam Housing
Authority and the Agawam DPW. The new area will have no significant impact on either
maintenance department.
• Does this project preserves,utilizes,protects and/or enhances current town-owned assets?
The new proposed playground is different than any other playground in Town using a"Natural
Themed"concept that will blend nicely into the existing environment.
• Does this project save resources that would otherwise be threatened?

Yes, this project will enhance an underutilized area and replace the dilapidated and unsafe
parking lot and basketball court.
• Does this project leverage additional or multiple sources of public and/or private funds?

Yes, both the Agawam Housing Authority and the Town of Agawam Parks and Recreation
department are contributing to the overall project and any unforeseen cost averages.

Overall Goal: Open Space is an essential attribute of Agawam's traditional rural

growth and preserve our quality of life.

2014 Open Space and Recreafion Plan

I'
Needs
There are two primary motivators for acquisition and preservation of land for recreation.
Demand for recreation facilities is rising and, as these facilities are more intensively used,
there is a need to provide periodic relief so they can recover and continue to serve the
community's needs. Demand is driven by several factors, among which are the growth of
sports opportunities for girls and women, the increasing popularity of organized leagues for
youth and adults, widespread recognition of the benefits of exercise on health and fitness, and
the generalized need for relaxation as a response to the frantic pace of modem life. Together,
these factors have steadily pushed the limits of existing space dedicated to recreation. Because
of resource limits, some deserving citizens must search beyond the City limits to participate in
their preferred recreational activities. Waterfront facilities are expensive and due to permitting
and land use constraints, are limited.
Goals and Possibilities
Recreational uses encompass a wide variety of potential projects, and CPA funds can be
used to fund the development, creation, or expansion of any lands that fall into this category.
Examples of these facilities might include: soccer fields, outdoor theatre spaces, tot lots, senior
citizen parks, auditory and tactile outdoor recreation kiosks, kayak rowing and canoe launch
areas, cross country skiing, cycling, river cruises, rail trails, multi-use trails, and other pathway
developments. Additionally, CPA funds could be used to rehabilitate or restore recreational
land or facilities in order that they satisfy their intended purpose, and help maximize the value
and use of land already dedicated to recreation.
